Please confirm the contractor must provide a certified NAVFAC P-307 Certifying Official to manage and certify all required documentation for MCB Camp Lejeune.
Answer: YES; a certified (Qualified) Certifying Official is required. The Certifying Office will review and certify all crane documentation in accordance with the NAVFAC P-307. Completed documentation will be maintained onsite

In accordance with EM-385-1-1, please confirm the government requires an EM-385 Fall Protection Competent Person for on-site staff.
Answer: YES

Does the government desire the contractor to maintain and ensure all program documentation is aligned with and maintained per the NAVFAC P-307?
Answer: YES; All documentation must be completed in accordance with the
NAVFAC P-307.

Does the government desire the contractor to use certified test weights, which meet the NAVFAC P-307 requirements, and achieve all individual test weight configurations required by the capacities of the approved contract inventory?
Answer: YES; the contractor will need to provide certified test weights to fulfill Load Test requirements per the NAVFAC P-307.

Does the government desire the contractor to maintain on-site manlifts and the equipment needed to transport said manlifts and test weights between contract locations?
Answer: YES; the contractor will need to have man lifts, service vehicles, trailers and other equipment onsite to response to contract requirements and emergency service requests.

Is the government able to confirm whether there are any bridge cranes that require a 60 ft boom lift for access, such as an aircraft hangar?
Answer: YES; There is approximately 10 (ten) bridge cranes that will require 60’ boom lift.

Does the government desire the contractor's PM program to include hoist gear box oil changes, trolley gearbox oil changes, bridge gearbox oil changes, lubrication of all zerk fittings and other lubrication requirements required by the NAVFAC P-307?
Answer: YES; Equipment preventative maintenance is required to be performed to ensure all hoisting equipment remains in safe and reliable state as outlined in the manufacturer’s manuals.

Please confirm the government requests brake disassembly’s of hoist and travel brakes and corresponding load tests at the frequent periodicities described by the NAVFAC P- 307 for each brake configuration.
Answer: The contractor will perform brake maintenance and disassembly for hoist brakes only as outlined in accordance with the NAVFAC P-307 for Camp Lejeune.
This requirement will be performed in conjunction with scheduled load tests. Results will be documented on the Cat 2 and 3 Brake Data Sheet of the MISR.

Please confirm that NAVFACINST 11230.1 requires all elevated trackage inspectors to maintain an active certification provided by NAVFAC instructors.
Answer: YES; all rail inspection personnel must have completed and hold a current elevated trackage training certificate as outlined in the NAVFACINST 11230.1.

Please confirm that non-destructive testing of hooks shall be performed in accordance with the NAVFAC P-307. As stated in the NAVFAC P-307, this includes using the liquid penetrant (PT) method in accordance with ASTM E1417 using NAVSEA T9074-AS-GIB-010/271. For PT testing of hooks containing stainless steels, titanium, or nickel-based alloys, total halogens, and sulfur used in the NDT process shall be controlled as specified in T9074-AS-GIB-010/271.
Additionally, please confirm the contractor shall provide a letter certifying that the contractor meets the requirements of ASTM E543 using NAS-410 or SNT-TC-1A, develops procedures including technique sheets specific to the types, shapes, and sizes of the parts being examined (e.g., shank hook, eye hook, duplex hook, eye pin, swivel eye bar), and has a level III examiner who is independent of the contractor certify the NDT method procedures.
Answer: YES when Non-Destructive Testing is perform it must meet the above listed requirements. The contractor shall provide current NDT certification at time of bid.

Will MCAS Cherry Point be providing contractor with a laydown with improved ground (gravel or paved) that will support turning and parking of heavy vehicles and trailers and storage of test weights?
Answer: A staging area can be provided. Improvements will be up to the contractor and must be approved by the government prior to any modifications.
General Question Does the government expect the contractor to maintain an on-site office and personnel in order to facilitate service call responses?
Answer: YES; due to the volume of NAVFAC P-307 Inspection, Load Tests, Elevated Rail Inspection and service calls the contractor should maintain an on-site office at the MCB Camp Lejeune contractor lay-down.
