CONTINUATION SHEET

1. QUESTION: The lead testing that was done calls for paint to be considered lead containing even when the results were lower than the threshold that lead need to be at for it to be considered lead. Certain areas indicate in the specifications that Lead Paint below the .5 threshold still must be considered LBP. Is this contract going to require treating paint as LBP even when it does not meet the .5 threshold?

ANSWER: It seems the Contractor is referring to Lead Inspection Plan Notes on drawings, see following:

REMOVAL OR ENCAPSULATION OF LEAD PAINT PRIOR TO BUILDING

DEMOLITION IS NOT REQUIRED, ALL WORK SHOULD BE CONDUCTED BY

WORKERS TRAINED IN "LEAD SAFE WORK PRACTICES" AS OUTLINED BY THE

OCCUPATIONALLY SAFETY AND HEALTH ADMINISTRATION (OSHA)

CONTRACTOR TO REVIEW LEAD INSPECTION REPORT AND SPECIFICATIONS

BEFORE COMMENCING DEMOLITION.

IF ADDITIONAL COATINGS ARE FOUND DURING DEMOLITION THAT ARE NOT ON

THE SURVEY REPORT, CONTRACTOR TO ASSUME THESE MATERIALS ARE LEAD

CONTAINING COATINGS UNTIL SAMPLED AND TESTED BY ACCREDITED AND

LICENSED LEAD PROFESSIONALS.

These are the same notes that were used in the previous IR Demolition projects. Lead paint below the threshold shall not be considered to be treated as lead base paint.
