REQUESTS FOR INQUIRY AND RESPONSE

RFI # Reference Question Response

1 Per Criterion 2 – Professional Qualifications and

Technical Competence, Section E Resumes: Can the projects in block 19 on the resumes include IDIQ contracts?

Bid per Synopsis.

2 Per 52.204-7 System for Award Management (Oct

2018): (b) (1) An Offeror is required to be registered in

SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

Are Joint Venture Offerors required to be registered at the time of the SF330 submission?

Yes.

3 Please clarify the exclusion of states shown in Mid-

Atlantic AOR in recent NAVFAC presentations but not included in the AOR of this solicitation – specifically

WI, MI, OH, MD, and KY

WI, MI, OH, MD, and KY are not excluded in the NAVFAV Mid-Atlantic Area of

Responsibility for this Solicitation.

4 Please clarify statement “Expected primary areas for work from these contracts will be in Virginia, North

Carolina, Great Lakes, and Maine…” What states are included in “Great Lakes”?

"Great Lakes" refers to the area of responsibility surrounding NAVFAC Great

Lakes in Illinois.

5 The types of work listed in items a. – j. under

DESCRIPTION AND PROJECT INFORMATION can never be covered in only five Section F projects. What are the expectations for proposers to address these items of work considering also that the Government will not consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1?

Bid per Synopsis.

6 SF-330 Submission Requirements: Please confirm that inclusion of CPARS rating evaluations for an offeror’s

Criterion 1 Section F projects do not count towards the

SF 330 Part I 75 page count restriction.

Confirmed.

7 Criterion 1 – Specialized Experience (SF-330 Part 1

Section F) : If an offeror performed construction administration services on a project for which it completed full design services, and further engineering design services were required during construction administration/PCAS service delivery, please advise if the project completion date may be considered to be the same date when professional services were completed.

Bid per Synopsis, "Date of project completion is defined as date of final design acceptance to client. For Full Design

Projects is date of final signed sealed plans

& specifications to client; and for DB RFP

Preparation is final RFP documents submission; and for DB RFP representing

Contractor as DOR: The final design acceptance to client; and for Design

Development/DD1391 and

Studies/Investigations: date of final submission of design development/DD1391 and/or report."

8 If firms enter into a joint venture or tri-venture agreement, does the venture need to be entered into the

SAM database prior to submission of qualifications, or just prior to contract award?

Yes, prior to submission of qualifications.

9 Please clarify the key personnel position of

Environmental Engineer. Is it the expectation that this position will actually be a licensed professional engineer under the “Environmental” discipline per the NCEES structure? Or will a licensed professional engineer under the “Civil” discipline, but

State licensure can be Environmental

Engineer or Civil Engineer, if professional civil engineering experience is in the field of environmental practices.

10 SF-330 Submission Requirements asks for both DUNS and CAGE numbers to be included in the SF-330. But further down the page states that SAM registration must be completed in order for contract award. To get a

CAGE code assigned, a DUNS number is first required, followed by SAM registration which can require up to

30 days. Considering the length of the proposal process and corporate go-no go decisions, it Is not feasible to complete SAM registration and submit a CAGE code with the SF-330 proposal. Please confirm.

Contractors must be registered in the

System for Award Management (SAM) at the time of proposal submission. Per FAR

52.204-7 System for Award Management

(Oct 2018): (b) (1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

11 1) For projects and past performance, can we reference/provide projects that are currently close to being complete (i.e., 90% or more), or do all projects included need to 100% complete?

Bid per Synopsis, "Date of project completion is defined as date of final design acceptance to client. For Full Design

Projects is date of final signed sealed plans

& specifications to client; and for DB RFP

Preparation is final RFP documents submission; and for DB RFP representing

Contractor as DOR: The final design acceptance to client; and for Design

Development/DD1391 and

Studies/Investigations: date of final submission of design development/DD1391 and/or report."

12 If the answer to Question 1 is “Yes, you can use them”, are we allowed to request/submit with our proposal an interim PPQ or CPARS review?

The Government requests additional information to sufficiently respond to this

RFI. Please include the referenced

"Question 1" in full in this RFI.

13 For Criterion 7 (Volume of Work), the solicitation indicates that no formal submittal is needed. If we were to acknowledge this criterion in our proposal with a sentence saying that it will be addressed through the

FPDS system, would that be OK or would NAVFAC prefer we leave it blank and not provide any text?

Bid per Synopsis, "Submission

Requirements: Firms do not submit data for this factor."

15 Criterion 2 identifies key personnel to include

“Environmental Engineer”. Please clarify if this requirement means only an engineer that has passed the professional engineer exam for “Environmental

State licensure can be Environmental

Engineer or Civil Engineer, if professional civil engineering experience is in the field of environmental practices.

Engineer” or if a licensed professional engineer such as a Civil Engineer who practices environmental engineering (stormwater, wastewater, etc.) also meets the requirements.
