EVALUATION CRITERIA
The evaluation criteria listed below will be utilized in the slating of AE firms for interviews and the selection of the awardee. Evaluation Criteria (1) through (4) are considered the most important criteria and equal among themselves;
Criteria (5) through (6) are slightly less important than criteria (1) – (4) and equal among themselves; Criteria (7) is the least importance and will be used as a tie-breaker among technically equal firms . Failure to provide requested data or to comply with the instructions in this notice could result in a firm being considered less qualified or eliminated from consideration. Specific evaluation criteria are as follows:
1. Specialized Experience
2. Professional Qualifications and Technical Competence
3. Past Performance
4. Quality Control
5. Program Management, Capacity and Location
6. Commitment to Small Business
7. Volume of Work
Criterion 1 - Specialized Experience (SF-330 Part 1 Section F): Firms will be evaluated on recent specialized experience, technical competence in performance of services within the Mid-Atlantic area and around primary DOD installations in the Hampton Roads Area; similar to those anticipated under this contract through evaluation of experience in:
1. Transportation planning involving military installations including, but not limited to, analysis of specific user characteristics based upon observations of existing installation characteristics and considering changes in loading (i.e. deployments and/or return of large numbers of service members); installation and area development plans; and base or area wide transportation networks including multimodal.

Likewise, if the offeror/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project may not be considered.
Projects shall be submitted on the SF-330 and shall be completed projects. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.

Requests from DoD SAFE will be sent no later than Friday, June 4, 2021 by 2:00p.m. If you do not receive an email containing drop off instructions on that date, please contact the Contract Specialist, Jonathan Durham. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “dropoff”. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of the SF330 shall be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist via DOD Safe. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.
