Mechanicsburg, Pennsylvania. The anticipated scope of work is to provide all engineering, design,..." Please clarify if this is a Design-Bid-Build project where the design fully complete or a Design-Build project. If this is a Design-Bid-Build project, what "engineering & design" work will be required for this project?
This is a Design-Bid-Build project.
Pg 14 of 69 Solicitati on
Our proposal will include a Design- Build project under the Contractor experience section.
Our A/E would like to include the same project under the Design experience section. Since the A/E was a subcontractor to us, (the Prime Contractor), who should complete the PPQ for the A/E, the Owner/Agency or us...the Prime?
Owner/Agency would complete the PPQ.
There is no partition schedule shown. Can you clarify how far the interior gypsum goes up, specifically above the gyp ceiling in the arched area?
Does the gyp go from the ceiling to the deck, or does it stop at the ceiling?
Rated partition and perimeter wall extend to underside of deck. Only furring partition extend 6" about the dropped ceiling, if there is no ceiling then the furring must extend to underside of deck.

Note 17 on DWG A-101 states to Patch and Repair the floor for a smooth surface?
For bidding purposes, can you quantify this? Does this require a basic skim coat over the entire floor, a skim coat over part of the floor, does it require a 1/4" of Ardex or something else?
This covers the entire existing concrete slab (per note 17 on A-101) this will be approximately +/- 8200sf.
DWG
ED-601
A note on DWG ED-601 states:
"Equipment to be removed and retain by the client". Does this mean the client will remove and the client will retain? Or does this mean the GC is to remove and the client is to retail? If this is client removed, can you note when the equipment will be removed?
Contractor to remove. 0002

Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
Please be advised the Department of the Navy does not fill out proffered tax exempt forms nor does it provide a tax exempt number for your use in securing the necessary tax exemptions from your state because only the state revenue office has the legal cognizance and the authority to render an opinion regarding the propriety of such a tax exemption.

Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would
No 0002 increase pricing on all steel or wood materials, regardless of origin.
As a result of the effect of COVID- 19 throughout the U.S., and the resulting Federal, State and local governments’ responses / requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects.
Propose in accordance with the RFP.

PVC SDR 35.
6" PVC SDR 35 pipe can be used.
Civil C-001
Indicates 2-1000 gal propane tanks.
Yet HVAC controls indicates natural gas. Please verify what is required for the building HVAC system. And where is the gas lines to the building?
The label “ Proposed 12’x20’ propane Tank” on civil plan C-001 refers to concrete pad only, not the type of gas to be used for HVAC system, the label “PROPANE TANK” refers only to the type of tank not the type of gas to be used for the HVAC system.
Plumbing plans govern here for the type of gas to be used for the HVAC system.
The connection from the tanks is shown on the civil plan C-001 from the back of the 2-1000 gal proposed propane tanks to the building with a dash line and is label as “ SYNTHETIC NATURAL GAS”. Note 6 on sheet P-101 covers more detailed information on this new piping.
Drawing S-101- Note 5a
Shows Six New Rail Joint locations which are to be cut and drilled for the installation of Contractor Furnished Joint Bars and Note 5b shows Two Existing Joints that are to be reused. We have the following Questions - A.) Since we would have to furnish Six Pair of New Joint Bars, Track Bolts, Nuts and Washers at these locations, can you advise what the existing Rail Section is? B.) On the other end of the track
A) Provide new 131# rail.
B) Remove additional rail to existing splice location.
Splices shall be staggered.
Salvage and reuse existing splice components to extent practical.
C) Thermite field weld all joints at embedded track in accordance with specification 34 11 00.
replacement, Note 5b shows an two existing joints to be removed and replaced. It is directly opposite one of the New Joints referenced in Note 5a. General Railroad Practice does not allow bolted joints directly across from each other. They usually must be staggered at least 13’ apart. We would advise to go back along the existing rail to the existing joint and make this a 5b joint also. This should involve only removing an additional 16 to 19’ of rail at the most on one side. Please advise. C.) Four out of the Six locations listed in Note 5a will be within the new concrete slab.
General Railroad Practice does not permit bolted joints within the limits of any embedded track as this will become an impact point and the bolts cannot be retightened. The Mainline Railroads do not permit bolted joints within the limits or any closer than 15’ of embedded track or highway road crossings. We feel all eight joints should be Thermite Field Welded in accordance with standard Railroad Specifications.
Please advise.

Standard for this application called Steel Leveling Beams that can be purchased from several different Suppliers. This detail shows the Jack Screws drilled and grouted in the first pour concrete. We have never seen this on this type of installation. Usually after the first pour is complete, the General Contractor installs and ties the bottom matt of Rebar. The Railroad Contractor then installs the Steel Leveling Beams and Rail to preliminary line and grade. The General Contractor then completes all rebar and form work.
A pre-pour check list is completed ant the Railroad Contractor makes any final adjustment to the line and grade. The General then makes the final pour. With the jack screws embedded in the bottom pour, any final adjustments would be difficult.
We have attached a Standard Steel Beam Support Drawing from one of the suppliers as well as a Jobsite Photo of a project we completed for the new Trolly Line in Washington, DC for your reference. A.)
