SUMMARY OF CHANGES

The following items are applicable to this modification:

REVISED/CLARIFIED BIDDING INSTRUCTIONS

ADDITIONAL INSTR BIDDERS

All Bids must be received electronically by 18 AUGUST 2020 at 0900.

E-mail: peggy.a.deluca@navy.mil

FOR ATTENDENCE PURPOSES: Along with your bid submission, include in the body of your e-mail, the names and company affiliation of the people that will be attending the bid opening phone conference.

You will receive a return e-mail acknowledging receipt of your bid along with the telephone conference phone number and the matching passcode. The phone conference line will open on 18 AUGUST 2020 at 10:30. The Bid opening will start promptly at 1100.

Due to the large size (megabytes) of bids being sent electronically, submitting the entire solicitation as a bid response sometimes does not make it through the NAVY e-mail system. As a result of this unusual circumstance (e-mail submission vs. delivered hard copy of bid) the following Revised BID SUBMISSION CRITERIA is considered “responsible and responsive”:

To ensure that your bid gets through the e-mail system RETURN ONLY the following:

1. Fill & Send page 2 as required. For Amendments: Acknowledge all amendments on page 2 Block 19 in accordance with (IAW) instructions.

2. Pages 6, 7 and 8 (CLINS 0001, 0002, 0003, 0004 and 0005) of the solicitation with the amounts of each line item filled in.

3. Matching ELIN Schedule *******REV AMEND 7-7-2020-ATT1 IQ Bid Schedule (ELINS)(002)******* In an uneditable format

CONTRACTOR QUESTIONS & COMMENTS

1. Q: What do the acronyms in the pricing matrix LF, CY, and SY stand for? I am assuming EA indicates “each”.

A: LF = Linear Foot, CY = Cubic Yard, SY = Square Yard. EA does indicate each.

2. Q: All amendment required to be returned separately, each with signatures, or is that handled on the front of the Standard Form 1442 with the boxes checked in the one authorized offeror signature?

A: The instructions to Bidders have been revised to accept the Acknowledgement of all Amendments on Block 19 of the SF 1442 as instructed.

3. Q: It reads that except for Construction worker Wage rage changes that may be in effect for subsequent years beyond the base period, as per FAR 52.222-30, pricing cannot be adjusted (increased for years 2 through 5 for any other reason (for example, to account for changes in equipment pricing, inflation, or anything not directly wage related). Am I interpreting this correctly?

A: Yes

4. Comment: The ELINs (pricing line items) in the excel spreadsheet do not map directly to the Solicitation sections referenced in those line items. Also, all the Work Spec Divisions are numbered individually, rather than continuously, in the 500 page Work Spec document, so it’s challenging to navigate.

A: The difficulty stated here has been remedied by adding spec Section C 01026 and revising the ELIN Schedule as stated above.

5. Q: Is it okay to include just the first two pages of the Offeror’s FARS/DFARS report in the returned proposal, starting with the most recent certification date---rather than the entire 56 page FAR/FDARS report?

A: This Question has been addressed in the additional instr bidders above

6. Q: As a frequent Federal Proposal author, I am in the habit of using a clean RFQ/Proposal Template that includes all the necessary information under instructions to offerors when I submit a Federal IDIQ proposal/bid in responds to a Solicitation It has all the info, just in a different, abbreviate format. It includes the Reps and Certs (1st 2 pages), Section B notification of offeror current SAM registration. Offeror signature, Signed Form 1442 and amendments, pricing, DUNS and NAICS codes, Technical Proposal including brief company liability insurance, evaluations, and/or anything else that is a specific requirement for bidders/offerors to submit for that Solicitation. Would it be alright to use such a template for this IDIQ as I have successfully for many last year? Or would you prefer we submit just the actual Solicitation document itself?

A: This question has been addressed in the additional instr bidders above. Our Bid Spreadsheets have been set up in the same format as the CLINS and ELINS on the IFB. NOTE: FORMULA’s were left in our ELIN Sheet as a convenience to bidders. Please remember, it is the bidder’s responsibility to ensure all formulas and extensions are correct.

7. Comment: Appreciate having the historical pricing on similar IDIQ 2015 – 2020

A: Historical information was provided as attachment named Historical Values. We are not giving out ELIN Pricing.

8. Q: I am having trouble finding the correlating spec for the individual line items. For example: the first line item A00101. I cannot find Section C 1026, paragraph 2.1.1, in the spec book or bid package. Am I just looking in the wrong place? Can you tell me where I can find the spec that goes with each line item?

A: Section C 01026 was omitted from the original specifications sent out for the contract. It is attached to this amendment

9. Q: I usually follow any solicitation I am following on Beta.Sam and set up alerts to notify me when changes are made to the bid. I did not get anything regarding these changes. I am not sure as to why it is not listed under the one main heading. I am not sure if I am doing something wrong or it’s the system.

A: While we can’t address the functional issues of BETA SAM. It is hoped that this tip is helpful: Unclick the “Active Only” box, enter the solicitation number in the search box. There are three listings for the solicitation. All attachments can be found in the three listings.

10: Q: The Amendment states the bid opening is postponed. Am I to submit by July 31st? And Then we will be contacted by Sept?

A: See revised bidding instructions above.

10. Comment(s): We have the following comments regarding certain proposal items:

Item A0013J Slotted Guide Rail Terminal 30LF: This item is no longer approved, and no longer available.

It has been replaced by the Flared Guide Rail Terminal. It is bid by the UNIT or EACH ELIN A0013J has been modified to “install Standard Flared guide Rail Terminals” and the unit of measurement is EACH

Item A0013K Extruder Terminal 100 LF: This item is no longer approved, and no longer available. It has been replaced by the Tangent Guide Rail Terminal ELIN A0013K has been modified to “Install Standard Tangent Guide Rail Terminal” and the unit of measurement is EACH

Item A0013L Controlled Release Terminal 1 LF: This item is bid by the UNIT or EACH. The length of the unit varies, based on the radius required.

The unit for the 8’ radius is approx 31.25 LF The unit for the 16’ radius is approx 37.5 LF The unit for the 24’ radius is approx 50 LF The unit for the 32’ radius is approx 62.5 LF

There should be a bid item for Controlled Release Terminal Anchorage.

This is installed at the end of the controlled release terminal.

It is bid by the UNIT or EACH The length of the Unit is approx. 12.5 LF

ELIN A0010L has been removed and supplemented with ELINs A0013LA, A0013LB, A0013LC and A0013LD for the four different radii of controlled release terminals. These line items also contain anchorage for each respective controlled release terminal.
