AMENDMENT 3
The answers to the Pre-Proposal Inquiries are provided below:
Question No.
QUESTION Government Response
1 Would the Government confirm that offerors are to submit a narrative response that clearly demonstrates its understanding of and approach to just the PWS sections that are relevant to the Request for Proposal not those that are marked N/A (Annexes 3- 14 and 16-18)?
Annex 3 Command and Staff N/A Annex 4 Public Safety N/A Annex 5 Air Operations N/A Annex 6 Port Operations N/A Annex 7 Ordnance N/A Annex 8 Range Operations Annex 9 Health Care Support N/A Annex 10 Supply N/A Annex 11 Personnel Support N/A Annex 12 Morale, Welfare and Recreation Support N/A Annex 13 Galley N/A Annex 14 Housing N/A Annex 16 Utilities N/A Annex 17 Base Support Vehicles and Equipment N/A Annex 18 Environmental N/A
Please see the revised Annex. Annex 1 has been revised to include an N/A after Annex 8. The only Annexes that apply to this requirement is Annex 1, Annex 2, and Annex 15, including Sub- Annex 1502000 Facility Investment.
2 Attachment J-0200000-08 ELINs, ELIN A702 for Non-recurring work, says ”400 HZ generator shipping” as part of ELIN Description. Please confirm this is not inclusive of shipping costs, only labor and materials necessary to prepare and package generator for shipment.
Yes, it is inclusive.
3 If ELIN A702 should include shipping costs, due to significant fluctuations in shipping costs, will the government consider changing this ELIN to cost reimbursable type CLIN.
No, please price accordingly.
4 Attachment J-0200000-08 ELINs, ELIN A702 for Non-recurring work, says ”requires Offeror to propose labor, materials and equipment to ship 400HZ generator.” Should the government include similar ELINs for chiller rental and service air compressor rental?
Not at this time. Please price accordingly.
5 Attachment J-0200000-08 ELINs, ELIN A704 – Unit Price Labor and ELIN A706 – Composite UPL rate request Offeror to provide the same information. Since labor categories identified under ELIN A706 (craftsmen, technicians, carpenters, painters) all fall under Service Contract Act , request the government to combine ELIN E704 and E706 or eliminate ELIN A706 since it’s essentially requesting the same information as ELIN A704
No. Refer to all the of language in the of the specific ELINs.
6 Attachment J-0200000-08 ELINs , ELIN A705 request the Government to provide fixed unit price for all materials and equipment not identified under recurring work. This is inconsistent with Section
2.15.2.1 – non-recurring work preparation of proposals on page 45 that states “contractor shall submit a non-recurring work proposal to the KO within two working days….with the projected quantity and cost of materials and equipment to perform required scope of work.” Based on that requirement, it is unclear what Offeror has to provide as part of ELIN A705. Request the government to clarify requirement for ELIN A705 in Attachment J-0200000-08 ELINs for non-recurring work.
Please see the revised Attachment J-0200000-08.
The Unit Price is $1.00 and the Extended Price is $10,000.00.
7 Attachment J-0200000-08 ELINs for recurring work request to provide maintenance support for the specific equipment where the government has identified specific quantity for each equipment by location. If quantity of equipment increases significantly from what’s included in Attachment J-0200000- 08 ELINs, will the contractor be able to adjust its price accordingly based on the increase?
If there is an increase in equipment at any location, the Government will modify the contract to reflect the current equipment inventory and price adjustments.
8 During the site visit, our representative noticed two chillers that were just installed on top of building 127 from NAVSEA. Are you able to tell us whether they will be on the new contract?
The inventory will not change at this time.
Please price accordingly.

Additional services will be incorporated into the contract in accordance with the CHANGES clause, SECTION I or ordered under the nonrecurring work provisions of the contract. Items of work not covered by this contract but within the general intent are considered in the scope of this contract.
1.4 Background Information Tidewater is a region of low-lying plains of southeast Virginia and northeastern North Carolina, part of the Atlantic coastal plain in the United States of America. The term tidewater may be correctly applied to all portions of any area, including Virginia, where the water level is affected by the tides (more specifically, where the water level rises when the tide comes in). In the case of Virginia, the Tidewater region includes the land east of the Fall Line, the natural border with the Piedmont Region. It includes Hampton Roads, the rest of the Virginia Peninsula, the Middle Peninsula, the Northern Neck, and the Eastern Shore. Hampton Roads is home to the world's largest naval installation. In 1983 Hampton Roads became the official name for the region, unifying the Southside (Norfolk, Virginia Beach, Suffolk, Chesapeake and Portsmouth) and the Peninsula (Hampton and Newport News). Also included are the counties of Isle of Wight, James City, Surrey, and York. Each of these entities shares one principal bond: their close association to the water and the harbor called Hampton Roads. You cannot live in Hampton Roads without being minutes from a naval installation. The Hampton Roads Area is defined as all Navy/Marine Corps Activities in Virginia south of 38 N latitude and east of Interstate-95 (including bisected cities). Since 1983, Hampton Roads has been recognized by the U.S. Office of Management and Budget as a group of communities having economic and social integration.
Hampton Roads has grown from just over one million residents and the nation’s 34th largest market in 1983 to the country's 28th largest metro area with over 1.4 million people. The Center of Hampton Roads lies about ninety miles southeast of Richmond. To the north are Washington, DC (185 miles), Baltimore (210 miles) and New York City (330 miles).
Norfolk is about eighteen miles from the Atlantic Ocean and is bordered by the Chesapeake Bay and Hampton Roads Harbor. Norfolk serves as the nucleus for the metropolitan area of more than a million people.
1.5 Verification of
Workload and Conditions
Throughout the PWS, the workload data is generally referred to as being located in Section J. Section J provides data such as inventories, maps, floor plans, and tables to represent the type, quantity and location of services to be provided. However, offerors are encouraged to visit the project site during the site visit for offerors and to visit the technical library during posted hours as part of its due diligence to assess the nature of work and conditions under which work is to be performed.
1.6 Climate Patterns Virginia's climate results from global-scale weather patterns that are modified by the diverse landscape of the Commonwealth. In the Hampton Roads Area, the Atlantic Ocean and its "river of warm water", commonly called the Gulf Stream, play a dominate role in differentiating Virginia's precipitation and climate. Winter storms in the vicinity of the east coast generally move northeastward paralleling the coast and the Gulf Stream.
The climate is generally mild and wet but the weather in the region has incredible variables, and it doesn’t take much of a shift for things to change. Normally expected conditions can become radically impacted by sustained forced winds cause by hurricanes. June through November are typically the most active months for hurricanes.
1.7 Related Information There are four types of Related Information that can be found in the Description and Related Information columns of the specification as follows:
Informational Notes as used throughout this PWS provides additional information to offerors to be used in developing a thorough understanding of the work to be performed in this contract. Any block of text marked “Informational Notes” throughout Annexes 1 through 18 is subject to this disclaimer. Offerors may not rely upon the "Informational Notes" as material representations of the Government. Information provided in "Informational Notes" does not create a contractual requirement on either party to this contract.
Clarifying Information describes client expectations in a more detailed manner than the Performance Objective and Performance standard alone.
Constraining Information describes limitations to the work performed to meet the Performance Objective and Performance Standard.
Requirement Information further describes client requirements associated with each Performance Objective.
1.8 Navy Approach to
Service Contracting
The Department of Navy (DoN) spends over $1 billion in annual obligations to meet global requirements for facility operations and maintenance provided through Facility Support Contracts (FSC) and additional billions to provide other base operations support services (OBOS). The Head of the Contracting Activity (HCA) of the Naval Facilities Engineering Command (NAVFAC) has focused increased attention on re-engineering FSC contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management and financial management regulations.
The Navy also supports the following principles:
1.8.1 Partnering Philosophy The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion.
Within the bounds of acquisition policy the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.
1.8.2 Contractor's Knowledge The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The Navy's use of performance-based objectives evidences this principle.
Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.
1.8.3 Industry Best Practices The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. It is the Navy's and contractor's responsibility as partners to reach this goal. To that end, the Navy's emphasis will be in evaluating performance objectives (end results).
1.9 Standard Template Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy’s requirements and expectations.
The standard template contains 18 standard annexes. Annex 1 will always contain information that is relevant to the entire scope of the contract.
Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes 3 through 18 contain the technical information and requirements peculiar to that technical annex. Within each technical annex, the organization of information and requirements are also standardized. Specification item 1 will always contain General Information. Specification item 2 will always contain the management and administrative requirements. Specification item 3 will always contain the Recurring Work requirements.
Specification item 4 will always contain the Non-Recurring Work requirements. Requirements and standards for higher level specification items apply to all subordinate specification items, e.g., Specification Item 3 standards apply to all recurring work specification items. Specification Item 3.1 is applicable to all 3.1 subordinate specification items.
Specification Items 3.2 and 3.3 are not considered subordinate to 3.1. All costs associated with Annexes 1 and 2 and Specification items 1 and 2 must be priced and distributed within Specification Item 3 of Annexes 3 through 18.
1.10 Navy PBSA Approach The Navy’s approach to performance-based service acquisition (PBSA) includes four component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan.
1.11 Technical Proposal
Certification
The Contractor warrants that its proposal incorporated herein by reference will meet or exceed the performance objectives set forth in this contract.
