SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0004

This solicitation amendment is intended to:

a) Change the RFP closing date From: 31 May 2019 @ 2:00 PM EST To: 4 June 2019 @ 2:00 PM EST

b) The answers to the Pre-Proposal Inquiries are as follows:

Industry Question Government Response

12 Section 0200000 2.4.4 indicates that there is no GFE, however the stone Pitch In containers at the Hospital and on MCAS Beaufort are government owned and the contractor has not been required to provide these in the past. Could you please confirm that these are GFE and that the contractor will not be required to provide Stone

Pitch In containers as part of this contract?

The contractor is not responsible for the replacement of Stone Pitch in containers.

13 Section F, F.1 Locations. The Townsend Bombing Range in Shellman Bluff, GA has been omitted from the list of work locations covered under Section F, Please add this location, as services are required there.

See revised Attachment J-1503030-05.

14 1503030 Deliverables. 1503030/4 (ELIN x708 thru x711) requires that the disposal weight tickets for MCRD be provided by the end of each business day when performing task order. We respectfully request that this requirement be changed to allow the weight tickets to be provided the following business day after the task has been performed, as historically it has been very difficult to complete the work, dispose of the load and then return with the disposal ticket by 1600.

See revised Section F Attachment 1503030 -

Integrated Solid Waste Management.

15 Attachment J-0200000-05 Invoice form, the detailed man hour reporting and monthly employee certifications required by this form are more appropriate for construction and other types of contracts than for the

Recurring Work required under this services contract, accordingly we respectfully request that the requirement for the form be deleted and the associated administrative burden be removed.

This is just a sample of information that may need to be provided.

16 Laurel Bay Housing Industrial route facility 1623 & 1632 both show 52 historic collections but show twice a week service, Tuesday and Friday. Please confirm whether it is

52 collections per year or twice a week, 104 collections.

It is 52 times a year. Service day should be T only not TF. See revised Attachment J-1503030-05.

17 Laurel Bay Housing Industrial route identifies the New

School as a location without any containers. Can you please provide details of the services that will be required at the New School once it opens?

The services for the Old Bolden School will transfer to the New Bolden School once the new school come online. See revised Attachment J-1503030-05.

18 The Navy Support Facility Beaufort (Hosp) Industrial

Route indicates a 4cy container at building 148 BEQ , however during the site visit we were advised that this should be an 8cy container. Please confirm whether a 4cy or 8cy container is required for the BEQ.

This is an 8 Cubic Yard container. See revised

Attachment J-1503030-05.

19 The list for the MCAS Roll off containers list locations for 4 roll off containers but the total shows 5, please clarify whether 4 or 5 roll off containers are required for

FFP work.

There are 5 roll off containers. See revised

Attachment J-1503030-05.

20 ATTACHMENT J-1503030-05, *Denotes special Food

Service liquid bottom containers. How is this bottom different than any other front loader on the schedule?

The dumpster has a sealed bottom that will not allow liquid to leave the dumpster.

21 Will the government be supplying a staging yard during the phase in?

No

22 Will the government allow equipment/trucks to be park on base?

No

23 Will the government provide the historical tonnage? The tonnage of refuse collected for disposal from

MCAS contract areas averages from 2,100 tons to

2,700 tons per year. See revised Attachment J-

1503030-04.

24 Are the liners for the pitch in cans provide from the government or are the contractor responsible for the liners?

Contractor provided.

25 Please elaborate in great detail on how the contractor is supposed to bid A708, 709, and 710, et seq. How many times has this happened per ELIN in the past? How many tons normally come off of one day of collection for the 45

8 CY collected?

Orders against the non-recurring line items are infrequent and are generally used for special events such as unit deployments (2-3 times/yr), and the Air

Show (every two years). The tonnage information is not available.

26 Why is the heavy truck driver pay less than the medium truck driver pay? Please advise if this was a typo?

The Register of Wage and Determinations is provided by the US Department of Labor (DOL).

Your question should be addressed to the DOL.

27 What is the exact address of the Townsend Bombing

Facility in Townsend, GA. Is there a special security clearance needed to gain access here?

Townsend Bombing Range, 9177 GA HWY 57, Townsend, GA 31331. No special security requirement.
