Paragraph Reference

Drawing Number Question Response

1 Spec 004100 and Solicitation Attachment F

The Bid Schedules specification 00 41 00 and the Price Proposal Form in Attachment F have conflicting CLIN and Option Numbers.

For example, Option 1 is the FF&E scope on the bid schedule, but option 1 on Attachment F is the Access Control System.

Please clarify which form has the proper option numbers.

See Revised Bid Schedule in Amendment 001.

2 SF104 Should the boxed CFMF header (keynote 5) that starts on the East wall extend across Corridor 308 and terminate at the CMU wall in order to create the soffit header shown on AE704 per detail B5 on AE720?

On Sheet SF104, continue the easterly most header (keynote 5) westerly to wall type “NE” which is adjacent to the CMU corridor wall. Support the end of the extended header on three 250 S 162-43 cold-formed steel jack studs located in wall type “NE” directly below the end of the header.

3 Is NAVFAC supporting final connections on Fire Alarm or are we providing devices, program and interconnection of new system? What manufacture is existing system on base?

Contractor will install complete system in Building

2. Connect the new system via radio to Base FD.

Several FA manufacturers have been used on base.

Radio connection to Base FD shall be King Fisher.

4 With respect to Security/Card Access.

Who is vendor for the devices and programmer of the card access to match the existing base system?

The Automated Access Control System (AACS) and Intrusion Detection System (IDS) equipment at the Portsmouth Naval Shipyard (PNS) is manufactured by Software House (SH) which is a subsidiary of Tyco Security Products, (Now known as Johnson Controls.)

The name of the software is called C-Cure 9000. SH also has the proprietary right to all firmware, hardware and software (cCURE9000) that supports the PNS AACS and IDS. The unique badge stock (currently over 20000 active badges are issued at PNS) is also manufactured by

SH. SIMPLEXGRINNEL

installed the AACS and IDS at Portsmouth in 2008 and has continuously maintained the systems via several support contracts since the installation was completed. The supporting components are Kantech Motion/Request to Exit detectors, Sentrol Balanced Magnetic Switches and a variety of HES Door Strikes, 1009 and 9600. Power Supplies and APS are also specific to the models Dyna Lock and Software House APS. Keypads used for IDS are IEI and heat and motion capable detectors are also installed in various circumstances. Programming of the system is done by a vetted certified integrator through Johnson Controls, sub contracted through Station Class or with other contractors. Contractors used, are Banner Corp, Coastal Contractors, CCI, Boulos, Asturian. Station Class, Minuteman, Johnson Controls, Richardson Electric, NEI Electric and

Yates. Computers to program the controllers need to be approved, permitted, vetted and (Camera Free).

5 Due to requests from multiple our subcontractors/ vendors, we request a bid extension of 3 weeks in order for them to adequately price their scope and for us to assemble a complete proposal.

An additional two weeks for submission of bids will be Provided – Moving the Bid Date from August 9 to August 23.

6 We request delivery of the proposals be changed to Portsmouth Naval Shipyard, similar to recent projects.

Delivery of the bid proposals are to be submitted as per the solicitation requirements.

7 01 44 00.22 Please confirm the intent of section 01 44 00.22 is to provide archaeological monitoring for all soil disturbing activities outside of the building only.

Yes, ground disturbance is occurring in an archaeologically sensitive area.

8 AD001 AD001 AD001 provides a Sequence of Work related to the scope for the LAN Vault relocation. This provides a prescriptive design for the temporary protective ceiling system intended to protect the remaining vault from water and dust. Please confirm, by complying with this prescriptive requirement the contractor assumes no further risk for the adequacy or performance of this system.

No, this assumption is incorrect. The LAN removal/construction sequence of work notes shown on sheet AD001 is not intended to relieve the Contractor of any liability or responsibility for the performance of this work. These notes are intended to show the intent of how to execute the work in conjunction with other work in this area and keep the LAN protected and operational during the project duration. The design and execution of the LAN work is the sole responsibility of the Contractor.

9 AD001 AD001 Can the government provide as built and shop drawings for the existing prefabricated vault to allow the contractor the ability to evaluate means and methods to remove the lid from this vault and maintain its structural integrity.

There are no existing as-built or shop drawings available for the existing prefabricated LAN vault.

10 02 41 00 1.3 Instructs the contractor to take necessary precautions to protect existing items to remain.

This includes all construction shoring and bracing to support the remaining masonry structure when primary building elements are removed. Please confirm it is the governments intent to delegate the design, installation and maintenance of all required shoring to the contractor for this project.

Confirmed. Temporary bracing and shoring is the delegated design responsibility of the Contractor. Refer to sheet S-

002, “TEMPORARY

SHORING/BRACING

NOTES FOR THE

EXISTING BRICK

DELIVERY

INFORMATION

n/a Based on observations and information collected during the site visit, it is requested that the Government extend the due date in order to gather more thorough pricing to provide a better pricing solution for this project. Will the Government consider an extension to the due date for price?

See Question 5 Response.

21 01 35 26.00 22 & 01 45

00.00 20

1.6.1.2 & 1.5.1.1 Section 01 33 26 says the QC manager can also be the SSHO, section 01 45 00 says the QC manager cannot be the SSHO. Please confirm that the SSMH and QC manager can be the same person?

The project will require a separate SSHO and QC Manager.

22 AE103 AE103 Calls out for an operable partition to be installed in room 211 Briefing. There is no spec section provided for this item. Please provide addition information as to what is required for this partition as prices can vary based on requirements.

See the attached Specification 10 22 39 Folding Panel Partitions in Amendment 001.

23 SD102 SD102 -Removals Keynote 1 calls out to remove existing fill to elevation of 17.87’. It appears that a portion of this area will be excavated below the exterior grades. Please confirm it is the governments intent to delegate the design, installation and maintenance of all required shoring to the contractor for this project.

Confirmed. Temporary bracing and shoring is the delegated design responsibility of the Contractor. Please note that sheet SD102 shows only demolition work, so please refer to sheet SF101 for additional excavation requirements for new foundations that extend deeper than elevation 17.83’.

24 EP501 On the online drawing EP501 it appears that the 400-amp panel PP1 is being fed from the 50 amp MTS with conductors only capable of supporting 60 amps.

There is another feeder to this panel but is only identified as LC15-10, in note 4 it states LC15-10 is a 480v feeder. There is no other information on LC15-10, this designation is normally used to identify a breaker in a panel which would be panel LC15 breaker number 10 which would be single phase not the three phase feed PP1 requires, if this is so circuit number 10 would be 277 volts not 480 and still would be incapable of providing 400 amps three phase four wire to panel PP1.

Please advise.

Panel PP1 provides one of two feeds to the MTS, the alternate being provided from Panel PP2. Panel PP1 is a 480V, 3-phase, 3 wire panel fed from circuit LC15- 10 (Load Center 15, circuit

10) with 3-1/C #500MCM conductors, via a 3-phase molded case breaker. For additional information, refer to Keynote 13 on Sheet ED501 and Panelboard Schedule “PP-1” on Sheet EP601. Change “Panel PP1” on Sheet EP501 to “Panel PP-1”. See Amendment 001.
