SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

PRE-PROPOSAL INQUIRIES

Provided below are the answers to the Pre-Proposal Inquiries:

Question No.

QUESTION Government Response

1 Many line items do not either have any size container listed or they indicate it would net exceed a certain size. For example, ELIN Numbers 708, 711, 712 etc. do list a specific size container and ELIN 714 states it will be 10 gallons or less. Do you want the highest possible prices quoted or do you want pricing for 55, 30, 10, 5 and 1 gallon containers listed?

The contractor should price for containers 10 gallons or less.

3 The bid states that “Response for removal occurs no later than 1-3 workdays after order issue”. Does this mean the waste must be removed in 1-3 days or you simply must be notified when the pickup will occur within 1-3 days after the order is issued?

In accordance with the solicitation, waste shall be removed within 1 to 3 days after order is issued.

4 You indicate that the “material may contain heavy metals and other characteristics listed in 40 CFR Part 261”. Is the contractor to assume that any and all hazardous waste codes may be on any and all containers?

Meaning that the contractor should make the assumptions that all wastes may include any USEPA hazardous waste number?

Do not assume that any and all hazardous waste codes may be on any and all containers. The corresponding waste codes are listed on the ELINs, when applicable.

5 Is there a disclaimer in the document that indicates that none of this waste will contain waste regulated under TSCA or contains no radioactive waste? We did not see such a disclaimer.

The specifications do not include a TSCA disclaimer. TSCA waste may be generated.

ELIN A732 includes pricing for PCB Solids -

RCRA/TSCA

6 We have made the assumption that the numbers shown on each line item are the profile numbers. How can those be accessed?

PNSY can provide profiles upon contract award.

7 Are all containers in Department of Transportation shippable condition?

All containers in Department of Transportation are in shippable condition, except Universal Waste containers.

8 For Items 802 and 803, we need to know the maximum distance for transportation otherwise the bid is completely open ended.

The max distance for transportation (all one-way from PNSY, Kittery ME) includes: Prospect Harbor - 226 miles, Cutler - 279 miles, Rangeley

- 161 miles, Great Pond - 204 miles.

9 Item 805 – what size tanker is required? The FRAC tank should be 5,000 gallons.

10 Item 810 – is SHT tile – sheet tile and is this an asbestos containing material?

Per attachment J-0200000-09, ELIN 810 refers to Submarine Hull Tile. This item does not contain asbestos

11 Item 806 - says FRAC tanks and later says FRAC tankers – which is correct?

FRAC Tanks is correct throughout the solicitation.

12 Please provide copies of the profiles for all waste streams referenced in the price schedule excluding the universal waste shipping and asbestos from Portsmouth Naval Shipyard.

PNSY can provide profiles upon contract award.

14 Should we propose pricing based on the most cost effect disposal facilities or only those listed in your approved disposal vendor list?

Provide pricing based on the approved disposal vendor list provided in Attachment J-0200000- 05.

15 What is the average volume per load of the non-hazardous bulk liquids shipping under line item A764

Under ELIN A764, the average volume per load of the non-hazardous bulk liquids shipping is 5000 to 5500 gallons.

16 What is the average volume per load for the Hazardous bulk liquids shipping under line item A756

Under ELIN A756, the average volume per load of the hazardous bulk liquids shipping is 5000 gallons

17 Do the smaller volume generators covered under this contract ship all their material back to PNSY before it is shipped offsite for disposal by the contractor? If not which locations shipped waste directly offsite for disposal?

The small volume generators sovered under this solicitation all ship back to PNSY.

18 How many stops are mode for the waste shipments under line items A803 in the bid schedule?

The avearge stops required under ELIN A803 is three or more. The stops needed can fluctuate depending on waste needing to be shipped from each location.

19 Please separate the Submarine Hull Tiles (SHT) into its own disposal line item, the demil requirements for this material incur significantly different costs than the other wastes in ELIN A713

Due to the fact that SHT be incinerated, SHT tiles must be priced under ELIN A713. This is part of the demil process.

20 Do any generators other than Portsmouth Naval Shipyard generate bulk solids or liquids and if so which locations and what line items in the price schedule?

PNSY is the only site that generates bulk solids or liquids.

21 Do we supply any onsite labor for packaging, B.14 in the general information page 4 of 94 identifies unit prices for labor but I did not see any labor listed in the bid schedule

There is no requirement for onsite labor. Please see updated Section B.

22 9045 Batteries, Submarine lead acid batteries, please provide a Safety Data Sheet and profile for the submarine batteries, what is the weight per battery?

SDS can be provided upon contract award. All batteries have different weights. The range of battery weights is 1,500 lbs or greater per battery with 3,000 lbs being the average battery weight.

23 What packaging is utilized for the lead acid submarine batteries? Are they shipped in truck load quantities when generated?

The packaging utilized for the lead acid submarine batteries is crates pallets. The batteries are shippe din truck load quantities whenever generated.

24 If drum is listed as the container size (no specific size specified) does the pricing apply to both 55 gal and 30 gal drums?

if no size is specified, apply pricing to both 55 gal and 30 gal drums.

25 Oxidizers are typically handled through a chemical treatment method not incineration;

if we shipped a drum of OBAs for chemical treatment, would the it be billed ELIN A707 (provided you do not add separate oxidizer line items)

No, ELIN A707 is for pallets of paint (5 gal) 24 cans on a pallet.

26 Due to the large price differences between Reactives, Poison/Toxics and Oxidizers please split A707 and A708 into separate line items for the each of the 3 different categories

The Government will not separate these line items. Please provide pricing accordingly.

27 For the PCB RCRA bulk solids for Microencapsulation items A733 and A734, are the dimensions larger than the 3 X 3 X 3 feet limit indicated for the microencapsulation line items listed in A735 and A736?

No, the dimensions are not longer than the 3 x 3 x 3 feet limit.

28 What is the process generating the bulk PCB, RCRA solids? Is this demolition of buildings or is it generating from work on ships and submarines?

The process for generating the bulk PCV includes the remodeling of buildings, typically PCB paited surfaces.

29 Are the bulk RCRA solids shipping in dump trucks either the 15 ton or 30 ton limit from projects or are they an ongoing generating process? What process is generating this material?

ELIN A753 and ELIN A754 includes soil as the bulk RCRA solid generated by contruction/utility projects.

31 What number of staff, equipment and number of hours onsite if any, is to be included in ELIN A804 Emergency Response? Will labor and equipment for Emergency Response work be billed separately from the contract?

The number of staff, equipment, and hours onsite is dependent upon the type of emergency. The specific number is at the contractor's discretion to safely man the situations. Labor and equipment for emergnecy response should be included in

ELIN A804.

32 For the tanker work for onsite movements of non-hazardous liquids, ELIN A805, is the description stating that this will be for an 8 hour shift? If not, what number of hours would the tanker be onsite?

The tanker should be on site for up to 8 hours.

33 What size drum is covered under ELIN A708 covered below?

The contractor should price for containers 10 gallons or less.

34 Can the metal powders be listed as a separate ELIN from A708? The cost is significantly higher than oxidizers or some of the other items. The Navy would be able reduce their costs by only paying for the metal powder disposal when shipping that material

The Government will not separate these line items. Please provide pricing accordingly.

35 Mercury would be handled through a retort/recycling technology not incineration would this not be handled under A720?

What type of mercury is being referenced in A708?

Under ELIN A708, the 6002 profile includes mercury spill cleanup

36 What is the average loading time for Full Truck Load shipments of containers (drums)?

The average loading time is approximately 45 minutes to 1 hr, depending on the size of van trailer.

37 What is an average or typical time for a truck to get through security at PNSY, either rolloff, tanker or van trailer?

The avearge time for a truck to get through security depends on the volume of commercial vehicles entering CVIS on that day and at that time as well as whether the vehicle will be heading into the CIA. It can be 15 minutes to over an hour.

38 Does the prime contractor have the ability obtain Dbid’s access badges for our subcontractors? What frequency, (how often) would they have to visit the site for this to be permitted?

Please refere to the following website:

https://www.cnic.navy.mil/om/dbids.html

39 Does the prime contractor need to be present during all waste removals or services if using a subcontractor?

No

40 What is the average turn-around time for the addition of a Transporter or facility to the approved vendor list?

The avearge turn around for adding a transporter is 3 days while a facility is at least 2 weeks.

41 Does a transporter delivering frac tanks, roll offs and or service equipment that is NOT shipping waste from the facility need to be on the approved vendor list?

A transporter that is not hauling waste will not be required to have a Hazardous Waste Transporter License but will need to be granted access to the facility through DBIDS and the pass office.

42 Please confirm the contractor has the right to identify the facility that material will be manifested to.

In accordance with Attachment J-0200000-05, the contractor has the right to identify and propose disposal facilities subject to government approval.

43 At the site visit they mentioned specifically about utilizing Stablex for hazardous inorganics, can we specify the use of other disposal vendors if more cost effective for these materials?

B.24 Proposal Delivery:

DBIDS INFORMATION:

Access to Installation: All Contractor personnel shall obtain access to the installation through enrollment and registration into the Defense Biometric Identification System (DBIDS).

The Contractor shall provide the KO with the name of their designated Service Contractor Administrator (SCA) for enrollment in DBIDS. Once enrolled, the Contractor must provide the DBIDS Registrar with an approved employee list and then direct their employees to register into DBIDS.

DBIDS Program: DBIDS is an enterprise identity management and perimeter installation access control solution in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to three years, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. There are no fees associated with obtaining a DBIDS credential.

The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.

DBIDS Credentials: Contractor employees shall furnish a completed copy of the SECNAV 5512/1 form to obtain the required background check and visit the local Navy Installation Visitor Control Center to obtain a DBIDS credential once approved. The SECNAV 5512/1 form and additional information about DBIDS can be found at: https://www.cnic.navy.mil/om/dbids.html.

The Contractor may initiate the adjudication process when a background screen failure results in disqualification from participation in DBIDS and the Contractor employees do not agree with the reason for disqualification. The Contractor may also apply for a waiver when a background screening failure results in disqualification from participation in DBIDS. The Commanding Officer will be the final waiver determination authority.

The Contractor shall immediately collect employee DBIDS credentials and notify the KO in writing:

1) That an employee has departed the company having properly returned or surrendered their DBIDS credentials.

2) That there is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety of the installation of anyone therein.

DBIDS Paper Passes: In the event that a visitor, vendor, or Contractor employee elects not to participate in DBIDS, the individual will be issued DBIDS paper pass from the Base Pass and Identification Office in order to access to the installation. The time standard for the validity of a pass to access an installation will be not more than thirty (30) days and may be further restricted based on local policy or by Federal, DOD, Navy, and CNIC guidance.

The Government will not be responsible for any cost or lost time associated with obtaining paper passes or added vetting or inspections incurred by non-participants in the DBIDS credentialing process.
