SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 0002
Question 1. Form 30 for Amendment 1 does not indicate if amendments must be signed and turned in with the bid. Is acknowledgement on Form 1442 sufficient?
Answer 1. Yes, acknowledgement on the Standard Form 1442 is acceptable.
Question 2. This project will generate the following materials with potential for recycling and future use:
Topsoil from shoulder widening Common borrow soil material from culvert excavations ABC from shoulder widening along Sneads Ferry road at the Ammo Dump Concrete from pipe and headwall removal Steel and Aluminum from pipe and headwall removal
Can these materials be deposited at the base landfill or recycling center rather than disposed of off base?
Answer 2. Topsoil, common fill and ABC gravel can be taken to Pogeyman’s Mound (intersection of Sneads Ferry Rd. and Marines Rd.) and placed onsite for future use by the Base.
Segregated by material type, DO NOT MIX. Concrete material (pipes/headwalls) shall be disposed of off base at the contractor’s expense. Steel and Aluminum pipes can be taken to the Base Landfill metal pile on the Recycling Lot on Piney Green Rd.
Question 3. The 3 culvert replacements on Sneads Ferry Road are going to be time consuming tasks due to the depth of excavation, the number of utilities to protect and work around, and the amount of water that must be pumped around. The time required for these replacements while maintaining traffic in a one way pattern will be more than twice that required if the road could be closed. There are no intermediate contract time requirements for the one way traffic operation.
Would the ROICC entertain a temporary detour of Sneads Ferry traffic for each site? This will result in less total time impact to Sneads Ferry Traffic and increase the quality of the new crossings while reducing the cost.
Answer 3. Contractor can close down Sneads Ferry Road to replace these culverts provided advanced notice (1 month minimum advance and anticipated outage duration) so detours can be planned and outages advertised to the public through PMO. Access MUST be maintained to the
N4008519B8033
Ammo Supply Point (ASP) at all times during construction from one side or the other so Marines can continue training operations. Contractor cannot have both culvert crossing on either side of the ASP closed at the same time.
Question 4. Will the engineer consider 5” of Asphalt Base Course in lieu of 10” of ABC for the widening?
Answer 4. Yes, this is acceptable.
Question 5. Is it the intention of the Engineer to place sod following the pavement backup for the entire length of the widening on both roads? If so, can a width be specified?
Answer 5. Yes, provide sod to the limits of the Contractor's actual disturbance.
Question 6. Is there an approved permit covering the storm drainage improvements?
Answer 6. No permits required for this work.
Question 7. Can you provide as-built documents for the existing utilities located at the culvert replacements?
Answer 7. The utilities shown on the plans represent the as-built conditions. A utility locate was completed at each site as a part of the design effort. This is the best data available.
