About this file

This document is an amendment to a solicitation for demolition services at a Marine Corps facility. The amendment provides responses to contractor questions to clarify requirements for the solicitation. Specifically, it confirms that attendance at a pre-bid site visit was not mandatory in order to submit a bid response. However, contractors are still expected to inspect the site to fully understand the nature and location of work. The amendment emphasizes contractors are responsible for properly estimating difficulty and costs, and that failure to take reasonable actions to understand site conditions will not relieve the contractor of performance obligations. The solicitation number is provided as N4008519B4001 and involves demolishing coal and ash handling systems at Building 152 of the Marine Corps Air Station in Cherry Point, North Carolina. The issuing agency is the Department of the Navy, Naval Facilities Engineering Command.

AMENDMENT 01 RFI RESPONSE

IMPORTANT

This amendment must be acknowledged when your bid is submitted. Failure to acknowledge the amendment may constitute grounds for rejection of the bid.

Amendment 01 – Demolish Coal and Ash Handling Systems, Bldg. 152, MCAS Cherry Point, NC

RFI #1: I was wondering if the pre bid was mandatory to bid on this project.

Response: The question presented is vague. The Government assumes the question is in reference to the site visit that was scheduled and performed on 13 August 2019 at 10:00 AM local time. Sufficient time was provided to allow all interested parties to attend and no other site visit will be scheduled.

It is not mandatory to attend the site visit to submit a bid.

However, Offers are urged and expected to inspect the site where the work will be performed.

Any failure of the Contractor to take the actions reasonably necessary to ascertain the nature and location of the work; the investigation and satisfaction by the Contractor as to the general and local conditions which can affect the work or its cost, and will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government.

Refer to FAR 52.236-27, Site Visit (Construction), FAR 52.236-2, Differing Site Conditions, FAR 52.236-3, Site Investigations and Conditions Affecting the Work, and Spec Section 01 80 00 Part 1 General , paragraph 1.2.2 Site Visit in the solicitation.
