The following have been added by full text:

AMENDMENT 0004

1. Question: Drawings M-601 & 2/A-502 – Please provide the lover sizes required for the

Side-Wall Louvers. Please provide details of any duct-to-louver attachments required.

Answer: Provide gable louver approximately 14’-0” W x 3’-0” H. Coordinate with truss manufacturer and field measure.

2. Question: Drawings A-102 & 7/A-402 – Please provide a BOD manufacturer and

Specifications for the Metal Panel Ceilings.

Answer: Provide factory prefinished 24 gauge flush metal panel with concealed fasteners similar to Fabral Décor-Flush panel.

3. Question: Drawing A-103 – Please provide the construction requirements for the Attic Draft

Stops. With what materials are these to be constructed? Is the sheathing to be on one side of the Draft Stop or on both sides? Are these Draft Stops to be rated?

Answer: See sheet S-102 and S-301. Draft stops are not rated.

4. Question: Drawings A-103 & A-602 – Please confirm that the doors and frames in these

Draft Stop walls are to wood, as noted in the Door Schedule.

Answer: Provide per contract documents

5. Question: Drawing A-602 – Please confirm that Doors 100B, 100C, 174B, 174C, 200B, 274A, 300B, 374A are to have Type N Door Frames.

Answer: Provide per contract documents

6. Question: On sheet PD-404 details 1-6 there is a note DP03 referring to pipe demo . Is this a

Pipe riser with a clean out to be demo’d ?

Answer: It is a shower drain; these rooms were formerly sleeping rooms.

7. Question: On the 1st floor with the demo/ replacement of the underground sewer, it appears that the underground piping is getting demo’d and replaced with a 6” main trunk line down the chase and will exit the building 8”. However my question is that it seems unclear what the tie in points are to the existing sanitary that remains. Example for instance on sheet P- 401 it is clear where the new line connects to the existing plumbing lines via the symbols given. But on sheets P-101 and P-405 the details do not show the tie in points to existing waste lines via symbols as doe P-401 , nor is there a 3 dimensional detail drawing that would show the layout as they have done with P-701 the laundry rooms. Please advise.

Answer: Demolish plumbing main on first floor and provide new sanitary main on first floor and reconnect existing branch piping as noted on plans PD-101 keynote DP13 and P-101 keynote P12.

8. Question: The above ground vent system on sheet P-103 note 2 states piping is to be Sch 40 pvc , however on sheet P-501 detail 1 shows a no hub band on the 4” vent which is typically used with No hub Cast iron . What is the material used in this building above-ground , PVC or Cast Iron no Hub ?

Answer: Provide cast iron as shown on detail.

9. Question: In the Sleeping areas, are we going to be able to re-use the existing conduit for teledata, power and lighting in these rooms or will we be required to run new conduits? If the existing conduits are not re-usable, are we to provide surface mounted EMT or wiremold raceway on existing surfaces?

Answer: New, surface mounted conduit shall be installed for all new work. Conduit shall be painted to match adjacent finishes.

10. Question: Please clarify the locations or count of light fixtures that are to have ballasts/lamps removed in conjunction with spec 02 84 16? We are unable to locate specific fixtures called out in the documents. Are all removed fixtures to be assumed to contain PCB’s?

Answer: Assume all existing light fixtures to contain PCB’s.

11. Question: Please confirm that the structural tube steel and concrete footings will be required at all 20-each gutter downspouts, per wall section 3 on drawing A-302. Neither the footings nor steel columns are called for on the structural drawings. No specification has been provided for this steel work (structural steel).

Answer: Provide per 3/A-302 at all downspouts

12. Question: Amendment #1, item number 8 provided a list of additional concrete walkway repairs to be included. The structural drawings detail the repair methods to be implemented, but do not call out locations for repairs. The ‘AD’ series drawings have a few pictures and sections that call out quantities to be included (ie: detail 1 & 2 on AD501). Are these the only repair details to be included? If not, please provide counts for other details to be included.

Answer: Provide type and quantity per amendment #1 item 8.

13. Question: Drawing AD103 provides a list of furniture that may exist on the project, however there is no inventory provided (counts). Can the completed inventory list be provided?

Answer: Contractor shall dispose of case goods, which includes: 160 beds, 160 secretaries, and 160 night stands at the Base Treatment and Processing Lot on Piney Green Road. Contractor shall deliver 160 rolling chairs, 160 comforters, 80 refrigerators, and 80 microwaves to Base Property at building 1212 and/or 1301. Contractor shall dispose of 160 mattresses, 80 carpets, 80 drapes, and 80 mirrors at a permitted off-site solid waste landfill. The government is responsible for the removal and placement of office and lounge furniture.

14. Question: Drawing 2/A-405 – The Drawing shows a ceiling access panel that is about 32” X

44” per the scale; however, the specifications specify both 12” X 12” and 14” X 14” access panels. Please clarify the size of access panes required.

Answer: Provide 42” x 48” access panel at all sleeping room soffits.

15. Question: Can we utilize a basket type cable tray for the telecommunication cabling in lieu of 1” raceway in the mechanical chase areas where applicable?

Answer: Yes, providing grounding sized in accordance with the NEC.

16. Question: Drawing 3/A-401 shows a detail section of the Washing Machine Chase walls.

Do the walls require sound batt insulation? Insulation is drawn but not noted.

Answer: Insulation is not required in the Washing Machine Chase

17. Question: Drawing 3/A-401 shows a detail section of the Washing Machine Chase walls.

Do the walls require a covering on the interior of the chase walls? There is no interior covering noted.

Answer: No

18. Question: Drawing 6 & 7/A-401 shows “Insulated Magnetic Gasket” around all 3 sides of the Dryer Wall Opening. Since the dryers are not in this contract (Note A11, A-401), will these “Insulated Magnetic Gaskets” be provided with the dryers, or are they required by the contractor?

Answer: Contractor to provide gaskets.

19. Question: Drawing 2/A-401 and 6 & 7/A-401 shows different construction materials & methods for the Dryer Chase Walls. Please clarify which detail is required. (Since ceramic or porcelain tile is not shown on the finish schedule for the laundry room, is the Fiber Cement Board required?)

Answer: Provide cased openings constructed with fiber cement trim boards (similar to Hardie, not fiber cement tile backerboard)

20. Question: On drawing A-101 it shows construction limits on each floor that appear to not include the entire renovation of the floor. However on the finish schedule on page A-601 provides finishing's for sleep room and bathroom rooms 101 and 102 and sates it is typical.

Does this mean that each floor is to be renovated in its entirety? Please clarify whether work is to be done within the construction limits shown on page A-101 or if each floor is to be renovated in its entirety to include all sleep room and associated bathrooms.

Answer: Project Construction limits are shown on civil drawings. The entire building is to be renovated.

21. Question: Please confirm whether or not the building will be occupied during the construction phase. Will the renovation be phased at all?

Answer: The building will not be occupied

22. Question: The drawings state to remove existing furniture and store in a climate controlled warehouse. Does the government have storage space on base that can be rented? If so what is the cost?

Answer: Contractor is not responsible for furniture storage. Refer to Amendment 1 item 23 and items 14 and 15 above for furniture direction.

Answer: There is not an existing lighting protection system.

27. Question: Please confirm that the Government will provide CAD files for this project to the successful bidder for this project to include GIS data.

Answer: Government will provide CAD files, as necessary. The contractor will be responsible for providing GIS data per contract specifications.

28. Question: Can the Government confirm the design is in adherence to the Base Architectural

Compatibility Plan and provide a copy of this plan to the contractor.

Answer: Construct per contract documents

29. Question: Will the bid opening be a public bid opening?

Answer: Yes, the bid opening will take place at Building 1005, Camp Lejeune, North Carolina.

The bid opening is open to all interested parties.

30. Question: The drawings contain very minimal any information on comms, however there is spec section that call for a complete comm/CATV system (section 27). Does this apply to the project? If so can the drawings be updated for bid purposes?

Answer: See ‘General Communication Notes’ on drawing E-001, and communications details on drawing E-502. Floor plans show locations of tele/data and cable TV outlets, spec sections 27 10 00, 33 82 00, and 27 54 00.00 20 provide all information required for a complete and operational system.

BLDG only?

Answer: DDC is to be provided as specified in section 23 09 23.13.

37. Question: On Drawing E-502 (Sleeping Room Telephone/CATV Outlet Detail) it shows a

1” conduit from the outlet box back to the backboard and states no J hooks are permissible.

If each single gang box is going to have a conduit back to the head end, this would be 160 conduits from the sleeping rooms back to the head end. Typically, the Electrical Contractor would provide and install the outlet boxes and conduits. Please advise if this would be the case here.

Answer: The electrical contractor is responsible for all boxes, raceway, and cabling for a complete and operational system. Provide cable in conduit from comm outlet to cable tray.

38. Question: Will there be any LEED requirements for this project?

39. Question: Will utilities be provided at a cost or no cost for contractor use?

Answer: See Division 1 Specifications

40. Question: The specifications state that the electrical contractor has to be licensed in the state of North Carolina. This is not typical for work on military bases. Please confirm this is applicable. Are there any other trades that are required to be licensed in the state?

Answer: Refer to Specification Section 01 30 00 Administrative Requirements. Full compliance with contract documents is required.

41. Question: Spec 064116.2.1.1.2 calls for a face frame on the vanity cabinets. The cabinets are Plastic Laminated and can only be “Frameless construction”. Please advise.

Answer: Provide frameless construction

42. Question: The specs call for UFC Glazing and sheet AT101 calls for 80’ glazing standoff!

Are the exterior doors UFC Blast at 80’ also?

Answer: No

43. Question: For the Heating Hot Water System, the controls schematic diagram shows 5 boilers; however, there are control points listed for only 2 boilers. There are also points shown for boiler isolation valves but the valves are not shown on the controls schematic diagram nor are they mentioned in the sequence of operation. If the boiler isolation valves are required, we will need pipe sizes as there is no piping diagram for the HW system included in any of the piping plans. Please advise.

Answer: Provide points for all boilers. Delete control points for boiler valve position.

44. Question: In the drawings the only piping showing to be demo’d is on MD103 and MD401 which shows the center section of the building , and the mechanical room having CHW & HHW piping demo’d . Also ms101 which shows the UG piping being demo’d . Is the complete piping system throughout the building to be removed or just these cut sections which actually show hash marks through the piping ? According to the notes on page M-001 states for all mechanical systems to be removed but this is not reflected in the drawings . I clearly see all the duct work is to be removed via the hash marks through the duct on the drawings . I just want to be clear due to by the look of the drawings only certain parts of the HVAC piping is to be removed and replaced . Please advise.

Answer: All piping is to be demolished throughout unless noted otherwise.

45. Question: Drawing P-103, note 2 states that the above-ground vent piping is to be Schedule 40 PVC; however, Drawing 1/P-501 shows a no-hub band on the 4” vent piping, which is usually used on no-hub cast iron pipe. Please clarify which type piping is required.

Answer: Provide cast iron as per detail and per specifications 22 00 00. P-103 general note should be deleted.

46. Question: Plumbing Drawings - It appears that the underground sanitary drain piping is getting demolished and replaced with a 6” main trunk line down the chase and will exit the building with an 8” line. However, there are no tie-in points shown to the existing sanitary sewer lines that remain. Example – on drawing P-401 it is clear where the new line connects to the existing plumbing lines via the symbols given. But on Drawings P- 101, P-401 and P-405 the details do not show the tie-in points to existing waste lines via symbols, nor is there a 3 dimensional detail drawing that would show the layout as they have done with P-701 the laundry rooms. Please clarify the Sanitary Sewer requirements for this job.

Answer: See response item 7

47. 50. UFC 3-520-01 Interior Electrical Systems does apply to the project, but UFGS 26 05

19.10 10 Insulated wire and cable was not provided as part of the contract documents and does not apply to this project. For wire and cable requirements refer to specification sections 26 20 00 Interior distribution system and 33 71 02 Underground electrical distribution.

50. Question: Drawing S-001, note 4, directs that the roof sheathing is wood;

2/S-503 shows metal deck over the light gauge trusses; 1/A-502 detail does not give sufficient detail of the roof sheathing or decking. Please provide a clarification of the requirement for the roofing configuration, and specifications for what is required.

Answer: See Sheet S-301. Disregard 2/S-503.

51. Question: Is Air Barrier Testing required?

52. Question: Are safety railings required around the opening of the roof hatch?

Answer: Provide roof access hatch per contract documents

53. Question: S-101 & 4/A-502 & 3/A-103 ? Please provide a detail of how the steps up to the catwalk, and the lower landing on which the steps rest are to be constructed.

Answer: Construct catwalk, platforms and steps with ¾” plywood and 2x lumber. See Sheet S-

54. Question: Drawing M501, detail #13 ? LAUNDRY ROOM DETAIL, shows "INDIVIDUAL INSULATED 4" ROUND HARD DUCT EXHAUST." There is no SPEC IN 23 07 00 that says what type insulation is required for this duct. Please advise.

Answer: Dryer duct shall be insulated per the specifications paragraph 2.2.2 duct not in concealed spaces.

55. Question: Reference Specification 23 07 00 INSULATION OF MECHANICAL SYSTEMS, paragraph 2.2.1 Duct Insulation in Concealed Spaces, Mechanical Rooms, and Attics: Minimum blanket insulation thickness is 1” for ductwork in concealed spaces.
