SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

1. The time and date for the receipt of bids are extended to 2:30PM Local Time on Tuesday, May 8, 2018.

2. Reference specification 08 11 13 STEEL DOORS AND FRAMES. Under 2.1.1, revise Door Classification to Level 3 Extra Heavy Duty Doors for all doors. Under 2.7, revise Frame Classification to Level 3 for all frames.

3. Question: UFC 3-600-01 paragraph states that "major projects" require the design, review and oversight services of a Qualified Fire Protection Engineer (QFPE) and that the QFPE must be involved in every aspect design, construction and testing as relates to fire protection. Based on the definition of "major project" in UFC 3-600-01, the QFPE provision seems to be applicable and this project includes fire sprinklers, fire alarm, firestopping, fire rated construction, etc.

Specification section 21 13 13.00 20 does contain requirements for a fire protection engineer, but there seem to be no other specification requirements for a fire protection engineer. Is the government or the design A/E team providing QFPE services within the requirements of UFC 3- 600-01? If not, is the general contractor required to engage a fire protection engineer to provide these services for all fire protection aspects of the project? If the general contractor is to engage these services, we respectfully request that the RFI response affirmatively state this and provide a general statement regarding the comprehensive nature of the fire protection engineering services to be provided. Also, if the government or design A/E team will be providing QFPE services, please reconsider the requirements of section 21 13 13.00 20 to have a fire protection engineer provide construction period services. Note that the NAVFAC versions of the UFGS for dry pipe, preaction and deluge sprinkler systems do not contain such requirements.

Answer: The Government will provide a Qualified FPE.

4. Question: On page M‐601 the sleeping room air handling unit schedule lists a winter entering air temperature of 85F and a winter leaving air temperature of 53, do these values need to be swapped? Can we also verify the heating capacity on these units? For example, AHU‐1A has a heating capacity of 26,203 Btu/h, which would give you a delta T of roughly 6.5F with 3,760 CFM. This goes for all air handlers on the sleeping room air handling unit schedule.

Answer: AHU-1A, 1B, 2A, 2B, 3A, 3B = EAT 60 LAT 85 (HEATING MIN AIRFLOW 1100

CFM)

AHU-1C,=EAT 50 LAT 95 (HEATING MIN AIRFLOW 600 CFM)

AHU-2C, 3C = EAT 40 LAT 95 (HEATING MIN AIRFLOW 600 CFM)

5. Question: On page M‐601 the core air handling unit schedules show a winter EAT of 85 and a winter LAT of 85. Can these values be corrected?

Answer: Base coil selection on the scheduled hot water coil capacity. EAT: AHU-1C=65°F

AHU-2C,3C=45°F

6. Question: Reference Specification 23 07 00 INSULATION OF MECHANICAL SYSTEMS, paragraph 2.2.1 Duct Insulation in Concealed Spaces, Mechanical Rooms, and Attics: Minimum blanket insulation thickness is 1” for ductwork in concealed spaces. What Thickness of Insulation Is Required in Different Areas of Building? Specs Indicate 3" 3/4# Wrap. Since Clearances Are A Problem in Bulk Head Area and 1" Insulation Is No Longer Manufactured, What Would Be Required?

Answer: 1” insulation is the minimum acceptable insulation thickness for concealed spaces. 1.5” blanket is a readily available and exceeds the minimum. Ductwork running through the semi conditioned ceilings/soffits are consider concealed spaces. Ductwork within mechanical rooms and attics are to be insulated with 3” insulation.

7. Question: Reference Specification 23 07 00 INSULATION OF MECHANICAL SYSTEMS, Table 1 Piping Insulation Wall Thickness: Minimum insulation thickness for HHW piping concealed within sleep room soffits is 1”. Considering Confined Space Clearances, would 3/4" Elastomeric Be Allowed for Run‐outs From Mains On HHW?

Answer: Insulation less than 1” thickness is unacceptable. According to specifications acceptable insulation types for HHW piping are: Polyisocyanurate, Calcium Silicate, Mineral Fiber, Cellular Glass, and Cellular Phonemic.

8. All other terms and conditions remain unchanged.
