PRE-PROPOSAL INQUIRIES:
REFERENCE QUESTION GOVERNMENT RESPONSE
Page Section Para.
At the Berth 11 precast utility tunnel, it will not be possible to apply joint sealant to the bottom and sea-side exterior wall joints as shown on detail A3/S-504. The 'Berth 11 Repairs Bulkhead' and the bearing gravel below will restrict access after the sections are set. Please advise.
Same query was answered with Amendment 004. To repeat, we feel that the joint sealant can be installed.
However, in lieu of the joint sealant, the Contractor may substitute the following detail: Provide a compressible rubber gasket in a recess set back from the outside face of the tunnel. The detail shall result in sufficient seal compression to make it watertight after the precast sections are brought to their final position.
Will the installation of the H-Pile or demolition work require mitigation measures under the Marine Mammal Protection Act?
All the pile driving and demolition work on the project will occur behind a bulkhead and mitigation measures under the Marine Mammal Protection Act are not required.
Will the contractor be required to prepare application information or materials associated with obtaining any authorizations under the Marine Mammal Protection Act?
No. All the pile driving and demolition work on the project will occur behind a bulkhead and mitigation measures under the Marine Mammal Protection Act are not required.
Based on the layout of the existing historic quay walls on Drawing G- 121, it appears there are multiple areas of conflict between the quay walls and the new foundation walls for Substation 8N, Substation 8S, and the Berth 2 Shore Power Load House as well as multiple utility trenches. For bidding purposes, what are we to assume for elevations and dimensions of the existing quay walls so we can determine how much is to be removed.
The Contractor should refer to Appendix C - 'Archeological Monitoring and Recordation of Historic Quay Wall at Berths 1 and 2' for documentation of the existing details, stone arrangement and rough dimensions of historic granite wall segments exposed during a previous construction contract. At some locations the top course was encountered approx.
2' +/- below existing grade. The width of the top 3 wall courses varied, with some exposed areas measuring 6' to 8' +/- in overall width. It is likely the wall width increases with depth due to wall batter.
Due to the revised proposal due date of 22 November 2017, being the day before Thanksgiving (one of the busiest travel days of the year), and the fact that proposing contractors will be traveling from outside of Virginia to deliver their proposals, we request that the proposal due date be extended to 29 November 2017.
The schedule does not allow for any further extensions to the proposal due date. Personal delivery of the proposal is not a requirement.
In reference to drawing S-523, detail C4 shows the width of the new utility tunnel to be 4’-10”+/-.
Detail A2 on the same drawing shows the width to be 4’-3”. Please clarify which dimension is correct.
The 4'-10" dimension is correct. The horizontal dimension shown on Section (A2/S-523) should be 4'-10" with a 3'- 10" inside dimension.
Drawing H-001 states that there is 90 CY of asbestos to be abated from the pipe insulation in the concrete trench on drawing CD- 104 (Option 10). We cannot come up with this volume, where is this quantity generated from?
The overall trench dimensions were used to develop the estimated quantities presented on drawing H-001. See detail B3 on SD302, where the upper section is assumed to be 3'x4' and the lower section 4'x5' with an overall length of 75 feet.
Drawing S-523, Detail B4, shows an existing crane rail adjacent to the new utility tunnel. Can the work for the new tunnel be performed during a crane outage at this location? If not, please provide crane surcharge loads and rail section details in order to design appropriate temporary support of excavation.
The crane rail in this area is structurally supported by a pile supported concrete beam and will not impose surcharge on any excavations required in this area.
In reference to Drawing CD-106, please provide enclosure, slab and foundation details for the existing nuclear electrical load house that is to be removed.
The existing slab and foundation is comprised of the following: Plan dimensions are approximately 25'-0"x 28'-0"; Slab is 1'-0" thick reinforced concrete with #6@12" each way, top and bottom and; Foundation is 1' wide by 3'- 4" deep reinforced concrete grade walls with #6@12" each way, each face. The enclosure is a metal building, comprised of tube columns, wide flange roof beams and metal panel cladding and roof.
