1.3.1 Please clarify the intent of the last sentence in the first paragraph: 'The
Contractor shall assume for bidding purposes that all pipe, trench, and tunnel to be demolished will require demolition and disposal as asbestos containing material.' - Is this intended only for the silt and steam/ condensate pipe in the Berth 1 & 2 tunnel and trenches, or does this apply to all demolitions project-wide?
This statement is not intended to apply to all pipe, trench and tunnels required to be demolished/removed on the project and the paragraph will be revised to clarify this. The areas this sentance is intended for, includes the pipes and trenches around Berth 1 and 2 for the limits shown on the plans. Refer to Keynote 7 on CD106, Keynote 10-04 on CD104 and Keynote 3 on CD107.
The Table entitled "Asbestos Containing Material to be Abated" on drawing H-001 will be revised and will include an additional section of trench.
4 01 50 00.00
2.1.3 Section 01 50 00.00 22, Par. 2.1.3-B, indicates that PNSY will provide temporary pure water services at Berth 11. General Notes on Drawings MP 101, MP102, and MP103 appear to call for the contractor to install temporary pure water connections and piping.
Please clarify the scope that the contractor is responsible for vs.
PNSY.
The PNSY will provide temporary Pure Water Services at Berth11, as stated in the Section 01 50 00.00 22, Par. 2.1.3-B and on drawing G-113 (see note 2). Note 3 on drawings MP101, MP102 and MP103 will be revised accordingly. 4
9 31 62 16.16 3.4 Please provide Appendix B, Natural Resource Compliance Requirements
All the pile driving on the project will occur behind a bulkhead and noise monitoring will not be required. Section 316216.16 Paragraph 3.4 will be revised to clarify this. Consequently, the Natural Resource Compliance Requirements document will not be required or provided.
S-108, S- 514 and
ES-523
Notes 2 & 3 on S-108 call for a 4" floor slab and a 4" equipment pad for a vault box in Building 178. The floor slab is shown in cross section B3/S-514, but not the vault pad. However, the floor slab and vault pad are shown on ES-523, but the elevation on this sheet is about 3' higher. Please clarify if an additional retaining wall is needed to elevate the vault pad above the existing slab.
The 4" slab shown on B3/S-514 and ES-523 is the same slab and shall have the same top of slab elevation. The top of this 4" thick slab is Elevation 13.72'. This elevation will be added to Section B3/S-514.
CD-106 Note 8 Please provide as-built details for the existing slab and foundation that is to be demolished.
The existing slab and foundation is comprised of the following: Plan dimensions are approximately 25'-0"x 28'-0"; Slab is 1'-0" thick reinforced concrete with #6@12" each way, top and bottom and; Foundation is 1' wide by 3'-4" deep reinforced concrete grade walls with #6@12" each way, each face.

CD-106
& CD-
107 &
MD-302
Sheet CD-106 & CD-107 shows demoliton of an existing steam tunnel. Sheet MD-302 shows a cross section of the tunnel with an electric ductbank adjacent to it. Is the tunnel and ductbank monolithic? Please provide as-built details for the actual dimensions and reinforcing.
As shown on C4/MD302 the steam tunnel and electrical ductbank shall be assumed to have been constructed monolithically. The combined structure is assumed to be 3 feet deep by 5 feet wide. The reinforcement of this existing structure is unknown. Contractors shall assume #5 at 12 inches around the perimeter of the duct bank and the walls and roof of the tunnel.
CF-107 Note 11 Calls for 12"x 6" reducer. Pipe appears to be 8". Please confirm reducer is to be 12"x8".
Confirmed, the reducer shall be 8"x6". The drawing will be revised to reflect this.
CD-102 Drawing CD-102 note 3 references drawing CS404, detail A4. This detail is missing. Please provide detail.
The detail referenced in Note 3 should be A2 on CD501. The note will be revised.
ED603 Reference Drawing ED603, Note 2: LC1-6 (800A) Shall be dropped into LC1 vault, reconfigured into two 400 A circuits and reconnected.
Can we assume that there is a spare breaker in place to be utilized or will we be required to furnish one?
A spare breaker shall be used in LC 1 and it will be government furnished.
CD-102 Reference Drawing CD-102 from Addendum #1 directs to install contractor designed support of excavation as needed. It also references the electrical duct bank on Drawing ES-202. It appears on Drawing CD-102 that the purpose of the SOE is to support the existing tracks that are not being replaced from stations 7+92 to 8+65 however Drawing ES-202 shows manhole AC-3083 at station 8+05 and manhole AC-3082 to be at station 8+18. The plan view on Drawing ES-103 shows these manholes at station 11+30 (+/-). Please clarify the intent of the support of excavation shown on CD-102.
Based on the revision that extended sitework demolition limits back to existing manholes, the length of existing tracks that were to be left in place and supported by the SOE has reduced significantly. Therefore, the SOE shown on drawing CD102 (added via Amendment 0001) will be deleted and this short section of rail will be removed and replaced to facilitate the installation of the electrical duct bank. Drawing CD102 will be revised.
Please note that the stations shown on the profiles on ES202 and the baseline on CD102 are from two different baselines. The stationing on ES202 is a baseline along the duct bank with a starting station of STA 0+00 at MH AC- 313A, while the stationing on CD102 is the Berth 11 Baseline provided along th t li f th t l il th B th 11 h f t t
ES201 Reference Drawing ES201- Electrical Duct Bank Substation 8 North to Dry Dock 1 Profile - excavation depth of 13-14 ft. going under existing utilities and duct banks. Will support of excavation be required between stations 0+00 and 0+45?
The contractor is responsible to protect existing utilities as stated in the contract, including specification Section 02 41 00 paragraph 1.3.3, which states the contractor is to "Protect electrical and mechanical services and utilities….Ensure that no elements determined to be unstable are left unsupported and place and secure bracing, shoring, or lateral supports as may be required." Thus, based on the Contractor's means and methods, if SOE is required to protect the existing utilities and structures, it shall be provided.
Regarding the excavation and fill specification Section 31 23 00.00 22, the first sentence of paragraph 3.1.1 will be replaced with the following:
"Provide shoring, bracing, cribbing, trench boxes, underpinning, and sheeting as required to support excavations and to protect existing electrical and mechanical services, utilities and structures."

01 35
26.00 22 Specification section 01 35 26.00 22 section 1.16 states that the contractor is to schedule operations that involve the use of equipment with output of high noise levels for weekends or after duty working hours. Section 01 57 19.00 22 section 3.17 directs to confine any operations that may generate excessive noise to the period between 7 AM and 5 PM, Monday through Friday. Please clarify this discrepancy.
Section 01 57 19.00 22 is correct. Noise generating activities, especially significant noise, must not be conducted outside of normal working hours.
Is the contractor required to touch up the coal tar epoxy coating on the master pile after removal of the top sections?
The pile tops do not need to be touched up or re-coated.
If touch up of the existing master pile coal tar epoxy is required, is the contractor required to blast clean for surface preparation or is mechanical surface preparation acceptable?
The pile tops do not need to be touched up or re-coated.
S-501 Detail C5 on drawing S-501 shows a gusset plate to be field cut and welded to the existing girders. Please clarify what the sizes are of the existing girders.
Going from west to east, the existing edge beam from Bent D' to Bent 1 is a 24WF74. The existing edge beam from Bent W to Bent Q is a 16WF45. 4
S-301 Drawing S-301 shows the existing fill below deck to be elevation 2.0 +/- and drawing G-303 shows the existing fill to be at elevation 2.2 +/- . Please clarify which elevation is correct.
We confirm that the elevation shown on G-303 is correct. The existing fill shall be assumed to be at Elevation 2.2 +/-. Please note that at the west end of Berth 11, the fill below deck slopes down to the return bulkhead and has a 3 ft. thick rip rap protection on the slope. Drawing S-301 has been revised to show this local below deck condition at the west end of Berth 11.
S-511 Please provide section details of the existing LC-17 foundation. The existing foundations for the LC17 fencing are 4'-6" deep circular concrete footing with a diameter that varies between 12" and 24". The footings are located at each fence post and gate post.
Please clarify the material below the stone at the electrical duct bank shown on Detail C2 of drawing S-511 (shown to the right of the existing crane rail abandoned).
The material shown beneath the stone is filter fabric. The symbol will be corrected. 4
S-403 In reference to S-403 and CS-402, it appears the depth of the new electrical manhole in Substation 8 South will conflict with the layout of the new foundation footing. Please clarify.
Within the limits of the new electrical manhole in Substation 8 South, the retaining wall footing can be omitted and the retaining wall will span horizontally between return walls. Provide 1" minimum clear between the manhole and any portion of the wall footing.
Do the Natural Resource Compliance Requirements apply? If so, please provide Appendix B and clarify.
All the pile driving on the project will occur behind a bulkhead and noise monitoring will not be required. Section 316216.16 Paragraph 3.4 will be revised to clarify this. Consequently, the Natural Resource Compliance Requirements document will not be required or provided.

S-504 At the Berth 11 precast utility tunnel, it will not be possible to apply joint sealant to the bottom and sea-side exterior wall joints as shown on detail A3/S-504. The 'Berth 11 Repairs Bulkhead' and the bearing gravel below will restrict access after the sections are set. Please advise.
We feel that the joint sealant can be installed. However, in lieu of the joint sealant, the Contractor may substitute the following detail: Provide a compressible rubber gasket in a recess set back from the outside face of the tunnel. The detail shall result in sufficient seal compression to make it watertight after the precast sections are brought to their final position.
File details come from the government source that posted it.
