PRICE / TECHNICAL INQUIRY
NO. 01
Question 1:
For Factor 1 – Price – Contracting Team, the RFP states that there is a 20 page limit. The ORCA/SAM Information for Representations and Certifications is 20 pages long – does this count toward our page limit?
Response:
No, it does not.
Question 2:
For Factor 2 – Past Performance – Construction Team o In the event there is no past performance under this SDVOSB MACC, we are required to submit project experience. Is the Design team also responsible for the 1 project minimum/3 project maximum?
o Should this information be included in the binder for Factor 1 or Factor 3?
Yes. Requirements for Factor 2 – Past Performance will apply to ALL subcontractors and consultants that the Prime Contractor utilizes for this contract task order.
This information can be provided in either binders.
Question 3:
Factor 3 – Technical – Design/Build Construction Team o Is any Basis of Design (BOD) required as part of this technical write up?
Yes. Required by the Request for Proposal (RFP) dated July 9, 2013.

TECHNICAL INQUIRY NO. 03
1. Please provide the thickness of the existing slab between the wash rack walls to be demolished. If the thickness is unknown please provide a thickness for bid purposes.
Response: For bidding purposes, consider the thickness of the existing concrete slab between the wash rack walls to be 12" thick.
2. The RFP General Requirements require an electronic copy of the price proposal and technical narrative each on a non-rewritable CD. Can this requirement be waived?
Response: No
3. Given the size and scope of this project, will the Superintendent be allowed to perform the duties/roles of SSHO and CQC?
Response: The Superintendent shall be allowed to perform the duties/roles of SSHO and CQC.
4. Please provide clarification on the requirements for high pressure prep units with 2 high pressure guns.
12.2.1 in Part 3 of the Statement of Work/Project Program indicates, “An additional high pressure prep unit will be provided in the truck wash bay with 2 high pressure guns (1200 PSI) for the prepping of extremely dirty trucks, cars and the washing of smaller vehicles, i.e. motorcycles, 4 wheelers, etc.” The wash system equipment list for this bay also includes item “l. Dual high pressure prep unit 1200 PSI with two (2) high pressure guns.”
12.2.2 in Part 3 of the Statement of Work/Project Program also indicates, “Provide an additional high pressure prep unit in the car wash bay with 2 high pressure guns (1200 PSI) for the prepping of extremely dirty SUVs, cars and the washing of smaller vehicles, i.e. motorcycles, 4 wheelers, etc.”, but does not include a high pressure prep unit in the equipment list for the bay.
Response: Provide one (1) prep unit (2 high pressure guns) per wash bay.
5. Please provide guidance or confirmation of one high pressure prep unit (with 2 guns) in the truck wash bay and one high pressure prep unit (with 2 guns) in the car wash bay giving you a total of 4 high pressure guns.
Response: Provide one (1) prep unit (2 high pressure guns) per wash bay.
6. Is the information required in Factors 2 and 3 of this RFP to be submitted with our price proposal? We have already submitted this information before award of this MACC and typically do not have to resubmit. Please confirm that Factors 2 and 3 are a requirement to be submitted with our proposal.
Response: YES
7. There is a Basis of Design narrative requirement in Part 2 of the Specification:
This seems to be similar to the requirement in Factor 3 of the General Requirements. Please confirm that this is to be submitted with our Price Proposal.
Response: YES
8. Please confirm the exact route for the electrical primary service. At the site visit there appeared to be a new structure in the way of the electrical route from the existing enclosure to the new Wash Rack. Will the electrical be routed through the asphalt or around the structure and through the grass area along the fence line?
Response: Comply with the requirements of the RFP.
9. Due to the nature of gathering the estimate, please allow the electronic CD to be submitted 24 hours after the Bid Date. This additional time will allow the Contractors to close out the bid and submit the electronic proposal.
Response: NO, IT MUST BE SUBMITTED WITH THE PROPOSALS
10. In Part 3 Statement of Work, Section 12.2, work within the existing concrete masonry walls includes two bays totaling 32’-0” wide and the equipment storage building width of 12’-8”. This total of 44’-8” is approximately the width of the space between the existing concrete masonry walls. This spacing doesn’t include roofing, gutters, exterior lighting or building offsets to prevent damage to the storage building. Should we assume the user will allow flexibility in the width of one of the two bays or in the storage building? Or should we meet these dimensions and remove/replace the existing concrete walls?
Response: The existing masonry walls shall remain. The Contractor shall have some flexibility with the layout of the bays and the dimensions of the support facility.
11. In Part 3 Statement of Work, Section 6.3, we are required to divert storm water runoff from the wash rack area to the base storm water system when the wash rack is not operational. Is this how the current storm system operates? If so, can utility plans of this system be provided to indicate routing and sizing of this system to the storm water outfall? If not, then where should the point of connection be? Does that system have enough capacity to handle additional flow? Will a new storm drain line and outfall be required and along with associated permitting?
Response: When not operational; storm water runoff from the existing wash rack flows to the base storm water system. Existing utility plans are available; however these plans are not complete and the government does not guarantee the accuracy of these plans.
The DOR/Contractor shall field verify all existing conditions as they pertain to the construction of the new wash rack. See RFP Part 3 Paragraph 2.4. Based on existing conditions and anticipated new construction; the existing base storm water system is adequate to handle the additional flows of the new wash rack. The DOR/Contractor is responsible to provide any modifications to the storm water system within limits of work and to provide any tie-ins or connections to existing construction to install the new wash rack. Exact point of connection to the existing systems shall be the responsibility of the DOR/Contractor.
12. In Part 3 Statement of Work, Section 6.4, new water services to the wash systems are required. It appears that the new wash system will require additional capacity and pressure as it compares to the current wash rack system. Is there adequate volume/capacity to serve an increase in use? Is there enough pressure in the system to serve an increase in use, or will additional pumps be required?
Response: It is anticipated that the existing water service should have adequate capacity to support the new wash rack. A water flow test shall be performed by the government on the existing system, within 2 weeks and that information shall be forwarded to the contractor.
13. In Part 3 Statement of Work, Section 6.4, new sewer services to the wash systems are required. It appears that the new wash system will contribute additional wastewater into the sewer system. Does the current sewer system have the capacity to handle additional flow?
Response: The existing base sewer system is adequate to handle the additional flows of the new wash rack. The DOR/Contractor is responsible to provide any sanitary sewer modifications required within the limits of work to install the new wash rack. Exact point of connection shall be the responsibility of the DOR/Contractor.
14. In Part 3 Statement of Work, Section 6.6, four new reclaim tanks are required to replace the two existing tanks, but will most likely not fit within the footprint between the existing concrete masonry walls. Can the project limits for this project go beyond the footprint of the existing vehicle wash in order to locate the additional reclaim tanks?
Response: Yes; the project limits for below grade components may be extended past the foot print of the existing wash rack upon approval of the Contracting Officer. Location of reclaim tanks beyond or outside existing locations must be coordinated with the activity and approved by the Contracting Officer.
15. Confirm that this facility is not classified as ‘mission essential’ in accordance with UFC 3- 600-01 paragraph 4-2.2.
Response: The building is not considered mission essential.
