About this file

This is Amendment 0002 to Solicitation N4008426R1011, a Navy federal contract modification issued by NAVFACSYSCOM Far East on September 30, 2026.

The solicitation is for a single-award Indefinite Delivery Indefinite Quantity (IDIQ) service contract providing preventative maintenance, repair, and operation services for incinerator plants, weight scales, potable water tanks, wastewater treatment plants, and related equipment including granular activated carbon (GAC) filtering systems at U.S. Commander Fleet Activities Yokosuka (CFAY) in Japan. The NAICS code is 221320 (Sewage Treatment Facilities). This amendment revises the Performance Work Statement to replace the GAC Filtering System specification item 3.2.2 with "Reserved" and adds GAC Filtering System as a new non-recurring work item under specification 4.1, resulting in removal of GAC references from recurring services. Correspondingly, a portion of Drinking Water Tanks work is redistributed from Housing A004 to CNIC A001, and GAC Filtering System work is removed from CNIC A001. The Not-to-Exceed (NTE) limit for Non-Recurring Work increases by 50,000,000 JPY from 800,000,000 JPY to 850,000,000 JPY across the base period and all option periods. The amendment also updates the DFARS 252.232-7006 payment clause to reflect a new pay office (HQ0339), adds FAR clause 52.232-34 for Electronic Funds Transfer payments, updates the tax clause 52.229-12 to February 2026 effective date, and modifies the maximum order limitation to 850,000,000 JPY ($5,546,340.65 USD at FY27 exchange rate 153.2542 JPY/USD). The Government's obligation to order maximum increases by USD $2,447,776.30 to USD $75,936,006.97, with allowed per-order maximum increasing by USD $326,255.33 to USD $5,546,340.65. The proposal response due date is extended 15 calendar days from September 4, 2026 to October 14, 2026 at 1400 JST. Offerors must submit pricing in Japanese Yen using the revised ELIN schedule and acknowledge receipt of this amendment prior to the extended deadline.
