About this file

This is a Request for Information (RFI) Questions and Responses document for RFP N40084-26-Q-1017 issued by the Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Far East on 9 September 2026. The procurement concerns the acquisition of an aerial platform for NAVFAC FE operations.

Four questions were submitted by potential offerors and addressed by the Government. Question 1 regarding the acceptability of a US-manufactured aerial platform with assembly performed in China using non-Chinese components received a deferred answer, indicating further clarification would be provided. Question 2 addressed proposal validity, with the Government revising the requirement from 60 days to 90 days from submission date, directing offerors to review a forthcoming amendment. Question 3 concerned delivery logistics, specifically whether NAVFAC FE Transportation could provide crane operations for unloading an approximately 20-ton aerial platform; the Government confirmed acceptance and stated it would provide Government-owned crane equipment and operator services. Question 4 clarified a discrepancy between submission deadlines shown on SAM.gov and the Combined Synopsis/Solicitation document due to time zone differences. The original deadline of 11:00 AM JST (Japan Standard Time) on September 11, 2026 was extended to 11:00 AM JST on September 25, 2026 per Amendment 0001. This document is designated for DoW Community distribution only.
