About this file

This document is a Notice containing Request for Information (RFI) Questions and Responses for RFP N40084-26-Q-1014.

The RFP addresses a Rapid Spill Response and Prevention Services Contract at various U.S. Navy, Marine Corps, Army, and Air Force bases and facilities throughout Japan, administered by Naval Facilities Engineering Systems Command Far East. Notice No. 1 was issued on 19 October 2026. The document contains two RFI Q&As: the first clarifies that quotations must cover the full scope of the Performance Work Statement (PWS) and cannot be limited to only Training and Environmental Assessment services; the second addresses a technical issue with an Excel pricing spreadsheet (Att_2_Spill_Response_Contract_Section_J_ELINE_Blank) containing formulas, with the Government requesting that any offeror with concerns about formula functionality resubmit their question identifying the specific cells that are not working correctly. The notice is for DoW Community distribution only and the RFP remains unchanged unless formally amended via Standard Form 30.

Request for Information Questions and Responses

1. Reference: 3, 4.1.7, & 4.3

Is the Government willing to accept quotations covering only Training and Environmental Assessment services, rather than the full scope of spill response services?

ANSWER: No, quotes must cover the full scope of the PWS.

2. The Excel file "Att_2_Spill_Response_Contract_Section_J_ELINE_Blank" contains formulas; however, from [delete] [offeror] perspective, some of the formulas do not appear to work correctly. Could you please confirm whether this is expected?

ANSWER: A spreadsheet was attached; however, it is unclear which cells the quoter is referring

to. You may resubmit your question identifying specific formulas cells not working.
