About this file
This is a Combined Solicitation/Synopsis and Request for Information (RFI) response document for a federal procurement issued by the Department of the Navy, Naval Facilities Engineering Systems Command Far East. The solicitation number is N40084-26-Q-1010, issued on 20 February 2026, for the procurement of one (1) 130-ton mobile crane destined for Commander Fleet Activities Yokosuka. The crane must be capable of disassembly into two specific pieces: a chassis and an upper operator's cabin with boom assembly. This disassembly requirement is designated for maintenance purposes rather than transportation.
The document contains a single RFI question and response addressing the practicality of the specified disassembly configuration. A contractor questioned whether flexibility existed to revise the disassembly requirement, noting that the specified two-piece configuration would result in a transport height exceeding 4.3–4.5 meters, which violates Japanese road regulations. The contractor proposed an alternative disassembly method separating the crane into chassis with superstructure and boom components. The government's answer clarified that specifications remain unchanged, as the disassembly requirement is strictly for maintenance purposes, not for transportation compliance. No response dates, pricing terms, or award dates are specified in this notice.

COMBINED SOLICITATION/SYNOPSIS
N40084-26-Q-1010 PROCUREMENT OF ONE (1) 130T

Request for Information Questions and Responses
1. GENERAL DESCRIPTION section: “The crane should be capable of being disassembled into two pieces: (1) chassis and (2) upper operator’s cabin with boom.”
May we ask whether there is any flexibility to revise this requirement?
If the crane were disassembled into the two parts as described above, the transport height would exceed approximately 4.3–4.5 m, which does not comply with Japanese road regulations.
[Deducted]
If the objective of this requirement is to reduce transportation weight, we would instead recommend separating the crane into:
(a) chassis and superstructure,
(b) boom.
ANSWER: The specifications remain unchanged. The disassembly requirement is for maintenance purposes, not for transportation.
