About this file
This is a Pre-Bid Inquiry Q&A document for federal contract N4008426B8910, addressing questions 12-40 from bidders regarding a building demolition project. The document provides government clarifications on scope, specifications, and requirements outlined in the solicitation.
Key project requirements include: demolition of Building 90 with asbestos and lead abatement in accordance with both Japanese regulations and U.S. EPA standards (40 CFR 61 and 40 CFR 745); removal of utilities including electrical conduits (cut approximately 1 meter from handhole), steam lines (terminated at existing flange), water piping, and transformers on H-poles; disconnection and removal of grease traps; excavation at underground pit area (approximately 1,700 mm depth) and underground water tank area (approximately 3,000 mm depth); removal of sidewalks and concrete slabs per specified drawing limits; restoration of grounds directly affected by demolition; and replacement of any trees damaged during work. Asbestos abatement personnel must possess both Japanese qualifications (石綿作業主任者, 第一種作業環境測定士) and U.S. EPA accreditation under the EPA Model Accreditation Plan. Lead sampling scope includes painted surfaces, dust, plumbing systems, solder joints, and glazed ceramics; contractors are responsible for performing analysis with results determining final abatement scope. Bidders must include costs for all sampling, testing, and abatement work in bid prices. All contractor submittals may be submitted in English or Japanese with English translations. The government will furnish water at existing outlets; contractors provide service lines. Piles discovered during demolition do not require removal but must be documented in the Project Closeout Binder. Most leftover items will be removed by the government prior to construction, except kitchen residues and potentially missed items, for which the contractor assumes full disposal responsibility. Pre-bid inquiry deadlines and bid opening dates remain unchanged.

N4008426B8910 Pre-Bid Inquiry (Q12~40 )
# Reference (Sect/Para/P age)
QUESTION GOV RESPONSE
12 Annex 18 / Section 1800000 / Spec Item
4.4 (Asbestos Abatement)
Spec Item 4.4 (Asbestos Abatement) requires the Contractor to remove and dispose of all asbestos-containing materials (ACM) "identified in the asbestos survey reports in Annex 18." However, the Solicitation package currently provided to bidders contains only J-1800000-00 (Intro), J- 1800000-01 (Definitions), and J-1800000-02 (Directives/References) — the existing asbestos survey reports themselves are not included.
Please advise: (1) whether the existing Asbestos Survey Reports referenced in Annex 18 will be released to bidders prior to bid submission, (2) if so, the timing and method of release (e.g., during the May 22 site visit, after NDA execution, or via separate amendment), and (3) if such reports do not exist or will not be released, the Government's intended basis for bidders to quantify the asbestos abatement scope. This information directly affects pricing for the asbestos abatement, environmental controls, and waste disposal line items.
Please refer to Question #8, amendment (1).

Pre-Bid Inquiry A1
(GOV response) As specific foundation drawings are currently unavailable, please refer to the attached documentation, attachments (2-a) and (2-b) for preliminary guidance. The following projected excavation depth estimates are based on current assessments:
• Underground Pit Area: Approx. 1,700 mm
• Underground Water Tank Area: Approx.
3,000 mm
→Concurred. However please confirm the units of the values (mm).
Confirmed. The units are in millimeters (mm). This follows standard Japanese architectural drawing practices where dimensions represent mm. Since the original foundation drawings for the building are currently unavailable;
however, the building foundation itself may extend even deeper than this level.
14 SOW Will the water meter and pressure reducing valve be removed? (The ones located next to the entrance of the two-story building.)
Yes. These will be removed by the Contractor. The scope includes identifying and demolishing the water piping and valve box serving Building 90.
However, reusable meters and other items may be removed by the Government prior to the commencement of work.
15 SOW Could the client please arrange for the cleaning of the grease trap prior to its removal?
There is no direct mention of pre-demolition cleaning.
However, the Contractor is generally responsible for all tasks required to execute the demolition safely.
16 DWG Please advise on the scope of the temporary fencing.
The contract does not include drawings or detailed descriptions showing the specific boundaries of the temporary fence. The area indicated by the red line in the attached image is acceptable.
17 1502000 4.3 To what extent will the trees and shrubs be removed? Please clarify the scope of tree removal and trimming.
There will be no removal of trees or shrubs; however, the SOW requires the Contractor to replace any trees damaged during the work with like kind.
18 020000 2.10 Are there any specific requirements for the exterior scaffolding materials and soundproofing measures? (Soundproofing sheet or soundproofing panels?)
The Contractor must comply with all safety and scaffolding requirements outlined in EM 385-1-1.
While specific noise mitigation materials are not explicitly mandated by name, the Contractor must provide adequate noise control to comply with EM 385-1-1 and all applicable local, state, and federal laws.
19 SOW Are there any piles? If piles are discovered during demolition, the demolition cost may increase significantly. Could we arrange for a cost adjustment on an actual cost basis if piles are found?
If piles are discovered during demolition work, they do not need to be removed. However, at the completion of the work, the Contractor shall submit a Project Closeout Binder including this information.
20 1502000 4.4 Asbestos Abatement
The solicitation appears to contain potentially conflicting requirements regarding personnel qualifications and applicable regulatory standards.
We request clarification on the following:
Section 1502000, Para 2.2.1 designates Japanese-qualified personnel only (e.g., 石綿作業
主任者, 第一種作業環境測定士) as the required qualifications for asbestos abatement work.
However, Section 1502000, Para 4.4 requires that abatement work be performed in accordance with 40 CFR 61 (EPA NESHAP), and the associated Deliverables/Form Preparation Instructions further require compliance with JEGS, 40 CFR 61, and Japanese law.
The contract requires compliance with both Japanese regulations and U.S. Federal regulations (40 CFR 61). Therefore, personnel must possess the requisite qualifications to satisfy both sets of standards. Specifically, this includes the Japanese qualifications listed in Section 1502000, Spec Item 2.2.1, in addition to any U.S. qualifications necessary to perform work in accordance with U.S.
EPA regulations.
Under 40 CFR Part 763 (EPA AHERA) and 40 CFR 61 Subpart M (NESHAP), asbestos abatement work is generally required to be performed by EPA-accredited personnel (i.e., individuals certified under the EPA Model Accreditation Plan as Inspector, Contractor/Supervisor, or Project Designer).
Question: Given that Para 2.2.1 specifies Japanese qualifications only, while Para 4.4 mandates compliance with EPA regulations that inherently require EPA-accredited personnel, are contractors required to provide personnel holding both Japanese qualifications AND U.S. EPA accreditation? Or are Japanese qualifications alone considered sufficient to satisfy the EPA compliance requirements referenced in Para 4.4?
Please clarify which qualifications are required and whether any conflict between these provisions is intentional.
21 1502000 4.4 Asbestos Abatement
Is a Japanese-accredited 作業環境測定機関 acceptable as the analyzing laboratory without additional NVLAP or AIHA-LAP certification?
The contract does not explicitly state that a Japanese-accredited institution is sufficient on its own. Section 1800000, Spec Item 2.3.1 states that in the absence of certification requirements, laboratories must be accredited by a nationally recognized U.S. body like NELAP or A2LA. Bidders should assume that a U.S.-recognized accreditation is required unless a specific equivalency is granted by the Contracting Officer
(KO).
22 1502000 4.4 Asbestos Abatement
Language of Submittals: Please confirm the required language for asbestos-related submittals (Abatement Plan, Air Sampling Plan, monitoring reports, waste manifests, qualification certificates, etc.) — English only, Japanese only, or bilingual (Japanese/English)?
As stated in Section 0200000, Spec Item 2.6.6, "All Contractor submittals shall be in English or may be submitted in Japanese with English translations."
This applies to all asbestos-related submittals.
23 Solicitation Section-L L10.L19
Following the on-site briefing, we have determined that additional time will be necessary to obtain and review quotations from contractors and to carry out internal deliberations. Accordingly, we respectfully request that the deadline for questions be extended to June 10 and the deadline for bid submissions be extended to July 9.
Pre-Bid inquiries due date and Bid Opening date remain unchanged.

The primary scope of the exterior work involves the demolition of Building 90 and the restoration of grounds directly affected by the demolition activities.
The removal of specific exterior features such as parking spaces, U-shaped gutters, and curbs is not included in the base scope, except where directly necessary to perform the building demolition or utility disconnections. However, sidewalks and concrete slabs are explicitly included in the removal scope as part of "Roads and Paved Surfaces" in Section 1502000, Para 1.1, and the specific limits for their removal are further detailed in the provided drawing (SectionJ_Bldg90_Demo_F UJI_Slab_Sidewalk), attachment (3-a).
Additionally, as noted in the responses to Questions 17, the removal of trees and shrubs is excluded from the scope of this project.

The contract documents do not specify a requirement for a soil survey.
27 1502000 4.3 Is it okay to use regular, high-quality soil as backfill material?
埋戻し材は通常の良質土で問題ありませんか。
Yes. Section 1502000, Spec Item 4.3 states:
"Backfill material shall be clean fill and shall not include demolition debris, trash, organic material, or other unsuitable materials."
Standard high-quality soil that meets this definition is acceptable.

か。
Yes, the costs for sampling and testing for both asbestos and lead must be included in the bid price.
Section 1800000, Spec Items 4.1 and 4.2, define these services as part of the Non-Recurring Work scope. Abatement work for materials identified in the survey reports is also to be included in the bid, as per Section 1502000, Spec Items 4.4 and 4.5.
29 DWG The scope of the exterior work will vary depending on the disconnection point, but up to which point do you anticipate disconnecting the utilities?
切り離し位置により外構の範囲が変わりますが、

Utility disconnections are specified in the "Work Instructions", attachment (3-b). For example, electrical conduits are to be cut approximately 1 meter from the handhole, and steam lines are to be terminated at the existing flange. The Contractor is responsible for verifying all locations prior to work.
30 GENERAL What is the scope of the removal for leftover items and furniture? Will the amount left behind be about the same as what was observed during the on-site inspection?
残置物や家具等の撤去範囲はどこまでですか?現

Most of the leftover items are scheduled to be removed by the Government prior to the start of construction.
However, residues and items inside the kitchen will remain. Additionally, there is a possibility that some items may be missed during the Government's removal process. As stipulated in the contract, the facility will ultimately be turned over in "AS-IS" condition. The Contractor is fully responsible for the disposal of any and all items remaining on site at the time of demolition (including kitchen residues and any missed items).
Please consider this when preparing your bid.
31 GENERAL Will it be necessary to remove all piles, or will treating the pile heads be sufficient? If only pile head treatment is necessary, is it required to confirm the location of each pile head?
As stated previously for Question 19, if piles are discovered, they do not need to be removed. The Contractor is only required to document their

(PQP)
1800000/4.2 Lead Sampling Plan
(p. 142)
The specifications outline the requirements for the Asbestos IH/PQP, but there are no requirements listed for the Lead IH/PQP. On the other hand, it is clearly stated that a “PQP” is responsible for signing and sealing the Lead Sampling Plan. If a Lead IH/PQP is not defined, who is authorized to sign and seal the Lead Sampling Plan? Could it be that the asbestos IH/PQP can also sign and seal the lead sampling plan, provided they meet the lead sampler requirements? Or, is the lack of requirements for the Lead IH/PQP simply an accidental omission in the specifications?
Section 1800000, Spec Item 2.2.1 specifies the qualifications for personnel involved in lead sampling, requiring accreditation as an Inspector, Risk Assessor, or Supervisor under U.S. EPA rules (40 CFR Part 745), or equivalent Japanese licenses. The Lead Sampling Plan must be "prepared by qualified personnel," meaning individuals meeting these specific requirements are authorized to prepare and sign it.
33 0200000 2.7.1.1 Project Manager 2.7.1.2 Quality Manager 2.7.1.3
SSHO
As per specification requirements the PM, QM and SSHO could be either the prime contractor or subcontractor. Is this understanding correct?
The contract does not prohibit key personnel from being employed by a subcontractor, provided they meet all qualification and on-site requirements specified in Section 0200000, Spec 2.7.1 and its sub-paragraphs. The Prime Contractor remains fully responsible for their performance.
34 0200000 - Management and Administratio n 2.4.1 Government- Furnished Utilities
For this project, we plan to water the lawn and conduct watering to control dust. We intend to use the existing water pipe for this purpose. Could you clarify if it will be necessary to install a separate temporary water meter?
No. Section 0200000, Spec Item 2.4.1 states, "The Government will make available water at existing outlets required for the work to be performed under the contract." This includes water for post-demolition landscaping. The Contractor is responsible for providing service lines from the existing outlets.

でしょうか? Would it be correct that the surrounding structure of the building to remove is only Handhole HH-7- 1?
May we leave the other structures, such as valve boxes, grease traps and concrete stairs with handrails, as they are?
While the primary focus of this project is the demolition of Building 90, surrounding structures are handled as follows.
First, sidewalks and concrete slabs are included in the removal scope as part of "Roads and Paved Surfaces" in Section 1502000, Spec Item 1.1, and the specific limits for their removal are detailed in the provided drawing (SectionJ_Bldg90_Demo_F UJI_Slab_Sidewalk), attachment (3-a).
Additionally, grease traps are explicitly included in the SOW demolition scope, and Handhole HH-7-1 must be removed per the Work Instructions, attachment (3-b).
In contrast, other surrounding structures such as valve boxes and concrete stairs with handrails are not explicitly scheduled for removal in the specification. Therefore, the Contractor may assume these structures can remain as-is, provided they do not interfere with the safe demolition of the main building.

If the analysis report of lead is available, please provide it.
Yes, your understanding is correct. The scope of lead sampling, as defined in Section 1800000, Spec Item 4.2, includes all the materials you listed. The results of this sampling will determine the final abatement scope. No existing lead analysis report is provided with the solicitation; the contractor is responsible for performing this analysis.
