About this file

This is a Pre-Bid Inquiry document (Questions and Answers) for federal contract N4008426B8910 regarding the demolition of Building 90 at Camp Fuji.

The document addresses 11 pre-bid questions covering demolition scope, utility disconnection, and site access requirements. Key technical clarifications include: overhead power line safety compliance with EM 385-1-1 standards; underground secondary electrical line disconnection prior to demolition under Section 4.1 of Annex 1502000; and utility-specific removal requirements for electrical conduits (cut 1 meter from handhole with waterproofing), telecommunications (complete removal of handhole HH7-1 with conduit sealing), and wastewater/stormwater systems (complete manhole removal within project limits with opening seals). External steam piping demolition extends to the main line connection point with blind flange installation; sanitary sewer and storm drain lines extend to designated manholes. Foundation demolition depths are estimated at approximately 1,700 mm for underground pit areas and 3,000 mm for water tank areas. Post-demolition restoration requires clean fill backfill, topsoil grading, and Hime-korai zoysia grass sodding per Section 4.3. Asbestos and lead sampling is required per the Statement of Work (SOW) with removal scope determined by test results; attachments 2-c and 2-d provide identified asbestos locations. The contract does not require bid bonds or performance bonds. Site visits may utilize rental vehicles with information provided at gate entry; Filipino workers require valid residence cards (Zairyu Card) for Camp Fuji access.

N4008426B8910 Pre-Bid Inquiry (Q1~11)

# Reference (Sect/Para/Page)

QUESTION GOV RESPONSE

1 DWG The utility drawings indicate the presence of primary overhead power lines. Could you please advise on the applicable safety clearance distance requirements from these overhead lines during heavy equipment demolition operations?

The specification does not specify the exact safety clearance distance from overhead power lines. However, it mandates that all operations comply with EM 385-1-1 (U.S.

Army Corps of Engineers Safety and Health Requirements). Please refer to EM 385-1-1 for the specific clearance requirements.

2 DWG The drawings indicate underground secondary electrical lines. Is it possible to have these lines cut prior to the commencement of building demolition work?

Yes, it is possible. Section 4.1 of Annex 1502000, "Disconnection and Securing of Utilities," states that the contractor shall "isolate, disconnect, remove, and terminate all utilities serving Building 90." This includes scheduling a coordinated outage to perform the work.

3 DWG The drawings show external manholes and ducts. Could you please clarify the extent of demolition and removal required for these items?

The requirements for manholes and ducts vary by utility:

Electrical: Conduits (ducts) running from the handhole toward the building must be cut approximately 1 meter from the handhole. The section between the cut point and the building must be removed. All building-related cables inside the handhole must also be removed.

The handhole opening and all cut conduit ends must be sealed with appropriate waterproofing treatments to prevent water and debris entry.

Telecommunications: Handhole (HH- 7-1) must be completely demolished and removed, including its cover, frame, and internal fittings. All conduits previously connected to this handhole must be sealed with a watertight material suitable for underground use. Manhole (MH-7) not to be removed. Work is strictly limited to the termination, splicing, and removal of specific cables inside the manhole (The manhole structure remains intact).

Wastewater & Stormwater (Piping):

All wastewater and stormwater piping connecting to the designated manholes associated with Building 90 must be disconnected and removed.

Wastewater & Stormwater (Manholes): All manholes located within the designated project limits must be completely removed. Any openings created in the walls of remaining manholes (those outside the immediate project limits) due to pipe removal must be sealed to be fully watertight and structurally sound.

4 1502000 4.1 Could you please clarify how far the demolition and removal of the external steam piping is required to extend?

The demolition of the external steam piping is required to extend to the point of connection with the main steam line. At this point, a blind flange must be installed to isolate the steam supply. The work also includes the removal of all existing steam supply piping including the valve located above the flange, and all associated supports, hangers, and guides.

5 1502000 4.1 Could you please clarify the extent of demolition and removal required for the external sanitary sewer lines, storm drain lines, and communication conduits?

The demolition and removal of the external sanitary sewer lines and storm drain lines are required to extend to the designated manhole or manholes. After the piping has been removed, any resulting openings in the manhole walls must be sealed to be watertight and structurally sound.

Communication requires the removal of handhole HH-7-1. After the handhole is removed, all conduits that were connected to it must be sealed to be watertight.

6 SOW Are drawings available for the building foundation?

Additionally, to what depth below grade level (GL) is the foundation required to be demolished and removed?

As specific foundation drawings are currently unavailable, please refer to the attached documentation, attachments (2-a) and (2-b), for preliminary guidance. The following projected excavation depth estimates are based on current assessments:

Underground Pit Area: Approx.

1,700 mm

Underground Water Tank Area:

Approx. 3,000 mm

7 1502000 4.3 Could you please advise on the specifications for backfill, grading, and surface finishing required after building demolition is complete?

Spec Item 4.3, "Restoration of Grounds," specifies the requirements. After demolition, areas must be backfilled with clean fill (no debris, trash, or organic material). The area must then be graded with topsoil to create a smooth, clean surface. Finally, the affected areas are to be sodded with Hime-korai zoysia grass (or an approved equal) to establish a mature, functional lawn.

8 1502000 4.4 Are analytical results or survey reports available that identify the extent of asbestos and lead contamination and the required removal scope?

Please refer to the attached documentation regarding Asbestos-Containing Materials (ACM), attachments (2-c) and (2-d), Please be advised that the presence of asbestos remains unknown or unverified for any locations not explicitly listed in this document.

There are currently no reports regarding lead contamination. However, the contractor is required to sample for lead and asbestos as specified in the SOW (including ELIN and Section F). The results of these tests will determine the required removal scope.

9 0200000 2.8.4 Will workers of Filipino nationality be permitted to enter Camp Fuji for construction purposes?

Entry for Filipino workers is permitted. They are required to present a valid residence card (Zairyu Card) upon entry.

10 Solicitation I.3 Is it correct to understand that neither a bid bond nor a performance bond is required for this project?

It’s correct. Bid bond and performance bond are not required.

11 Site Visit / Attachment B (Site Visit Request Form)

We are planning to use a rental car to visit the site on May 22, 2026. Because the vehicle will be a rental, we are unable to provide the make, model, or license plate number in advance. Could you please advise on the proper entry procedure for the rental vehicle at Gate 4? If advance vehicle information is mandatory, we will arrange alternative transportation accordingly.

You may use a rental car to visit the site. If you are unable to provide vehicle information in advance, present it at the gate on the date of the site visit.
