About this file

This is a Questions and Answers document for solicitation N4008425R0060, which addresses bidder questions regarding SF330 form submissions for an A-E IDIQ contract for mechanical engineering services in Japan. The document clarifies three key points about resume submissions: 1) There is no overall page limit for the SF330 due to required documentation like licenses and agreements, though individual criteria have specific page limitations; 2) Key personnel who fill multiple disciplines should submit only one resume that demonstrates qualifications across those disciplines; and 3) While the solicitation requires coverage of 9 specific disciplines, firms may submit more than 9 resumes if they wish to propose multiple personnel for individual disciplines (e.g., two Fire Protection Engineers would require two separate resumes).

Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE

1 Can NAVFAC Far East confirm that there is no overall page limit for the SF330?

Yes, there are no overall page limit for the SF330. The reason for no overall page limit is because the Government expects copies of licences, JV agreements, subcontractor agreements, etc. to be included which would be difficult to impose a page limitation on. However, please note that there are page limitations with respect to the submission of each criteria.

2 If one person will fill more than 1 discipline, should offerors submit two separate SF330 resumes for that person, one focused on each discipline?

No. Resumes are limited to one per key personnel (i.e. person) but the key personnel can satisfy multiple disciplines demonstrated on his/her resume.

3 The solicitation states: “Provide resumes for all proposed key personnel that best demonstrates specialized experience in the work proposed under this contract. Resumes of personnel other than the nine (9) specific disciplines listed at the beginning of this criterion shall not be submitted, and if submitted, shall not be considered in the evaluation.” Question: Can NAVFAC Far East clarify if the requirement is 9 total resumes (i.e. one for each listed discipline), or resumes only for the 9 specific disciplines? For example, would two resumes for a single discipline be acceptable as long as they are for one of the 9 listed disciplines?

The total of all resumes must ensure coverage of all disciplines. This can be achieved by 9 resumes for 9 different key personnel (i.e. person) or less than 9 resumes if a key personnel will satisfy multiple disciplines. In addition, firms may submit more than 9 resumes if the desire is to include multiple key personnels for a specific discipline. For example, the firm wishes to have 2 key personnel that both are qualified Fire Protection Engineer. In this example, the Government would expect 2 resumes to be submitted, one for each qualified Fire Protection Engineer.
