About this file

This document provides a checklist and instructions for contractors to submit a proposal in response to a Multiple Award Construction Contract solicitation from the Naval Facilities Engineering Command for design-bid-build construction projects at U.S. Fleet Activities Sasebo in Japan. Contractors must complete registration and certification requirements including a CAGE code, System for Award Management registration, and Past Performance Information Retrieval System registration. The checklist outlines steps for contractors to download pre-solicitation files and the solicitation package, including any amendments, from the System for Award Management and prepare and submit their proposal through the Past Performance Information Retrieval System prior to the specified due date and time. Contractors must also have a qualified quality control manager and construction superintendent who have completed the Naval Facilities Engineering Command Construction Quality Management training, as well as a qualified Site Safety and Health Officer who has received SSHO training, prior to beginning any construction work under the contract.
