The Government will provide crews to clean and have boiler opened and ready for inspection. Upon completion of internal inspection the Government will reassemble the boiler and set it up for the operational test. The Government will provide a combustion analyzer to test combustion levels and flue gas, however contractor should have their own as well. For hydrostatic testing, the Government will provide hoses, pumps, gauges, labor and have the equipment set up for the contractor on testing date. PROPOSAL

INQUIRIES

Would you please extend the due date for Pre-Proposal Inquiries? I sent my first inquiry on the 22nd of December last year;

however, some of my questions have not been answered by the government still today (on the 3rd of January 2024).

Since the Pre-Proposal Inquiries period includes the holidays, it will be necessary for offerors and the government to have an extended Pre-Proposal Inquiries period so that a proper exchange of questions and answers will be able to be held.

The solicitation due date is extended from 24 January 2024 to 14 February 2024.

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 24-Jan-2024 10:00 AM to 14-Feb-2024 10:00 AM.

The following have been modified:

EVALUATION FACTORS FOR AWARD

A. BASIS FOR AWARD

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest priced, technically acceptable offer.

2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.

4. An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award.

An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.

C. EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-price factor.

Factor 1 – Corporate Experience Factor 2 – Credential Requirements Factor 3 – Safety Factor 4 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. Basis of Evaluation and Submittal Requirements for Each Factor.

Proposals submitted in response to this solicitation shall be formatted as follows. A cover letter shall accompany the proposal. Offers submitted in response to this solicitation shall be in English. The Price Proposal and Non-Price (Technical) Proposal shall be submitted in separate volumes (parts) with a cover letter which shall include:

(i) Solicitation Number and title

(ii) Name, address, phone number, point of contact, and email address of the Offeror

(iii) Name, title, telephone number and email address of person(s) authorized to negotiate on behalf of the

Offeror in connection with this solicitation

(iv) Name, title, telephone number and email address of person(s) authorized to sign contractual documents on behalf of the Offeror

(v) CAGE code / Unique Entity Identifier (UEI)

The proposal shall consist of two (2) separate parts:

Part I – Price Proposal Part II – Non-Price (Technical) Proposal

Tab 1: Factor 1 – Corporate Experience Tab 2: Factor 2 – Credential Requirements Tab 3: Factor 3 – Safety Tab 4: Factor 4 – Past Performance

Prices shall be submitted in Japanese Yen only. At the discretion of the Contracting Officer, price proposals not priced in Japanese yen may be deemed non-responsive, and will not be eligible for award. DO NOT PRICE or CHANGE THE PRICE ON NON-RECURRING CLINs 0002, 0004, 0006, 0008, & 0010, IT IS A PREPRICED NOT TO EXCEED (NTE) AMOUNT.

- Signed Copies of all amendments (if applicable) acknowledgement.

- Completed Exhibit Line Item Numbers (ELINs) spreadsheet as provided in Attachment J-0200000-08 to support the amounts specified for each Contract Line Item Number (CLIN) on the SF1449 – Continuation Sheet. DO NOT DELETE OR ADD ANY COLUMNS OR ROWS TO THE PROVIDED ELIN SPREADSHEET. The price proposal shall be submitted in both Adobe PDF and Microsoft Excel format. In the event that there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended offer and the total of the CLINs, SLINs, or ELINS will be recomputed accordingly. The CLIN, which includes recomputed contract SLINs or ELINs, will also be recomputed to take into account the change in the contract SLIN or ELIN. If the offeror provides a total amount for a CLIN, SLIN or ELIN but fails to enter the unit price, the total amount divided by the CLIN, SLIN or ELIN will be held to be the intended unit price.

Although not part of the price evaluation, Offerors should also include the following items if available with their price proposal to assist the Government in validating eligibility to receive an award:

- A copy of current SAM registration: All offerors (i.e., whether individually or as a joint venture, etc.)

- Financial Capability: Offerors shall provide evidence of financial capability. In accordance with

FAR9.104-1 responsibility determination, a contractor must have adequate financial resources to perform the contract. Offerors shall provide the latest three years complete fiscal year financial statements (Kessan Hohkoku Sho) for the prime contractor, certified by an independent accounting firm, if practicable or at least by an authorized officer of the organization. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in the solicitation. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

Part II – Non-Price (Technical) Proposal:

Offeror shall submit the non-price proposal in PDF including each factor specified below.

Factor 1, Corporate Experience:

Submit a maximum of five (5) projects performed by the company that are relevant to work requirements specified in the solicitation, using the attached Experience Form (Attachment C). One project shall be submitted per Experience Form.

For purposes of this evaluation, a relevant project is defined as one that meets all of the following:

(i) Scope and Complexity: A project or combination of projects that demonstrates experience with

Boiler and Unfired Pressure Vessels (UPV) Inspection, Testing, AND Certification Services;

(ii) Recency: A recent project is defined as a project completed within the past 10 years of the date of issuance of this solicitation or ongoing and have completed at least 10 consecutive months of performance at the time of proposal submission; and

The attached Experience Form (Attachment C) is mandatory and shall be used to submit for each project(s) information. If combined project, the combination of projects will be counted as one (1). Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project experience data sheet shall not exceed 2 pages. Any data submitted in excess of the 2 pages will not be considered/evaluated.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the contract requirements as described above.

The Government is seeking to determine whether the Offeror has demonstrated relevant experience as defined herein.

An Offeror will be rated “Acceptable” if an Offeror’s submittal contains a minimum of 1 project or combination of projects that meets the definition of a relevant project as defined in the solicitation submittal requirements. (For JV offerors, a minimum of 1 project submittal from one respective JV partner that meets the definition of a relevant project(s)).

An Offeror will be rated “Unacceptable” if it fails to meet the requirements to be rated acceptable described above.

A proposal receiving an “Unacceptable” evaluation rating for Factor 1 will be ineligible for award.

Factor 2, Credential Requirement:

THE PROPOSAL. AN OFFEROR

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment D), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Ms. Chizuru Akamine, via email at Chizuru.akamine.ln@us.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1, Corporate Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed 2 pages in total.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

The evaluation will consider how well the Offeror performed relevant project(s) or combination of projects submitted under Factor 1, Corporate Experience and may also consider past performance on other relevant project(s) currently documented in known sources.

The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Offeror’s performance. This evaluation is separate and distinct from the Offeror’s responsibility determination. The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s probability successfully meet the requirements of the solicitation.

(ii) A pattern of deliverables that are timely and of good quality;

(iii) A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and

Therefore, the Offeror shall be determined to have Unknown past performance. In the context of acceptability/unacceptability, “Unknown” shall be considered “Acceptable”.
