About this file
This document is an amendment to a solicitation for an Indefinite Delivery/Indefinite Quantity Multiple Award Construction Contract for small magnitude design-bid-build projects for Marine Corps Base Camp Butler and Commander Fleet Activities Okinawa in Japan. The amendment incorporates government responses to contractor questions, revises specifications, and provides clarification on proposal submission procedures. Key details include that the contract is for small projects ranging from $3,000 to $25 million in value, the Department of the Navy Naval Facilities Engineering Command is the issuing agency, specifications for electrical wiring and cables were updated to allow 24 months instead of 12 months for cable age, and proposals may be submitted through the DoD SAFE system if the solicitation module in PIEE is unavailable due to technical issues.

40 2/16/2024 Solicitation and Supporting Documents
Solicitation documents states requirement is a “MACC for small magnitude size DBB projects”, and Attachment 2 includes specifications for “Okinawa Mini-MACC”, yet Section 00 10 00 (B)(4) states Task Orders will have a range of up to $25,000,000 of yen equivalent (about ¥3,400,000,000).
Confirm this requirement is a “Mini- MACC” solicitation and listed Task Order range is correct?
Yes, This is a small magnitude size DBB projects, Okinawa Mini MACC. Task order range is between $3,000 and $25,000,000 or Japanese Yen equivalent.
41 2/16/2024 P74 of
Solicitation Section B
Solicitation Page 74 of 77, Section B, states if a MACC Contractor does not intend to submit a proposal in response to Task Order RFP, the MACC Contractor shall notify the Contracting Office in writing, within two (2) days of receiving the Task Order RFP. Contractors require receipt of RFPs, review of RFPs, attendance at Site Visit, submission of PPIs and government responses to PPIs, followed by discussions with supporting resources and suppliers before a contractor can determine their intent to provide a proposal or not. Confirm notification to the government of intent to not provide a proposal can be submitted at anytime during the solicitation period prior to bid?
As Solicitation Page 74 of 77, Section B states, the MACC Contractor shall notify the Contracting Office in writing, within two (2) days of receiving the Task Order RFP if MACC Contractor does not intend to submit a proposal in response to Task Order RFP.
Contractor notification to not provide a proposal can be submitted anytime during the solicitation period prior to bid.
42 2/16/2024 Main Spec 01 11 00 Section 1.3, sub-section 1.3.1
Section 1.3, sub-section 1.3.1 Term of Contract does not match solicitation documents. There are conflicts on capacity and ranges. Correct accordingly.
See Amendment 0002
43 2/16/2024 Main Spec 01 14 00 Section 1.3.2
Section 1.3.2 suggests regular working hours are from 0900 to 1700, Monday thru Friday. Regular working hours as stated are not practical nor consistent with known past MACC contract actual work hours performed. It is believed that Regular Work Hours should be defined as 0700-1800, Monday through Saturday, which is consistent with normal practice, and will also reduce contract documentation processes for both government and contractor by reducing requests and approvals for work outside regular work hours. Confirm regular work hours can be amended to more practical hours?
Regular working hours will consist of an 8 hour period established by the Contracting Officer, between 06:30 a.m. and 4:30 p.m., Monday through Friday, excluding Government holidays. Refer to Amendment 0002.
44 2/16/2024 Main Spec 01 35 26 Specification states “The SSHO must have completed the NAVFAC Far East 24-hour EM 385-1-1 Awareness Course for Contractors within 6 months of award of contract”; however, government has not scheduled classes frequently or consistently enough to accommodate this requirement. Will government be providing and or increasing the training cycles for this requirement?
Contractors should contact NAVFAC Far East for course schedules.
45 2/16/2024 Main Spec 01 45 00.00
Specification states “the QC Manager must have completed the course entitled “Construction Quality Management (CQM) for Contractors,’ training which is “periodically provided by the government”; however, government has not scheduled classes frequently or consistently enough to accommodate this requirement. Will government be providing and or increasing the training cycles for this requirement?
CQM Training for Contractor(s) will be provided as need. The Contractor(s) must contact PWD Okinawa or MCB Butler for training cycles.
46 2/16/2024 DOW – Seed Project Section VIII, #1
Seed Project DOW, Section VIII, #1, states to “See Submittal Register”.
Provide Seed Project specific Submittal Register?

47 2/16/2024 Solicitation On current MACC requirements, NAVFAC is utilizing “contractor employees” to perform “inherently government functions” to manage post-award Task Order requirements. U.S.
government policies and regulations are very specific on the limitations of “contractor employees” roles related to contracts. Will the government continue to utilize contractor employees in the
Per DFARS Clause 252.201-7000, the contracting officer's representative (COR) is designated by the Contracting Officer and shall be an employee, military or civilian, of the U.S. Government, a foreign government, or a North Atlantic Treaty Organization/coalition partner. 48 2/16/2024 14 26 20 00 2.9 Wires and cables
The specifications for this Mini-MACC states that the wires and cables to be use for any project should be manufactured within 12 months prior to date of delivery.
The current UFGS (dated October 2023) however have updated this section and made changes allowing 24 months prior to date of delivery.

See revised specifications section 26 20 00 dtd 29 February 2024.
49 2/16/2024 Regarding the seed project, when removing the existing hot water generator, may the ceiling at the entrance be removed and reinstalled?

iv.e
Where one member of a Joint Venture will be responsible for performing any work requiring a construction license, can a Joint Venture offeror comply with solicitation section 00 21 16, paragraph O.3.(a).(1).iv.e by submitting that member’s construction license in lieu of a license in the name of the JV?
Given the proposal provides a copy of the JV agreement and a detailed statement describing this type of partnership between the business entities, the one JV member responsible for performing work requiring a construction license may provide their license in the proposal. An offer may be rejected if the company name identified on the submittals is different from the JV, LLC or LTD name identified on the agreement.

All proposals (with all required supporting documentation) shall be electronically submitted through the Department of Defense (DoD) Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE) or hand copy (hand-delivered or mailed on a CD-ROM) so that they are received by the date and time specified in Block 8 of the Standard Form (SF) 1442. If electronic submission to the Solicitation Module in PIEE is not possible due to technical issues with the website (i.e. solicitation could not be located), proposals may be submitted through DoD SAFE. Email proposals will not be accepted.
Proposals shall be submitted in English in the format described in M. PROPOSAL SUBMISSION
- FORMAT.
Proposal Submission using DoD SAFE
This method may only be permitted if electronic submission to PIEE is not possible due to technical issues.
1. Submit an email request to the Contract Specialist requesting a link to upload proposal through DoD SAFE.
Provide the email address or addresses of where the link should be sent to.
2. Follow the instructions on the DoD SAFE system-generated email to upload your electronic proposal.
It is the Offerors responsibility to ensure that the Government receives proposals by the deadline stated in the solicitation.
As a result, it is highly recommended that Offerors submit the email request at least two (2) business days prior to the proposal deadline to ensure that the Government receives the email request, that the DoD SAFE system-generated email is sent to the Offeror, that the Offeror has sufficient time to upload files to DoD SAFE, and to allow the Government to confirm receipt.
