About this file
This document is Amendment 0001 to Solicitation N4008424Q2201 for Fire Protection Systems Preventative Maintenance and Inspection Services at Marine Corps Base Camp Butler, U.S. Naval Hospital (USNH) and Branch Clinics/Facilities in Okinawa, Japan. The amendment provides responses to 22 questions submitted by offerors, including clarification on the applicability of UFC 3-601-02 standards, responsibility for emergency light bulb replacement, and the use of local Japanese fire extinguishers. It also confirms that backflow preventers not related to the fire protection system are included in the contract requirements, provides information on accessing the government's CMMS system, and extends the proposal due date from April 1 to April 8, 2024. The underlying solicitation is for a single-award IDIQ performance-based service contract with a 12-month base period and four one-year option periods to provide all labor, supervision, and materials required for the preventative maintenance and inspection of fire protection systems at the specified facilities in Japan.

10 Section C - 0200000 Spec Item 2.2.4 The Joint Commision
(TJC)
Requirements
Performance Work Statement 0200000, 2.2.4, a)2) requires contractors to ensure employees meet TJC’s competency requirements; however, these requirements are not defined. Provide all TJC Competency Requirements for employees?
The Joint Commission regularly updates requirements. Any updated requirements need to be met. This is standard for work performed in healthcare facilities.
11 Performance Work Statement 0200000, 2.2.4, b) requires contractors to maintain records, documentation, and binders to validate compliance with EC Standards related to Utility Systems, Life Safety Standards, Interim Life Safety Measures, and make said requirements available to government, 3rd Patties, FM, Navy, and/or TJC. Provide copies of all required Standards to be complied with, as well as documentation templated expected to meet the documentation requirements as set forth in this clause?
The Joint Commission regularly updates requirements. Any updated requirements need to be met. This is standard for work performed in healthcare facilities.
12 Performance Work Statement 0200000, 2.2.4, d) requires contractors to be prepared for unannounced surveys “at any time”. For bidding purposes, define the expected quantity of unannounced surveys to be conducted annually?
Historically there are estimated to be 2 unannounced inspections per year.
13 Performance Work Statement 0200000, 2.2.4, e) requires contractors to have a management program that is used to identify and document utility problems, failures, and user errors that are or may be a threat to the patient care environment. The Contractor shall identify problems. When problems are identified, the Contractor shall take actions to resolve them, document the actions, and evaluate the actions for effectiveness. Define how this requirement is to be quantified and costs applied?
This applies to any work that would affect patient care.
14 Performance Work Statement 0200000, 2.2.4, f) requires contractor to support MTF with TJC briefings, condition reports, annual reviews of Life Safety and other TJC Plans. It would seem that MTF personnel and associated government personnel would be responsible for TJC requirements and based on contractor documentation submitted as required by the contract. It appears that contractor is being requested to perform inherently government functions related to TJC requirements, inspections, and certifications. Can government provide more specific requirements expected of the contractor related to JTC?
The requirement does not constitute an inherently governmental function.
15 Performance Work Statement 0200000, 2.2.4, g) does not specify the line between government responsibility related to JTC and contractor responsibility related to JTC and in fact appears many contractor functions reflected in PWS appear to be government functions. Can government provide more specific or clear delineation between contractor requirements and government requirements related to JTC?
Compliance with The Joint Commission standard and training is necessary for this contract.
16 Section C - 0200000 Spec Item 2.2.5 Annual RPIE Validation /
DMLSS-FM
Updates
Performance Work Statement 0200000, 2.2.5, states contractor “shall use” government computerized maintenance management system to manage all work. Define contractor’s access to CMMS location, hours of available access, what training will be provided to contractor related to use of CMMS, and if a CAC card is required for access to CMMS?
Access to DMLSS does not require a government computer. Contractor will provide computer and computer operator to input data. A CAC is required to access DMLSS.
17 Performance Work Statement 0200000, 2.2.5, states contractor “shall use” government computerized maintenance management system to manage all work. If CMMS use will not be contractor responsibility, recommend removal of this requirement.
CMMS is required.
18 While contract is related to Fire Protection System Preventive Maintenance and Inspection Services, it would appear that RPIE Inventory requirements would be requirements above and beyond Inspection and Maintenance Services, and furthermore appears to include inventory requirements of assets external to Fire Protection Systems. Confirm limitations of RPIE as it is related to this contract?
Tracking of inspection schedules, materials uses, RPIE of fire systems inventory, and other information related to maintenance and repair shall be tracked in CMMS.
19 It appears that to perform RPIE requirements, contractor must utilize CMMS. Confirm contractor will be utilizing government CMMS?
If CMMS is not used, how is RPIE document to be handled?
materials uses, RPIE of contracted inventory, and other information related to maintenance and repair shall be tracked in CMMS.
20 Preventive Maintenance Repair Works must be entered into DMLSS-FM. Will contractor have access to DMLSS-FM for input and if not, how is input to be handled and what documentation is required?
materials uses, RPIE of contracted inventory, and other information related to maintenance and repair shall be tracked in CMMS.
21 Section C - 0200000 Spec Item 2.6.8 Government's Computerized Maintenance Management Systems
