2. DEFINITIONS
BEGINNER LEVEL 1. No English language or Minimal English Language proficiency. No practical ability to use the English language. This means that you can only meet your immediate needs by using rehearsed words and phrases. Your vocabulary is severely limited, and you frequently revert to words in your native language to get your point across.
BEGINNER LEVEL 2. Elementary proficiency. Requires a basic understanding of the English language involving speaking, reading, and writing. Language exchanged between employees at this level and the non-Japanese or non-Korean speaking personnel consists of basic words, often in unrelated sequences, where the primary requirement is to convey or to comprehend basic ideas or intentions. Specialized terminology may be used when it is limited in variety and/or is used repetitively in daily operations of the assigned area of work. This level does not apply to work situations where the use of the English language is limited in that the names of items are traditionally in the English language and are known to the workers in the non-Japanese form.
INTERMEDIATE LEVEL 1. Average proficiency. Average proficiency requirement. Requires a good understanding of the English language involving speaking, reading and writing. Language exchanged between employees at this level and the non-Japanese speaking personnel consists of words and phrases comprising complete sentences on a subject matter that requires two-way queries and responses to assure mutual understanding of the inter-related sequences; for example, a worker who discusses a work assignment with the supervisor to obtain specific information on the details that must be accomplished in completing assignments. Technical terminology is used at this level when it is advantageous to use it in the course of understanding and completing assignments but where no substantive discussion of the technical terms is involved.
