1.7 Since the offeror cannot verify the
condition of all equipment under this contract prior to bid, is the contractor able to perform an initial inspection of equipment during the mobilization period and provide a non-recurring work order offer to the government for any discovered deficiencies, in order to repair the equipment and bring it to a maintainable level?
The condition of all VTE systems, with the exception of dock level devices (DLs), have been maintained by the current VTE maintenance contractor and approved by the inspector and remain maintainable for the next contract period. As stated in Page 43 of PWS, Spec Item 3, Recurring Work, "the Government has been conducting breakdown maintenance on the DL instead of PM", DLs identified as defective and malfunctioning by the Government prior to start of this contract may be repaired by the Government. The Contractor shall perform an initial inspection of the DL on the first scheduled Preventive Maintenance (PM) work and request the Government to issue a non-recurring work orders for any deficiencies found, and shall repair the equipment to a maintainable level ready for the initial certification in November or January (refer to J-1502000-12 for the Inspection, Testing, and Certification (ITC) schedule). This non-recurring work will not be included in Page 48, 3.1.3, Routine Service Orders and Page 49, 3.2, Preventive Maintenance (PM) Program.

2.8.4 In regards to performing weight
tests (once every 5 years), is the government able to support the contractor by escorting the personnel and vehicle bringing weights onto the Iwakuni base?
(Note: since the weights need to be rented, the person and vehicle transporting the weights will not have an access pass.)
No, the Government will not escort Contractor personnel and vehicles that have not obtained DBIDS.
Contractor shall obtain DBIDS or request escort privilege. Refer to Page 43 of PWS, Spec Item 2.8.4, Access to Installation.
Please note that MCAS Orders are subject to change and the Contractor shall confirm the latest escort privileges as necessary.

2.8.4 In relation to the previous question
#2, in the past, when transporting weights onto the base without possessing an access pass, the weights had to be unloaded at the gate for inspection. Please clarify if this is a requirement when accessing the base. If this is the case, is the contractor able to charge additional fees at that time for such an occurrence? Or should these fees be added into the costs during the initial bid?
Please note that the question #2 mentioned left has been renumbered to question #4. If DBIDS is not obtained, the Government security department will require the weights to be unloaded at the gate for inspection.
If the Contractor plans not to obtain DBIDS when transportation the weights to the Installation, the associated cost shall be included in the initial proposal.
