1 Solicitation
As per the solicitation, the bid due date is 15-July but the contract start date is 2-August. This provides the winning bidder only 2 weeks to setup and prepare to start work. We feel this provides the incumbent and unfair advantage since they would already have everythinng in place to perform the work.
