QUESTION GOVERNMENT RESPONSE

1 Award May we request the previous bid tabulations and/or contract award to ensure we provide the most competitive submission possible for review?

The current contract, N4008415D6000, was awarded on 26 May 2015.

All information can be found at Federal Procurement Data System (https://www.fpds.gov).

2 Pg. 258/263 We notice on the PWS that there are items listed as being performed daily, as well as twice per day. We perceive this as meaning we are servicing all Three (3) pools daily, and even twice per day, Year Round. Can you confirm all three pools are serviced Year-Round, or do we go off of Page 262’s schedule below of the pools being closed part of the year?

Main Base and Hario Outdoor Pools: 1 May - Sept 30th

Indoor Training Pool: Service is Sept 1st through the 31st of May

The pools are NOT serviced year-round, they are serviced only during the period of pool operation that is listed on the “Pool Operation Period”, Attachment J-1503040-04. The Contractor’s work is only required for the pool operation period.

3 Pg. 12 We want to confirm that the Government will be paying for the electricity and water to fill/operate the pumps, chemical feed pumps, etc. in section 2.4.2 it states that we are responsible for paying utilities.

“The Contractor is responsible for the cost of all utilities at all Government- provided facilities and any additional Contractor-owned facilities, at prevailing Naval Station rates. The Contractor will be billed directly for all utilities provided to all Contractor occupied facilities.

Historically, electrical and water utility consumption at the Government- Furnished Facilities has averaged approximately 103,211 MWH of electricity and 161,851 KGAL annually. “

Our question is do we need to budget to finance the operation of the pool when it comes to monthly utilities, and if so, at what point is the Government responsible for utilities in the case of the system being down, pool leaking, etc.?

Yes, the Government will pay for the water and electricity costs that will be utilized to perform required work at the workplace, which includes the mechanical rooms in this contract.

No, there is no need to include utility cost in the Offeror’s cost/price proposal as there are no Government- provided facilities (Spec Item 2.4.1) or Contractor-owned facilities for this requirement.

4 Pg. 47/264 Recurring Work

And if so, Hario HSG’s closed day” Monday” requires no Operator working?

No, pool operators are not required to stay at the work site during pool operation times. It is up to the Contractor to establish an appropriate work schedule that allows the performance of the operation and maintenance of the water treatment system as listed in J-1502000-05 and J-1503040-05.

Yes, operation and maintenance is still required on the day the pool is Closed. The water treatment system is continuously running to maintain the water quality during the pool operation period.

Yes. Per Annex 2 Spec Item 2.5 Contractor-Furnished Items; “the Contractor is required to provide a locker for chemical containers”.

6 Pg. 40-41/264 Preventive Maintenance (PM) Program

1502000 Spec Item 3.2 『The Contractor is fully responsible for and shall perform Any repairs, including replacement, discovered during Scheduled Maintenance work up to a total of ¥300,000 per Occurrence.』(40PG) 『A non-recurring work task order may be issued for repairs Exceeding the liability limit.』(41PG) We understand that the issued non-recurring work task order will cover the whole amount of the cost including the liability limit (¥300,000).

Is our understanding acceptable?

A non-recurring work task order issued for repairs exceeding the liability limit of ¥300,000 will be paid for the full cost incurred minus the liability limit.
