1 07‐Jan‐20 14 2.5 2 Will the government turn over to the contractor any computer laptops and software, to monitor and operate any DDC systems?
No, the Government will not turn over any laptop computers to the Contractor. It'll be a Contractor‐furnished Items.
2 07‐Jan‐20 15 2.6.6 1 We would like to confirm that we are not required to access MAXIMO to enter or retrieve work order or other information.
That is correct. The Contractor is not required to access MAXIMO. 0001
3 07‐Jan‐20 17 2.7.1.1 2.7.1.2 2.7.1.3
1 Contract states that the "PM or alternate shall be on‐site (any given work site)". Does the same hold true for the QM and SSHO? (i.e.‐ is 1 (one) QM and 1 (one) SSHO sufficient for this contract?)
Yes, it does the same hold true for the QM and the SSHO, however, the Government is not limiting the number of respective Key Personnel. It is the Contractor's responsibility to manage and determine the number of Key Personnel to meet all the contract requirements (please refer to the Spec Item 1.8.2, Contractor's Knowledge of Annex 1 (PWS_page 5) and Spec Item 2.6, Management of Annex 2 (PWS_page 14) for more information). If 1 (one) QM is not sufficient to ensure the quality of services (preparing and enforcing QMS and ensure performance objectives and standards are met), the Contractor shall provide / assign sufficient number and personnel as the QM; the same hold true for the PM and the SSHO.
4 07‐Jan‐20 17 2.7.1.3 1&2 Contract states "a minimum of one Competent Person (CP) at each project site". Then later states "A CP shall be provided for all of the hazards identified in the Contractor's Safety and Health Program in accordance with the accepted APP". We would like to confirm that the CP is only required at each project site that contains hazards identified in the APP.
As stated in this Spec Item, the SSHO and CP must meet the requirements of EM 385 1‐1 and 29 CFR 1926.16.
The CP addressed in the first paragraph of this Spec Item is the requirements for the SSHO. The CP addressed in the second paragraph of this Spec Item is the requirements for the CP for all of the hazards identified in the Contractor's Safety and Health Program in accordance with the accepted APP. Therefore, if assigned CP function as the SSHO does not meet the requirements and qualification as the CP for hazards identified on the project site(s), then appropriate/additional CP(s) shall be provided to ensure the safety. Requirements/qualification is deferent by hazards (e.g., scaffolding, fall protection, confirmed space, or other activities) as specified by OSHA and EM 385‐1‐1).
5 07‐Jan‐20 17 2.7.1.3 1&2 Can a technician be designated as a Competent Person, while also continuing to work at the site as a technician?
If this inquiry is for the CP function as the SSHO, the answer is No. The technician cannot be the CP functioning as the SSHO.
If this inquiry is for the CP for specific hazards identified at the work site and not function as the SSHO, then the answer is Yes; the Contractor can assign the technician as the CP.

13 17‐Jan‐20 351 J‐1502000‐03 Remarks #3
As discussed during the prebid conference, rooftop access to 25 buildings is not available (Bldgs 9119 ‐ 9149) and needs to be prepared by contractor. We believe that 2 additional locations, bldgs 1005 and 6010, also do not have rooftop access. How does the government intend to reimburse the contractor for costs associated with providing access to these locations? Should associated costs be included in the ELINS for those buildings, or does the government intend to issue a task order to reimburse associated costs whenever access is required?
Government response will be provided by a separate amendment.
14 17‐Jan‐20 N/A N/A N/A Is the contractor responsible for maintenance of the kitchen range hoods and/or bathroom exhaust fans in each Family Housing unit? If so, please provide an inventory list for associated equipment.
Government response will be provided by a separate amendment.
15 17‐Jan‐20 N/A N/A N/A During the prebid conference, we visited the corrosion control hangar.
Is it the contractor's job to maintain the filters of this corrosion control hangar? If so, please provide information about the filters:
What is the frequency of which filters are to be replaced?
Please provide specifications for the filters (manufacturer, model, size, etc.).
Please provide the number of existing filters in the system.
Are existing filters to be disposed as Hazardous waste?
If filters are disposed as Hazardous waste, to what extent is contractor responsible for disposal (i.e.‐ moving them to the hazmat storage area, where government will take over control)?
Government response will be provided by a separate amendment.
16 17‐Jan‐20 N/A N/A N/A Please provide information on the materials used in the corrosion control hangar, so we can assess what level of PPE is required and/or please provide a list of required PPE when replacing the corrosion control hangar filters.
Government response will be provided by a separate amendment.
17 17‐Jan‐20 17 2.7.1.3 Related Info
Since there are numerous work sites under the contractor's responsibility, is it acceptable for the SSHO to tour the installation and be available at any given work site within a response time of 10 minutes from the government's request? With the SSHO roaming and available within 10 minutes at any given time, is it acceptable to have a Competent Person at a work site only for conditions where hazardous conditions identified by our AHA are at a level of High Risk or greater?
Government response will be provided by a separate amendment.
18 17‐Jan‐20 40 2.15.2 Related Info 1‐3
If the contractor makes a recommendation to replace equipment being maintained under this contract, due to deteriorated condition or for other reasons, will a non‐recurring work task order be issued without being liable for the service order threshold limit?
Government response will be provided by a separate amendment.

19 17‐Jan‐20 40 2.15.2 Related Info 1‐3
In situations where an emergency service order threshold is exceeded and an urgent or routine service order is created to continue the work, if the new service order threshold is also exceeded and a task order is then awarded, is the contractor liable for JPY600,000 to cover the costs of both the emergency and the follow‐on service order?
Government response will be provided by a separate amendment.
20 17‐Jan‐20 40 2.15.2 Related Info 1‐3
In situations where a deficiency is discovered and repairs greatly exceed the maintenance threshold of JPY350,000, will the government follow‐on work consist of a service order or will it go directly to a non‐ recurring work task order? If a service order is issued as the follow‐on work, followed by a task order, is the contractor liable for the maintenance threshold as well as the service order threshold for all task orders in this type of situation (JPY700,000)?
We would like to inform the government that if the contractor is liable for this amount, for all inventory under this contract, the basic cost of this contract will greatly increase to offset the risks borne by the contractor.
Government response will be provided by a separate amendment.
21 17‐Jan‐20 49/50 3.1.1 Related Info
We understand that once an emergency has been arrested, government may issue a routine or urgent service order for follow‐on work. We would like to confirm that when a Routine or Urgent service call exceeds its threshold, a second service order cannot be made to continue the work. Any further work would require a non‐recurring work task order.
Government response will be provided by a separate amendment.
