Currently, the plasterboard stored at the R&G
Laydown area contains a lot of Rockwall, that is similar to plasterboard but not disposed of the same way, and must be seperated. Under the new contract will the plasterboard and rockwall be properly segregated, or will that be the responsibility of the contractor?
The Government will not further separate the waste.
Please refer to the first paragraph in Spec Item
3.2 of 1503030.
3 61 Annex 15, Spec.Item 4.1

"According to the Japanese WASTE MANAGEMENT AND
PUBLIC CLEANSING LAW,
Generators of waste that directly dispose of waste at a final disposal facility must have a contract with the final disposal facility.
In the case of waste that is delivered through the intermediate disposal facility before final disposal, it means "use the contract between the intermediate disposal facility and the final disposal facility to perform final disposal."
The final disposal facility that accepts “waste from intermediate waste disposal facilities,” do not have contracts with the generators of waste.
So, we are not allowed to enter into a joint venture agreement with the final disposal site because the waste generator does not have a direct contract with the final disposal site to receive the "waste from the intermediate waste treatment facility".
When disposing of “waste from an intermediate disposal facility” by a final disposal company, as a substitute to a
J.V. Agreement, the only way to show the final disposition of the waste is to provide the contract between the intermediate disposal facility and the final disposal facility. Would it be proper to have a J.V.
Agreement with the direct handlers of the generated waste and substitute the contracts between the indirect handlers of the waste (intermediate disposal facility and the final disposal facility) for participation in this tender?
In conclusion, our understanding is that this partnership is regarded as a LTD (limited partnership) and that we can substitute the contract concluded between intermediate waste disposal facilities and the final waste disposal facilities for a J.V. Agreement, is it correct?
If the Contractor is a Joint Venture company, all disposal facilities, including final disposal facilities, shall be part of it.
8 18 Annex 2, Spec.Item 2.7.1
Can any member of a J.V. become a key person as long as they have the qualifications and knowledge, regardless of their affiliation in the
J.V.?
Yes. Please pay special attention to the information regarding Joint Ventures found in the solicitation. For example, 11. JOINT
VENTURES (JV), LIMITED LIABILITY COMPANIES
(LLC), LIMITED PARTNERSHIPS (LTD), AND ETC
contain specific submittal requirements and information regarding joint ventures.

The definition of rubbles states it is concrete and other debris. Does this include plasterboard? If so, can it be destinquished as a separate category?
Plasterboard at R&G Laydown Area can be distinguished as a separate category if a proper container is furnished by the Contractor.
Please see J‐1503010‐12 for the historical disposal information of plasterboard.
10 13‐14 Annex 2, 2.4.1 11
When the location of Bldg.#714 is changed, the surrounding area must be returned to it`s original condition at the contractor`s expense.
When removing the contractor furnished facilities, we would like to be sure that the material removed doesn`t fall under mandatory government recycle materials. The cost of removal is dependent upon the removal companies ability to recycle the material themselves.
The requirement of turning in the QRP acceptable items to the Recycle Center only applies to the waste generated by the
Government.
The Contractor‐generated waste may be turned in to the Recycle Center but it is not a requirement.
Please refer to Spec Item 2.10.2.4 of Annex 2.
11 43 2.3.1.4 1,2,3
"Responsible individial or office in charge for signing and retaining the manifest forms will be provided by the COR." means that the generator of industrial waste to be mentioned on the manifest will be the government? (i.e.
not the contractor)
This contract is for collection, transportation and disposal of the waste generated by the
Government.
