QUESTION GOVERNMENT RESPONSE
1 Solicitation P8 of 55, titled “Proposal Submission
Solicitation documents reflect the requirements for submission will include a Non-Priced Technical Volume, and a Priced Volume.
Solicitation documents do not suggest the process for this solicitation to be a 2 stage selection process. However, Proposal Submission requirements specifically states that only the Non-Priced Technical Volume is required to be submitted by 06Aug18 at 1000am. Proposal Submission requirements state “Technical Proposal for Factors 1, 2, and 3 shall be submitted on or before 06Aug18 at 1000am or as amended””. This does not define when the Priced Volume is to be submitted.
Please clarify?
It is revised to "Proposal Submission" shall include Price Proposal and Non- Price/Technical Proposal. The paragraph III.
PROPOSAL SUBMISSION
REQUIREMENTS is updated. The conform document will be provided on next issued amendment.
2 Solicitation P33 of 55, #3, “Requirements for Proposals”
Solicitation states that contractors must submit 3 quotes for all materials and equipment over $5,000 as back-up with each Task Order proposal submitted. For under $5,000, submit only when requested. Can government confirm that 3 quotes are required when material is over $5,000 to be submitted with Task Order Cost Proposal at bid, or will this be amended to read “when requested”?
This statement is revised to read "As part of the submission requirements, the Contractor may be requested to provide the three (3) lowest quotes the Contractor received in support of material/equipment and subcontractor costs in excess of $5,000."
The revised solicitation will be provided by conform document on next amendment.
3 Solicitation P33 of 55, #3, “Requirements for Proposals”
If requirements as stated in Question 3 are not amended, request government provide more definitive requirements on this process for submission?
See Government response for Question No.2.
4 Solicitation P54 of 55, 5252.229-9302
– Consumption Tax Exemption
Solicitation states “Procedures for Contractors to obtain a consumption tax credit are described in a handbook that may be obtained from Procuring Contracting Office”. Please provide a copy of this handbook (electronic or hardcopy)?
The Procuring Contracting Office does not have the handbook. But instead see attachment
03 "USFJ INSTRUCTION 51-5 OBTAINING
EXEMPTION FROM JAPANESE TAXES
COMPLIANCE WITH THIS PUBLICATION
IS MANDATORY".
5 Solicitation Page 4 of 55 and Section 01 11 00, Page 8 of
Solicitation Page 4 of 55, Instructions to Offerors defines the minimum guarantee as $2500.00 while Contract Requirements Section 01 11 00, Page 8 of 1164, paragraph 1.2.2, defines the minimum guarantee as $5000.00.
The correct minimum guarantee is $2500.00.
The Contract Requirements Section 01 11 00, Page 8 of 1164, paragraph "1.2.2 Minimum Guarantee, The minimum guarantee is $5,000 or its Japanese Yen equivalent" is deleted and
Which is the correct minimum guarantee? revised to "See RFP/Contract".
Revised/Finalized specification will be provided on next issued amendment.
6 Contract Requirements Section 01 32
16.00 20, Page 43 of 1164
Section 01 32 16.00 20 is titled “Small Project Construction Progress Schedules”; however, After the Title on Page 44, it appears that the boiler plate for Large Design and Construction Progress Schedules Section 01 32 16.00 33 has been inserted. In that this is a Mini-MACC contract, Design-Bid-Build and DOW type Task orders, it would appear the incorrect schedule specification boiler plate has been inserted into the wrong spec section. Please confirm schedule requirements?
In general, the scheduling requirements included in the specs are correct. References to design have been removed, table of contents and headers have been updated to accurately reflect the body of the specifications.
Revised/Finalized specification will be provided on next amendment.

IV. EVALAUTION FACTORS FOR AWARD
A. BASIS FOR AWARD
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award a basic contract to up to five responsive, responsible offerors submitting the lowest priced, technically acceptable proposals. The seed project shall be awarded to the responsive, responsible contractor offering the lowest priced technically acceptable proposal for the seed project.
2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the
Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The number of proposals to be evaluated for technical acceptability may be limited to a minimum of three and up to ten (10) lowest priced offers at the discretion of the contracting officer.
4. An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award.
An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions.
