INSTRUCTIONS TO PROPOSERS
PHASE I
PART 1 GENERAL
1.1 GENERAL OVERVIEW
This RFP is for an Indefinite Delivery Indefinite Quantity Design Build Multiple Award Construction Contract (IDIQ DB MACC) for construction services at Naval Station, Great Lakes, Illinois and Department of Defense facilities within a 450 mile radius of Naval Station, Great Lakes, IL.
The North American Industry Classification System (NAICS) for this requirement is 236220, Commercial and Institutional Building Construction with a Size Standard of $33,500,000. Task Orders will be Firm Fixed Price (FFP) and are estimated to be within the range of $200,000 and $3,500,000; however, smaller and larger projects may also be considered. The contract term will be for a six month base period and four option periods of 12 months each.
The government anticipates awarding a maximum of six IDIQ contracts under the DB MACC.
The work includes new construction, renovation, alteration, repair, and design/build capability for Naval Station, Great Lakes, Illinois and Department of Defense facilities within a 450 mile radius of Naval Station, Great Lakes. The maximum value of all of the orders that may be placed during all of the ordering periods under all of the contracts awarded is $50,000,000. The minimum guaranteed amount is $5,000 to each contractor. Only the base period of the contract will offer a minimum guarantee.
The solicitation will utilize source selection procedures in accordance with FAR Part 15.101-1, Tradeoff Process, and an award will be made to the offerors whose price and technical proposal provides the best value to the Government using the trade-off approach.
1.2 DESCRIPTION OF ACQUISITION
1. This acquisition will result in a Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite Quantity (IDIQ) Design/Build Multiple Award Construction Contract (DB MACC) for new construction, renovation, alteration, and maintenance/repair with design capability required for Naval Station, Great Lakes and Department of Defense (DoD) Facilities within a 450-mile radius of Naval Station, Great Lakes, Illinois. .
2. The work includes providing all labor, material, equipment, transportation, supervision and management required to perform all work associated with new construction, renovation, alteration, repair, and design/build capability at Naval Station, Great Lakes, Illinois and Department of Defense facilities within a 450-mile radius of Naval Station, Great Lakes. As stated, the capabilities that will be required for this contract include design/build competencies.
However, task order RFPs may also be issued with a government provided design. In addition, some projects may require the contractors to prepare LEED qualified designs.
The initial (seed) project to be awarded as the first task order, along with the basic contracts, is to repair MCRC facilities at Great Lakes, IL with a projected cost of $5.7 million. The seed project will provide miscellaneous repairs and upgrades to adapt the MCRC Building 3200 to augment the MCRC’s ability to support the effective and efficient training for the assigned Marine Units. The project will conform to anti-terrorism/force protection standards and follow LEED and Federal Energy Acts compliance criteria for design, development, and construction of the project. The complete Statement of Work (SOW) for the seed project will be included in Phase II of this solicitation.
The estimated range for future task orders is projected to be from $200,000 to $3,500,000;
however, smaller and larger projects may also be considered. The maximum ordering period and threshold for this DB MACC is 4 years 6 months or $50 Million, whichever comes first as indicated below:
a. Not to Exceed Limitations. The aggregate value for the base and all option periods is $50,000,000.00, which is the maximum amount the Government may order under all the contracts as a whole, including option periods if exercised. Each ordering period (CLIN) includes the dollar value of all orders that will be placed during that period. Circumstances may change after award such that the Government may need to issue orders which exceed the dollar value set forth for any particular period. Thus, the Government may place orders during any ordering period which exceed the dollar value for that period as long as the contract maximum is not exceeded. Likewise, any dollar value not consumed in an ordering period remains available for use in a subsequent ordering period.
b. Minimum Guarantee. The Government intends to issue a task order to obligate the contract minimum guarantee of $5,000 to each successful contractor. No minimum guarantees apply to the option periods. The task order to obligate the minimum guarantee will be issued concurrently with the award of the basic contract. Contractors may not invoice against this task order unless they have not been awarded a new task order within the base period.
Once the contractor receives a task order which exceeds the minimum guarantee amount, the minimum guarantee task order will be modified to de-obligate the funds from the task order.
3. CLIN 0001: Base Period: IDIQ DB MACC to provide construction, design, renovation, alteration, and maintenance for Naval Station Great Lakes and DoD Facilities within a 450-mile radius. CLIN 0002: Option Year 1, CLIN 0003: Option Year 2, CLIN 0004: Option Year 3, and CLIN 0005: Option Year 4 are also included with the same description.
4. Period of Performance for the Base Period is 29 September 2014 to 29 March 2015;
Option Year 1 is 30 March 2015 to 29 March 2016; Option Year 2 is 30 March 2016 to 29 March 2017; Option Year 3 is 30 March 2017 to 29 March 2018; Option Year 4 is 30 March 2018 to 29 March 2019. Overall Contract Completion Date is 29 March 2019.
5. The Government’s cost estimate for this work is not to exceed $10 million for the six month base period and is not to exceed $10 million for each of the four optional 12 month periods, for the total aggregate of all years not to exceed the amount of $50 million. The value of the seed project is estimated to be $5.7 million, with a minimum guarantee of $5,000 to each successful awardee not awarded the seed project.
6. This procurement consists of two phases. Phase I of the procurement is a narrowing phase in order to reduce the total proposals to be evaluated to a maximum of eight (8) offerors based on evaluation factors that include Technical Approach, Experience, Past Performance, and Safety. Only those highly qualified offerors selected in Phase I whose proposals conform to the RFP and are determined to be the most advantageous to the Government and resulting in the best value will be allowed to proceed to Phase II. In Phase II, offerors will be required to submit technical and price proposals for the initial seed project that will be funded at the time of award and will satisfy the minimum guarantee. The other selected offerors will each receive a guaranteed minimum of $5,000, funded on individual task orders. Offerors are advised that selection of Phase I and/or an award may be made in Phase II without discussions or without any contact concerning the proposal received.
7. The Government intends to award no more than six contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation.
8. The best value continuum source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15.101-1, utilizing the two-phase Design/Build selection procedures of FAR 36.3.
1.3 SUBSEQUENT TASK ORDERS
1. All contractors that are awarded a contract will compete on subsequent task orders.
Each task order will site a specific completion date and associated liquidated damages.
Contractors will be required to participate in all task order site visits and submit proposals.
Failure to participate responsibly in site visits and failure to submit proposals on task orders may result in the Government not exercising the option and extending the contract. Only the selected contractors will be permitted to compete on future task orders. Proposals received from other contractors will not be accepted. Participation in the pre-proposal conference and/or site visits for future task orders will be the responsibility of the offeror and will not be reimbursable by the Government.
2. Subsequent task orders may be awarded on either trade off or low price technically acceptable basis on the best value continuum. In addition, task orders may also be awarded solely on the basis of low price. If the Government decides to issue the task order as a trade-off, award factors will vary depending on the unique requirements for each task order. If the low price, technically acceptable method is used in the evaluation of subsequent task orders, the lowest price proposed that is technically acceptable will receive the award. If the Government decides to issue the task orders based solely on low price, past performance on earlier task orders under the contract, including quality, timeliness, and cost control shall be considered.
1.4 BASIS FOR AWARD
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, price and other factors considered.
2. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
4. For Phase I, the relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 1, 2, and 4) are of equal importance to each other respectively and when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 3).
For Phase II, the relative order of importance of the non-cost/price evaluation factors is the technical factors (Factors 2, 4, 5, and 6) are of equal importance to each other respectively and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 3). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.
5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
PART 2 PROPOSAL REQUIREMENTS
In response to this RFP, the complete proposal shall include the technical proposal in accordance with Phase I non-price factors and shall be submitted as follows:
a. To facilitate the evaluation, the technical proposal should be sufficiently detailed and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements. Substantial extraneous information in the technical proposal may be construed as indicative of the offeror’s ignorance of the subject or a casual approach to the RFP.
Statements that the prospective offeror understands and can or will comply with all specifications, statements paraphrasing the statement of work or parts thereof, and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered insufficient.
b. The proposal shall be clear, concise and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Use tabbed sections to delineate the technical evaluation factors. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the offeror’s proposal.
c. TECHNICAL PROPOSAL. The Technical Proposal shall be submitted in a volume clearly labeled “PHASE I TECHNICAL PROPOSAL FOR RFP N40083-14-R-3212 (ATTENTION: MS. MARY BETH RANKIN). DO NOT OPEN IN MAILROOM”. Offerors should address the four (4) evaluation factors FOR PHASE I ONLY and submit an original and six (6) copies. The technical proposal for Phase I is due Thursday, June 12, 2014 by 12:00 PM (NOON) Central Daylight Time (CDT).
d. Proposals are to be sent to the following address:

SECTION 00210
EVALUATION FACTORS FOR AWARD
PHASE I
1. The solicitation requires the evaluation of price and non-cost/price factors. Phase I of this procurement will result in a narrowing of offerors to a maximum of eight (8) firms based on the following Phase 1 evaluation factors:
Factor 1 – Technical Approach Factor 2 – Experience Factor 3 – Past Performance Factor 4 – Safety
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
NOTE: THE FOLLOWING IS PROVIDED FOR INFORMATIONAL PURPOSES – DO NOT
INCLUDE PHASE II NON-PRICE EVALUATION FACTORS WITH THE PHASE I TECHNICAL
PROPOSAL.
Upon determination of the contractors advancing to Phase II, those offerors will receive an amendment to the RFP, requesting a price proposal and a second technical proposal. During Phase II, a pre-proposal conference/site visit will be held providing a tour of the project site.
Along with pricing of the seed project, Phase II will include the following non-price and price evaluation factors:
Factor 5 – Technical Solution Factor 6 – Energy and Sustainable Design Factor 7 – Price
The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) PHASE ONE - Non-cost/price Factors
(1) Factor 1 – Technical Approach:
(i) Solicitation Submittal Requirements:
The composition and management of the firms proposed as the design-build (DB) team for this contract will be evaluated in this factor.
The Offeror shall submit the following information:
1. Provide a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. Clearly show on your organization chart how the roles of Safety and Quality Control will be staffed. If the experience of an entity is being claimed in Factor 2, that entity must be named in the above narrative and organizational chart.
2. The technical approach narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages) including the organizational chart. The information requested in item #2 below is not included in this page limitation.
3. In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).
(ii) Basis of Evaluation:
The assessment of the Offeror’s technical approach will be used as a means to evaluate the organizational structure and teaming relationships proposed by the Offeror. This factor will be rated on an Acceptable or Unacceptable basis.
(2) Factor 2 – Experience:
The Offeror shall submit the following information:
1. Construction Experience:
Submit a minimum of three (3) and a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as:
• Size: Varies from 10,000 SF to 150,000 SF
• Scope: Office buildings, warehouses, hangers, vehicle maintenance facilities, pre-engineered metal buildings, multi-story facilities, instructional, industrial, commercial, and municipal-type buildings
• Complexity:
o Constructed to comply with DoD Minimum Antiterrorism (ATFP) Standards for
Buildings (USF 4-010-01). At least one project of the five projects submitted must demonstrate these ATFP requirements.
o LEED Certified (Certified Silver, Gold, or Platinum). At least one project of the five projects submitted must demonstrate LEED Certification in accordance with USGBC or equivalent organizational guidelines.
o Construction included HVAC system commissioning. At least one project of the five projects submitted must demonstrate HVAC commissioning.
Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP.
A project is defined as a construction project performed under a single task order or contract.
For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded;
however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a total of five (5) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
Experience of proposed subcontractors will not be considered for construction experience.
2. Design Experience
Submit a minimum of three (3) and a maximum of five (5) relevant design projects for the design team that best demonstrates design experience on relevant projects that are similar in size, scope, and complexity to the RFP.
• Complexity:
o Designed to comply with DoD Minimum Antiterrorism (ATFP) Standards for Buildings (USF 4-010-01). At least one project of the five projects submitted must demonstrate these ATFP requirements.
o LEED Certified (Certified Silver, Gold, or Platinum). At least one project of the five projects submitted must demonstrate LEED Certification in accordance with USGBC or equivalent organizational guidelines.
Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP.
A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded;
however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor.
(ii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction and five for design. Any projects submitted in excess of the five (5) for Construction Experience and five (5) for Design Experience will not be considered.
Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.
Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.
Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.
Offerors who submit relevant projects that demonstrate experience self-performing relevant features of work may receive a higher rating than those who do not demonstrate self-performance.
(3) Factor 3 – Past Performance:
If a completed Construction Contractor Appraisal Support System (CCASS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for construction experience. If a completed AE Contractor Appraisal Support System (ACASS) evaluation is available, it shall be submitted with the proposal for each project included in Factor
2 for design experience. If there is not a completed CCASS or ACASS evaluation then submit Past Performance Questionnaires (Attachment B) for each project included in Factor 2 for both Construction Experience and Design Experience. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).
The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Mary Beth Rankin, Contract Specialist, mary.rankin1@navy.mil.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Performance award or additional information submitted will not be considered.
(i) Basis of Evaluation:
This evaluation focuses on how well the Offeror performed on the relevant projects submitted under Factor 2 – Experience and past performance on other projects currently documented in known sources. More emphasis will be placed on more relevant projects. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination.
The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive an Unknown Confidence rating.
(4) Factor 4 – Safety:
(i) Submittal Requirements:
The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture; however, only one safety narrative is required. EMR and DART Rates shall not be submitted for subcontractors.)
(1) Experience Modification Rate (EMR):
For the three (3) previous complete calendar years, 2011, 2012, and 2013, submit your EMR on your insurers letterhead (which compares your company’s annual losses in insurance claims against its policy premiums over a three (3) year period). If you have no EMR, affirmatively state so and explain why. Any extenuating circumstances that affected the EMR and upward or downward trends should be addressed as part of this element. Lower EMRs will be given greater weight in the evaluation.
(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate:
For the three (3) previous complete calendar years, submit your OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If you cannot submit an OSHA DART Rate, affirmatively state so, and explain why. Any extenuating circumstances that affected the OSHA DART Rate data and upward or downward trends as indicated on the OSHA 500 Form should be addressed as part of this element. Lower OSHA DART Rates will be given greater weight in the evaluation.
(3) Technical Approach for Safety:
Describe the plan that the Offeror will implement to evaluate safety performance of potential subcontractors, as a part of the selection process for all levels of subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety narrative shall be limited to two pages.
(ii) Basis of Evaluation:
The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The Government will evaluate the Offeror’s overall safety record, the Offeror’s plan to select and monitor subcontractors, any and innovative safety methods that the Offeror plans to implement for this procurement. The Government’s sources of information for evaluating safety may include, but are not limited to, OSHA, NAVFAC’s Enterprise Safety Applications Management System (ESAMS), and other related databases.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The evaluation will collectively consider the following:
- Experience Modification Rate (EMR)
- OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate
- Offeror Technical Approach to Safety
- Other sources of information available to the Government
(1) Experience Modification Rate (EMR):
The Government will evaluate the EMR to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward or downward trends and extenuating circumstances that impact the rating. Lower EMRs will be given greater weight in the evaluation.
(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate:
The Government will evaluate the OSHA DART Rate to determine if the Offeror has demonstrated a history of safe work practices taking into account any upward or downward trends and extenuating circumstances that impact the rates. Lower OSHA DART Rates will be given greater weight in the evaluation.
(3) Technical Approach to Safety:
The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The Government will also evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.
