AMEND 0002-QUESTIONS & ANSWERS
Questions & Answers #2
Updated 8/14/2013
For Informational Purposes Only
Custodial Services at NSA Crane, IN and Glendora Test Facility, Sullivan, IN
1. Question: I do not remember what you are seeking in reference to A-A-AMP-1 thru A-A-AMP- 4, and also A-A-COM-1 thru A-A-COM-2. Can you please help me with this?
Answer: A-A-AMP-1 thru A-A-AMP-6 is for the additional measures as defined in J-1503010-
04. These additional measures may be ordered if additional funding becomes available.
Additional measures #1 will always be ordered before Additional Measures #3. There are no additional measures #2 for custodial services; that level applies only to grounds and is not part of this contract.
A-A-COM-1 thru A-A-COM-2 is for optional pricing for command areas cleaning as defined in J-1503010-04. This pricing will be used if NSA or NAVFAC decide to change the service level for command areas from either COL 3 or COL 4 to command area cleaning as defined in J- 1503010-04.
2. Question: I wanted to know if the building floor plans and specifications as to the number of windows can be provided. Also, I wanted to request a map for the building locations to see how the buildings are located in relation of one to the other and estimate travelling time and millage.
Answer: The building windows are indicated on each building drawing. The blue "H" shape along the perimeter of the drawings indicates windows. A spreadsheet with the number of windows per building is not available.
Attachment J-0200000-14 provides a general map of NSA Crane; NSA Crane is 100 square miles. While a majority of buildings are located in the industrial area (along highways 5 and 45), there are some buildings located north of the lake and there are some buildings located on the southern part of the installation. It can take 30-45 minutes to get from one end of the base to the other. This military base is not your typical base due to the size of the installation and the number of facilities.
3. Question: I have a question/concern, as we are working on the pricing for this project. We are unable to determine the amount of usage on the consumables, as we have no idea how many people per building. My concern is that the incumbent has this “insider” information and will be better positioned to make a more precise calculation.
Answer: The only information that is available for your use is that there are approximately 5,500 employees on the base. The amount of people per building should not be an issue, as this amount of people should utilize the same amount of consumables regardless of what building they are in
4. Question: At the bottom of the ELINS Excel workbook, there are 5 ELINS spreadsheets along with 5 corresponding attachment J-0200000-08's. These are both labeled A thru E. I have looked these over, and I have found each set A thru E to be exact duplicates with the exception of the letter designation. Can you please tell me what these are for?
Answer: Exhibit A is for the base period (October 1, 2013 - September 30, 2014). Exhibits B through E are for the option periods. Exhibit B is for option period #1 (October 1, 2014 - September 30, 2015); Exhibit C is for option #2 (October 1, 2015 - September 30, 2016); Exhibit D is for option #3 (October 1, 2016 - September 30, 2017) and Exhibit E is for option #4 (October 1, 2017 - September 30, 2018)
For each period there should be two sheets, one for the FFP and one for the IQ.
The contractor shall submit pre-priced line items for option period #1 through option period #4 (Exhibits B through E). These pre-priced line items shall include all increases for labor, material, equipment, and other costs. The current Service Contract Wage Act will be incorporated at the time the option is exercised. The pre-priced line items for each option period shall include any and all anticipated cost increases.
5. Question: I am looking at Item 9000 at the top of page 7. I cannot find what number you are seeking for this. Can you please offer me some guidance?
Answer: A number is not required for Item 9000. This item is for informational purposes only and is required to incorporate the ELINS into the contract.
