SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

AMENDMENT 0001

This solicitation is being amended to address the following items:

1. Replace ELINS spreadsheets that were initially issued with the solicitation with a current, revised spreadsheet to be used for proposal purposes, and to be submitted electronically as well as in hard copy format to the contract specialist, Lorna D. Tribby at lorna.tribby@navy.mil .

2. Provide answers to questions that have been submitted since issuance of the solicitation. Those questions and answers follow this section.

3. In the solicitation, Attachment J-1503010-14, on page 208 of 235, item 3.5.6, over to the 3rd column, should read: “Refers to ELINs A-A004 and A-A005”, and the rest of the language remains the same.

4. In the solicitation, page 26 of 235, Section 0200000 – Management and Administration, paragraph 2.6.3, delete the following: “The service days shall be Monday, Tuesday, Thursday, and Friday (M, T, TH, F) for Navy buildings and Monday, Tuesday, Wednesday, and Thursday (M, T, W, TH) for Army (CAAA) buildings.”

5. In the solicitation, on page 94 of 235, Attachment J-0200000-01, Definitions & Acronyms, under

Frequency of Service, delete the reference to Daily (D4).

6. In the solicitation, on page 187 of 235, Attachment J-1503010-05, Service Class, add the following:

“CAAA buildings receiving Service Class “C” are open Monday – Thursday” to the sentence with the asterisk that reads: Remaining areas in B3373 & B2540 & B2084 will receive Service Class B, remaining CAAA buildings will receive Service Class C.

7. In the solicitation, on page 221 of 235, in Section M, Evaluation Factor 1 – Management Approach, delete the following paragraph: Offeror shall provide the qualifications of employees who will be performing herbicide application services. The offeror shall list training, certifications, and licenses for each employee.

Proof of certification and licensing shall be submitted as part of the technical proposal requirements.

8. In the solicitation, on page 222 of 235, in Section M, Evaluation Factor 3 – Small Business Utilization, please delete this factor. Since this solicitation was issued as 100% Small Business Set-Aside, this factor is not required, and should be disregarded. This encompasses all of Factor 3, including subfactors 3A, Past Performance in Utilization of Small Business Concerns, and 4B, Small Business Participation, and any reference to Attachments D and F.

AMEND 0001-QUESTIONS & ANSWERS

Questions & Answers

Updated 8/9/2013

For Informational Purposes Only

Custodial Services at NSA Crane, IN and Glendora Test Facility, Sullivan, IN

1. Question: Evaluation for Factor 1: Management Approach. It states Offeror shall identify who will be performing herbicide application services. If the Offeror will subcontract for herbicide application, does Offeror still need to provide subcontractors employees who are licensed and certified or can Offeror state that the subcontractor is licensed to provide herbicide services?

Answer: We are deleting this requirement from the solicitation. There will be no herbicide or pesticide services on this contract. See Amendment 0001 for deletion of text from solicitation.

2. Question: Evaluation, Subfactor 3A and Subfactor 4B. Both requirements state that both Attachment D and Attachment F, respectively, will be used for Small Business proposers;

however, both Attachment D and F cannot be found. Please submit both Attachments to complete our proposal requirements.

Answer: We are deleting Factor 3, Small Business Evaluation from this solicitation. This factor is not required since this solicitation is a small business set-aside. The Small Business Evaluation is only required for unrestricted solicitations. See Amendment 0001 for deletion of text from solicitation.

3. Question: Bldg 1920 is listed as a seasonal facility serviced for couple months per year;

however, Bldg 1920 contains a CDC which we assume is cleaned throughout the year. Please provide total square footage for Bldg 1920 that are serviced year round.

Answer: Per J-1503010-10, CDC level services are required for five months. Remaining seven months the building gets service as noted in J-1503010-11. Square footage to be cleaned is the same year round.

4. Question: Refer to J-1503010-04, Common Output Level Standards. Restroom Services, 3.1.3.1 list cleaning at COL4 as 3W, while 3.1.4 list Restroom Services at COL4 as D. Which is correct, 3W or D?

Answer: Cleaning is three times a week. Servicing is daily. See technical specs 1503010 paragraphs 3.1.3.1 & 3.1.3.2.

5. Question: Executive Areas to be cleaned; what is the total Square Footage for these areas?

Answer: Command/Executive Square Footages are listed in J-1503010-06.

6. Question: Form DD1155 is completed by the following month, how long does it take for the approval process and payment to be made for prior month services and supplies?

Answer: Upon acceptance of invoice, payment will be made within 30 days.

7. Question: Is there a key to the square footage per building to be able to match up to the ELIN?

For example: A001 – Restroom and shower/locker square footage matches up, but for the space cleaning and floor care on the ELIN, what square footage for each category totals 36,898?

Answer: For A001, the 36,898 square feet is the total of Admin space, breakroom space & command area space.

8. Question: The Key Chart for the Common Output Level Standards does not note what w2 means. Can you explain this?

Answer: I find no reference to w2 level of service on the Common Output Standards. There is a weekly service for 3.1.1.1 with a subscript 2. The 2 references a note at the end of the COL standards.

9. Question: Employees – If the intent is to possibly use existing employees already conducting the custodial work, can this be stated in the proposal without names & addresses?

Answer: Yes.

10. Question: For Crane, COL4, Level 1 & 3, Sweep, Vacuum, damp mop, floor care. Reference Note #5, Limited Cleaning. Is the information provided in the Bldg List for NAVFAC/NSA (square footage number listed for entire bldg) the only areas that will be cleaned under Note #5?

If so, please provide square footage for public areas only to be cleaned.

Answer: Square footage to be cleaned if additional measures 1 & 3 are implemented is included in the info provided in J-1503010-02 “BUILDING DIAGRAMS-GENERAL CLEANING”.

11. Question: Refer to Bldg 47A. What is square footage at pool area that will be cleaned?

Answer: Square footage to be cleaned is included in info provided in J-1503010-02

“BUILDING DIAGRAMS-GENERAL CLEANING”.

12. Question: The Environmental/Energy Manager person, can this person be the same person as the Project Manager (two-hatted job)?

Answer: No. The requirement for environmental manager states that “The Contractor shall provide an Environmental/Energy Manager whose primary duty and responsibility is to ensure Contractor operations adhere to the goals and policies of the Environmental management System”. The Project Manager’s primary duty should be managing the project.
