About this file
This document is a Pre-Proposal Inquiry (PPI) Log containing 34 questions and answers regarding the solicitation N4008026R1002 for Multi-Media Environmental Compliance Services with an emphasis on Fuel Storage Tanks/Spill, Air Quality, and Waste/Materials for NAVFACSYSCOM Washington DC Area of Responsibility (AOR) and US Territories. The inquiries were received between January 21 and March 4, 2026, with responses issued through Amendment 0003. Key clarifications address experience requirements, personnel qualifications, proposal submission format, and evaluation criteria. The Government clarified that offerors need not demonstrate experience in every specialized experience area listed in Attachments E, F, and G; rather, they must submit 10 projects with at least two demonstrating experience in Fuel Storage Tanks/Spill, two in Air Quality, and two in Waste/Materials. Projects submitted may have been awarded prior to the seven-year window but must be completed within the last seven years.
Personnel qualification inquiries were resolved to accept AHERA Asbestos Project Designer certifications, NACE/AMPP cathodic protection certifications, and industry certifications (Certified Environmental Scientist, Certified Environmental Auditor, Registered Environmental Professional, Certified Hazardous Material Manager) in place of PhD requirements for Technical Specialist roles. The Government confirmed that resumes and certifications are not required with proposal submission but become contract performance requirements after award. Proposal format specifications were clarified to require 8.5 x 11 inch pages with 11-point font minimum, with an exception allowing organizational charts on 11 x 17 pages. The Factor 2 Corporate Experience section has a 35-page limit, with 10 projects at two pages each plus one page each for Attachments E, F, and G. The proposal due date was extended to 2:00 PM on March 11, 2026. The incumbent contract N4008021D0010 was awarded to Bluestone Interspec JV, LLC with a $40 million ceiling. Requirements will be issued on a task order basis, as the Government cannot provide estimated quantities or assumptions for the five-year ordering period.

PRE-PROPOSAL INQUIRY LOG
Page Section Para.
1 1/21/2026 Attachm ent E, F, G
It appears that the specialized experience tables (Attachment E, F, and G) are very different from the criteria listed in the primary scope (beginning on page 4). The experience criteria in the attachments do appear to be more in line with the typical projects awarded within the NAVFAC Washington AOR. Could the Government replace the criteria in the scope with the lists from the attachments to reduce confusion and streamline required experience?
The experience criteria in Attachments E, F and G are a sub-set of the Fuel Storage Tank, Air and Waste/Materials compliance activities listed in the Performance Work Statement. These criteria were chosen specifically to be part of the evaluation due to the routine nature of these activities within NDW. Proposals do not need to demonstrate experience with all criteria in the primary scope or Attachments E, F and G to be in consideration for this contract.
2 1/21/2026 Attachm ent G Should "HW Contingency Plans for large quantity generators" be added to Attachment G Table 3, since these are a regulatory requirement?
Yes - Attachment G has been updated in Amendment 0002.
3 1/21/2026 11 2 Could an employee with an AHERA Asbestos Project Designer certification be accepted over an AHERA Asbestos Project Design Manager? We are not familiar with the precise working of the latter.
Yes. The PWS has been revised under Amendment 0002 to clarify that an individual with an AHERA Asbestos Project Designer certification may satisfy the applicable personnel qualification requirement.
4 1/21/2026 11 7 Could the Government add NACE/AMPP to the cathodic protection cert language as the new agency is AMPP?
Yes. The PWS has been updated in Amendment 0002 to incorporate the NACE/AMPP cathodic protection certification language.
5 1/21/2026 9 C 3
Numerous personnel qualifications are noted in this section, but there is no requirement in Section L or M for resumes/certifications to be submitted with the proposal. Please confirm resumes/certifications are not required to be provided with the proposal submittal.
Resumes and certifications are not required to be submitted with the proposal, as they are not identified as a submission requirement in Section M of the solicitation. The Government specifies in the PWS/SOW the Personnel Qualifications and the labor categories that are required for contract performance. These become contract performance requirements. After award, the contractor is obligated to staff the resultant contract accordingly, and the Government can enforce these requirements through contract administration.
6 1/21/2026 49 Factor 2 II
The solicitation states that in order to receive an acceptable rating, the offeror must submit 10 recent/relevant projects, with further description for those projects. Please confirm that the offeror does not need to check every scope area identified in Attachments E, F and G in order to be deemed technically acceptable.
Correct. The offeror does not need to submit projects that demonstrate experience in every scope area identified in Attachments E, F, and G. See response to PPI #13 for more detail. Please refer to the Government's response to PPI #13 for additional information.
7 1/21/2026 45 M.2 2
Please confirm if an 11 x 17 page counts as two pages towards the page count.
All proposal pages shall be formatted on standard 8.5 x 11 inch pages, with a minimum font size of 11-point and black font color, unless otherwise specified.
An exception is allowed for the organizational chart submitted under Factor 1 – Technical/Management Approach, which may be submitted on pages no larger than 11 x 17 inches. Pages exceeding the specified page size limitations, other than the permitted exception, may not be evaluated. Section M has been updated in Amendment 0002.
8 1/21/2026 9 C.3 6
Regarding Key Personnel required under the Statement of Work, Section C.3, can one person fill multiple roles? Are there any positions where the government would prefer not to see a dual-hatted person?
One individual may occupy multiple key personnel roles provided that the individual meets the qualification requirements for each role as described in the PWS and is able to perform all assigned responsibilities. The Government will evaluate the offeror’s proposed staffing approach in accordance with the solicitation to assess whether it demonstrates the ability to successfully perform the requirements.

Page 9, C.3 PERSONNEL QUALIFICATIONS, Technical Specialist.
This positions states, “shall be filled by persons with a BS” and “either a PhD in a STEM (Science, Technology, Engineering and Mathematics) field or equivalent specialized training/certification.”
Is a PhD the appropriate level of expertise required for this role?
Would the “equivalent specialized training/certification” include industry recognized certifications such as Certified Environmental Scientist, Certified Environmental Auditor, Registered Environmental Professional, or Certified Hazardous Material Manager?
The Technical Specialist must have a BS in an engineering or science discipline. The Technical Specialist must have at least 10 years of specialized experience outside standard environmental engineering fields. The Technical Specialist must have a PhD in a STEM field or equivalent specialized training including but not limited to the following certifications: Certified Environmental Scientist, Certified Environmental Auditor, Registered Environmental Professional, Certified Hazardous Material Manager, or other professional certifications applicable to the media being addressed at the task order level. 10 1/21/2026 11 C.3 4
The requirements for Tank Inspectors state that “Each employee is not required to demonstrate experience in all categories.
Collectively, the Tank Inspectors must demonstrate experience in all categories.” Please clarify if this text was included in error or please clarify what “categories” are being referenced, as that is currently not clear.
The categories referenced in the Tank Inspector Personnel Qualifications (Section C.3) are 1) inspection of above-ground shop-built fuel storage tanks 2) inspection of above-ground field erected fuel storage tanks and 3) inspection of under-ground fuel storage tanks. Collectively, Tank Inspectors must have experience in all three categories.
11 1/21/2026 47 M.2 5
Regarding Key Personnel, does the Organization Chart required under Factor 1 need to list all proposed key personnel described in the Statement of Work, Section C.3? If not, does the government expect a list or table of all key personnel being proposed, perhaps as part of Factor 2?
The organizational chart required under Factor 1 – Technical/Management Approach is intended to depict the contractor teaming arrangement(s) and lines of authority between entities, as described in the solicitation submittal requirements. It is not required to list all proposed key personnel identified in Section C.3 of the PWS.
The solicitation does not require submission of a separate list or table identifying all proposed key personnel as part of Factor 1 or Factor 2. Offerors shall comply with the proposal submission requirements as stated in the solicitation.
12 1/21/2026 47 M.2 5 Can the organization chart be presented on an 11x17 sized-page, or do all proposal pages need to be 8.5 x 11? Please refer to the Government's response to PPI #7
13 1/21/2026 48 M.2 2
Page 48, Factor 2.a: Please clarify the instruction and determination of technical acceptance related to “at a minimum, two (2) must be Fuel Storage Tanks/Spill, two (2) must be Air Quality, and two (2) must be Waste/Materials, as set forth in Attachments E, F, and G.” Does the offeror need to submit a collection of projects that demonstrate past performance with ALL of the listed scope items on Attachments E, F, and G to be deemed technically acceptable (i.e., all 8 air quality requirements on Attachment F, 21 fuel storage tank requirements on Attachment E, 11 waste/materials requirements on Attachment G)? Or if the collection of projects is missing a few listed scope items, would the offeror still be deemed technically acceptable?
The offeror shall submit ten (10) projects.
Of the ten (10) projects submitted: At least two (2) projects must demonstrate experience in one or more of the specialized experience areas identified in Attachment E (Fuel Storage Tanks/Spill);
At least two (2) projects must demonstrate experience in one or more of the specialized experience areas identified in Attachment F (Air Quality); and At least two (2) projects must demonstrate experience in one or more of the specialized experience areas identified in Attachment G (Waste/Materials).
The remaining four (4) projects may demonstrate experience in any of the above categories (Fuel Storage Tanks/Spill, Air Quality, and/or Waste/Materials).
Offerors are not required to submit projects that demonstrate experience in every individual specialized experience area listed in Attachments E, F, and G.
14 1/21/2026 48 M.2 5
Page 48, Factor 2.a: Does the offeror need to submit 1 completed Attachment E, F, and G table in addition to the 10 projects at 2 pages each, for a total of 23 pages?
Yes
15 1/21/2026 48 M.2 8
Page 48: Factor 2 states that “Corporate Experience submittal shall not exceed 35 pages in length”. Earlier, it is stated “Offerors shall submit ten (10) recent and relevant projects that meet the following criteria below on the Project Information Form (Attachment D). Each project is limited to two pages.” With submission of 10 projects at 2 pages, plus assuming 1 page each for Attachments E, F, and G, as well as a 1 page map showing office locations, that amounts to 24 pages. Please provide further instruction as to what the government expects to see in the remaining 11 pages.
Offeror is not required to use the full 35 page limit for Corporate experience if they do not need
it. Additional space is allotted in this factor for signed copies of Joint Venture (JV) agreements, if applicable.
