II: Selection Criteria and submission requirements Criterion 1

There is no requirement in Criterion 1 to demonstrate relevant projects in the NAVFAC Washington AOR or any geographic location.

In fact, there is no emphasis in the “May be considered more favorably” portion of the criterion either. Please confirm that the geographic location of section F projects will not affect the evaluation of this criterion. If it does, please consider modifying the synopsis to reflect how the location of the projects may influence the evaluation.

Confirmed. Project location is not part of the project evaluation. The only factor that considers location is Factor 6.

6 6 of 15

II: Selection Criteria and submission requirements Criterion 1

There is neither a requirement in Criterion 1 for relevant projects to comply with the FC 1‐ 300‐09N, UFCs or UFGSs nor a need for a relevant project to demonstrate coordination with the various regulatory agencies in the Washington metropolitan area. In fact, there is no emphasis in the “May be considered more favorably” portion of the criterion either. Request NAVFAC consider changing the synopsis if either of these features will affect the evaluation of Criterion 1 projects.

We would recommend adding them to the “May be considered more favorably” section.

No. Synopsis criterion 1 remains unchanged with regards to this PPI.

7 9 of 15

II: Selection Criteria and submission requirements Criterion 2

The number of projects on a resume is limited to a maximum of five per the SF330 instruction form. Since the synopsis is allowing 2 pages per resume is NAVFAC also increasing the number of projects that can be demonstrated on a resume? If so, please consider amending the synopsis.

No limitation on the number of projects provided that each resume is not more than 2 pages. The government will revise the page count to 100 total. See Amendment 0001.

8 4 of 15 I: General Information 6

General Information (Para 6‐c‐6) – Indicates that the work primarily includes design and engineering services for new construction, major repairs, renovations, and alterations for projects with a construction cost ranging from $50K to $150 million. With your recent Small to Medium IDIQ covering a range of $500K to $50M, is the $50K a typo or is it intended that this contract would cover projects down to $50K? See Amendment 0001 Page 4. C. 6.

10 of

II: Selection Criteria and submission requirements Criterion 3

Please confirm that PPQ‐0 forms for Section F projects completed by the General Contractor will be accepted for full plans and specification projects procured through Design Build.

See Amendment 0001 for Criterion 3 that states:

"The PPQ shall be from the contracting agent and/or their representative responsible for the contract administration or from the facility owner/user. It shall not be from the prime contractor on a project to a subcontractor.

Additionally, the firm submitting the PPQ must be named in either Block 1 or 2 of the form.”

III: SF 330

Submission Requirement s

“All contractors are advised that a Unique Entity Identifier is required prior to award” and page 14, section III “SF‐330 Submission Requirements,” the last sentence of the first paragraph stating “Please include your Unique Entity Identifier and CAGE numbers in Block 30 of the SF‐330” ‐ Is it acceptable for a joint venture to submit a proposal while the CAGE code is pending, understanding that it will be provided prior to award? No. This procurement is subject to FAR 52.204‐7

11 6 of 15

II: Selection Criteria and submission requirements Criterion 1

Please clarify if the requirement for project completion date within the past 7 years is for design completion, regardless of the status of construction completion for the project. Confirmed.

12 6 of 15

II: Selection Criteria and submission requirements Criterion 1

The submission requirements include the following statement "At least two design bid‐ build projects must have a construction cost over $100M." Given the relative infrequency of major construction projects valued over $100M, will NAVFAC consider extending the project design completion date for Criterion 1 projects to within the past 10 years for these specific larger value projects? No

13 9 of 15

Criteria and submission requirements Criterion 2

Will NAVFAC consider the PMP or PgMP certification as a qualifying credential for the Project Manager key personnel role? Yes

14 9 of 15

II: Selection Criteria and submission requirements Criterion 2

Will NAVFAC consider the CEP or CCP certification as a qualifying credential for the Cost Estimator key personnel role? Yes.

10 of

II: Selection Criteria and submission requirements Criterion 3

The synopsis states: "submit a completed CPARS evaluation for each project under Criterion 1". It is common for design projects performed by AE firms to receive 'Interim' CPARS from the Government throughout the delivery process, yet sometimes clients do not issue a 'Final' CPARS in the system. Will NAVFAC accept the most current 'Interim' CPARS rating received for a project where design is completed as meeting this submission requirement for past performance? Yes.

12 of

II: Selection Criteria and submission requirements Criterion 6

Please confirm that as a large business, the subcontracting goals we need to incorporate into our Small Business Subcontracting Plan submittal are the goals listed in the "FY24 Subcontracting" column of the provided table in this section. Yes

17 6 of 15

II: Selection Criteria and submission requirements Criterion 1

Please clarify that CPARS for Criterion 1 projects (as well as PPQs) are excluded from the page limit for Part I of the SF330. Yes. See Amendment 0001'''

18 9 of 15

Criteria and submission requirements Criterion 2

Will key personnel’s resumes in Section E score higher if all projects on the resume are the same as the Criteria 1 projects? Or are key personnel’s participation on Criteria 1 projects graded solely on Section G? See Amendment 0001 Criterion 2

19 7 of 15

II: Selection Criteria and submission requirements Criterion 1

If we were the Engineer of Record for a $100M design/build project, would that be acceptable as one of the $100M design/bid/build projects? See Amendment 0001 Page 3.

20 7 of 15

II: Selection Criteria and submission requirements

If a single design project was divided into separate construction projects based on funding sources/requirements, can it be counted as one project?

As long as the design is executed under one stand‐ alone design contract or task order under IDIQ, it can be counted as one design "project."

Are we allowed to escalate the ECC for a project to reach the $100M threshold? If so, will it be scored weaker than a project that has not been escalated?

For the purposes of this evaluation, "construction cost" should be considered "final construction cost." If the current construction cost does not exceed $100M at the time of submission, it would not be considered to meet this threshold.

I would like to know if it would be acceptable to submit as prime showing 1 project that exceeds $100M in construction value and include a second project at that value that was performed by a member of our consultant team.

Offeror shall submit projects that best demonstrate the proposed teams qualifications to provide the services expected to be executed under this contract. The Offeror may submit subcontractor experience to demonstarte relevant specialized experience, including projects that exceed the $100M threshold. See Amendment 0001.

23 9 of 15

II: Selection Criteria and submission requirements Criterion 2 under Key Personnel regarding the role of “planner”. Please explain what type of planner(s) resume should be included.

Resumes that demonstrate "knowledge/experience with DoD's master planning process" and "experiential knowledge of the Navy's Shore Facility Planning process". These planners maybe, but are not required, to be AICP (American Institute of Certified Planners) certified.

A "transportation planner" or "sustainability/climate resiliency planner" are examples of specalized planners that would add value to the project team.

24 9 of 15

II: Selection Criteria and submission requirements Criterion 2

Key Personnel with experience on DB and DBB projects for MILCON project may be considered more favorable. Please confirm including DB projects on resumes will be considered more favorable as there is no requirement for DB projects under Criteria 1 – Specialized Experience.

Please refer to Criterion 1 required (4) service types listed under how firms will be evaluated.

II: Selection Criteria and submission requirements

Para 4 Criterion 1

SF330 submissions will be evaluated through evaluation of experience in:

“Planning/Engineering/Environmental studies, Installation and Regional Development Plans, Facility Requirements Plan (FRP), Project Planning Documentation for multiple programs (e.g. MILCON, Special Projects, etc.).” Please confirm or clarify if the type of planning experience requested in the description above can be interpreted to be any of the services described on page 4 of 15 paragraphs 7, 8 and 9 that address strategic, project and shore facility planning services.

Yes, projects that demonstrate "the services described on page 4 of 15 paragraphs 7, 8 and 9 that address strategic, project and shore facility planning services." would meet Criterion 1, service type 4.

27 6 of 15

II: Selection Criteria and submission requirements

Para 3 Criterion 1

SF330 submissions will be evaluated through evaluation of experience in: “Field investigations, studies, evaluations, and recommendations for new or upgrades to existing facilities/systems (including cost estimates, if applicable);” Does NAVFAC consider this experience primarily gained through the “preliminary design” process (PDA/BPA) where site investigations, concept solutions and cost estimates are developed?

If not, please describe in what stage of a project’s development are you looking for submissions to demonstrate? See Criterion 1, page 4 of 15, paragraph 8.

28 9 of 15

Criteria and submission requirements Para. 2

To ensure we provide the most suitable candidates for the role, please provide additional details regarding the specific responsibilities and qualifications expected of the controls engineer. (1) The primary tasks and duties associated with the controls engineer role. (2) Any specific licenses or certifications necessary for successful performance in this role

For the purpose of this solicitaion, the term "controls engineer" refers to an indivividual who is experienced and capable of designing and troubleshooting a variety of Facility Related Control Systems (FRCS). This person does not need to a licensed engineer, rather a qualified control professional, demonstarted through training and experience.

29 9 of 15

II: Selection Criteria and submission requirements

The solicitation states that submitting key personnel who have performed as a “Quality Fire Protection Engineer during construction” may strengthen the proposal. Please confirm NAVFAC Washington’s definition of “Quality Fire Protection Engineer during construction.”

Is it the AE’s FPE Designer of Record (DOR) that assists the NAVFAC Washington CM/DM in reviewing construction submittals and RFIs through PCAS, or is it a third‐party FPE commissioning agent/authority (hired by the government or the construction contractor to commission the installed FP/FA system), or is it the third‐party FPE typically hired by the construction contractor to ensure the installed FP/FA systems meet the design criteria and the NFPA standard, or is it something else entirely? As you make your definition clear, please know that in general, it is considered a conflict of interest for the A‐ E’s FPE DOR to serve as the construction contractor’s Quality Fire Protection Engineer during construction of the system that the same FPE DOR designed.

A Fire Protection Designer of Record (FPDOR) is needed during design to meet the definition of a Qualified Fire Protection Engineer (QFPE) in UFC 3‐ 600‐01. The FPDOR must meet the qualification of a QFPE, to be part of all Life Safety and Fire Protection designs and analyses. "The QFPE can act as the designer of record and/or quality control representative for fire protection matters."

The intent is NOT for the the FPE to serve for the construction contractors, but rather to demonstarte the qualificiations of the proposed Fire Protection Engineers.

30 6 of 15

Criteria and submission requirements Criterion 1

Provide a maximum of ten (10) projects completed within the past (7) years immediately preceding the date of issuance of this notice" ‐ Can the Government please clarify if the design must be complete by this date, or the construction must also have been complete by this date? When Design was completed.

The Solicitation states submissions are due May 31, 2024, but the SAM.gov announcement states submissions are due June 3, 2024. ‐ Can the Government please clarify the date and time proposals are due?

The correct due date is 6/03/24 by 2pm. Also, see Amendment 0001.

10 of

II: Selection Criteria and submission requirements Criterion 3

If a firm is submitting a PPQ on a project where they performed work as a subconsultant or designer of record, can the PPQ be completed by the Prime Contractor? See Amendment 0001 for Criterion 3
