SYNOPSIS: N40080-23-R-2184
SYNOPSIS: N40080-24-R-2184 Indefinite Delivery Indefinite Quantity (IDIQ) for General
Administrative Architect-Engineering (AE) Services for Small to Medium Projects at Various
Washington AOR Locations, but may also include work worldwide
I.GENERAL INFORMATION
1. ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A
STANDARD FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS
CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS
(RFP) PACKAGE TO DOWNLOAD.
2. This procurement will result in two single award Indefinite Delivery/Indefinite
Quantity (IDIQ) contracts as follows:
a. IDIQ for General Administrative Architect-Engineering (AE) Services for
Small to Medium Projects at Various Washington AOR Locations, Primarily Blue
Locations i.Primary Locations: Naval Facilities Engineering Systems Command
(NAVFAC) Washington’s area of responsibility (AOR), primarily at locations at Waldorf Naval Air Station, Patuxent River, MD; Annapolis
Naval Academy, Annapolis, MD; Waldorf Naval Support Facility, Indian
Head, MD Fredericksburg Naval Support Facility, Dahlgren, VA.
ii. Secondary Locations: Naval Facilities Engineering Systems Command
(NAVFAC) Washington’s area of responsibility (AOR), primarily at locations at Naval Support Activity, Washington, DC; Silver Spring

3. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. Each procured contract is intended to have one, two (2) year base period, followed by one, three (3) year option period with a total Not-To-Exceed fee of $30,000,000. The guaranteed minimum for each contract is $5,000. Firm-fixed price task orders will be negotiated for this contract. The anticipated range of individual task orders to be executed under this contract is $5,000.00 minimum and $5,000,000 maximum. Requirements below or above the task order range may be ordered upon mutual agreement of the Government and the Contractor. There will be no dollar limit per year. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Estimated start date is December 2024.
4. The proposed contract is intended to be solicited on a Total Small Business Set-
Aside basis. The Small Business size standard classification is North American
Industrial Classification System (NAICS) Code 541330 with an annual size standard of
$22,500,000. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.
5. The market research study N4008024R2184 conducted by NAVFAC
WASHINGTON, CON30 included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement under the Small Business
Program. The NAVFAC Washington small business office concurs with this decision.
6. The type of A-E services expected to be performed under this contract generally includes various investigations, surveys, studies, design and engineering concept development, 1391 preparation, construction cost estimates, and the preparation of design and construction studies and the preparation of construction documents via the
Design-Bid-Build (full plans and specifications) and Design-Build methods ready for bidding. The type of work will be primarily General Administrative AE services for small to medium projects. Work will be associated with repairs, renovations, alterations, new construction of facilities and site improvements. Work may also include, but is not limited to the preparation of studies and technical reports, hazardous material surveys for remediation projects, conducting engineering investigations, project programming, concept studies, interior design and landscape design; Project Cost Engineering (PCE) documentation; preparation of preliminary and final designs; and construction cost estimates.
Specific Primary and Support A-Services include; however, is not limited to the following:
a. Primary A-E Services:
1. Fully designed plans and specifications (including cost estimates) construction contract packages;
2. Preparation of design-build Request for Proposal (RFP) packages
(including cost estimates);
3. Field investigations, studies, evaluations, and recommendations for new or upgrades to existing facilities/systems (including cost estimates, if applicable);
4. Planning/Engineering/Environmental Studies, Installation and Regional
Development Plans, Facility Requirements Plan (FRP), Project Planning
Documentation for multiple programs (e.g. MILCON, Special Projects, etc.)
b. Support A-E services:
1. Post construction award services (PCAS).
2. Perform technical reviews of government-prepared designs and design-build packages
3. Preparation of planning and programming support documents (DD1391 documents)
4. Incidental architectural, civil, structural, fire protection, geotechnical, and environmental work
5. Identification and abatement methods for existing asbestos-containing materials, lead-based paint, and other hazardous materials.
c. Work associated with this IDIQ Contract includes A/E services for Miscellaneous
Mechanical, Electrical, Plumbing and Fire-Protection Engineering Services that may be required under this contract include:
1. Preparing Requests for Proposals (RFP) for Design-Build projects and
Design-Bid-Build project design and documentation, in accordance with the
FC1-300-09N, Navy UFCs and standards. Regardless of acquisition method, all projects must follow the electronic design deliverable (EDD) requirements.
Firms are required to prepare cost estimates using MII software (Micro-
Computer Aided Cost Estimating System) in the NAVFAC Work Breakdown
Structures (WBS), specifications in the SPECSINTACT program, and drawings in BIM/AutoCAD format. Firms will also be required to provide documents in
PDF format.
2. Preparation of MILCON 1391 Documentation, preparing construction cost estimates and cost estimate reviews for projects being prepared for bidding.
3. Services, such as technical reports and studies, site investigations, programming, concepts, contract documents - drawings, specifications; Design services may also include, design and engineering concepts, contract documents, construction cost estimates, surveys, shop drawing reviews, construction consultation and inspection, and preparation of construction record drawings. O&M / eOMSI manuals and similar types of work may be required.
4. Projects fund sources will be through a variety of sources, including
MILCON, RDT&E, SRM, and O+M fund types.
5. Work may include the following type of structures -- single or multi-story, high bay, masonry, concrete, steel, wood and pre-engineered facilities.
6. The type of work primarily includes design and engineering services for new construction, major repairs, renovations, and alterations for projects with anticipated construction cost ranging from $500K to $50M with the potential for larger projects, and may include projects that are large in size and /or technically complex. It is anticipated that work associated with this Contract will include the designs and studies for predominantly facility repair and renovation type projects, however some work may include new facility and addition type projects.
7. Potential strategic planning products and services would include regional plans & studies, installation & area development plans, transportation plans, concept studies and space planning.
8. Potential project planning products and services would include MILCON &
FSRM DD 1391 development, safety site approval documents and BPA
Advanced planning.
9. Potential shore facility planning products and services would include Site
Approval Documents, Basic Facility Requirements (BFR), Facility Planning
Documents (FPD) & Facility Requirement Plans, and asset evaluations.
10. Potential design projects would include general/ business use spaces, administrative buildings, training facilities, educational facilities. It is anticipated that work associated with this contract will include acoustical design, food services consultation, interior design, building envelope studies and design, fall protection, elevator consultation and sustainable design.
11. Related work may include security, communication, life safety and fire protection, general site improvements, and facility infrastructure support.
12. The contract will require the A-E to utilize NAVFAC’s design and construction electronic construction management system(s), entitled eCMS, on projects for all data and documents throughout the life of the design and construction contract.
13. Familiarity with associated DoD Anti-Terrorism/Force Protection (AT/FP), secure construction and Cybersecurity requirements are required -- SCIF buildings, renovated buildings that incorporate progressive collapse design, Intrusion Detection Systems (IDS) and related features, in accordance with
NAVY/DoD related criteria.
14. Familiarity with sustainable design through an integrated design approach, demonstrated knowledge and experience applying Guiding principles, and third-party certification for sustainability projects is required.
15. Interior design services, including design, specification, procurement and installation management services for both space planning and interior furniture systems may be required, including familiarity with mandatory sources of procurement, i.e., Federal Prison Industries (FPI), GSA schedules, etc. is required.
16. The preparation of comprehensive storm water management plans for the
State of Maryland, Commonwealth of Virginia and Washington DC may be required.
17. Coordination with the various regulatory agencies in the Washington metropolitan area will be required, including submittals preparation, presentation and approvals with the National Capital Planning Commission, the corresponding State Historic Preservation Offices (SHPO) in DC, Maryland and Virginia, the U.S. Commission of Fine Arts, and the Maryland National
Capital Parks and Planning Commission.
18. The possibility of hazardous materials, i.e. asbestos, lead paint, PCB, mercury, etc. may exist at various project sites. If hazardous materials are suspected or encountered, the A-E will be required to conduct hazardous material removal surveys, including testing and sampling, provide design removal procedures and prepare construction contract documents in accordance with applicable rules and regulations pertaining to such hazardous materials.
Possessing all hazardous materials licenses and/or accreditations necessary for the locality of the potential project sites will be a contract requirement. All hazardous materials licenses and/or accreditations necessary for the locality of the project sites are required by the A/E firm or their subcontractors. The general intention is to provide for such design and engineering services as necessary to support the procurement of these contracts.
d. Work may also be associated with other NAVFAC Atlantic sites and worldwide as agreed upon by the Government and the Contractor.
7. All contractors are advised that a Unique Entity Identifier is required prior to award. Contract must complete the registration in System for Award Management
(SAM) Database by selecting “Entity Information”. Failure to register in the SAM
Database shall render your firm ineligible for award. For more information, check the
SAM Web site (https://www.sam.gov) Entity Information section.
8. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. This procurement is subject to the requirements of FAR 9.5 and FAR 36.209.

9. Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. The interview is not intended to correct deficiencies or for firms to submit new information. Elaborate presentation are not desired.
II. SELECTION CRITERIA AND SUBMISSION REQUIREMENTS:
1. Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration.
2. Relative Order of Importance
a. Criterion (1) through (3) are considered equal in importance, and are more important than Criterion (4) and (5) b.Criterion (4) and (5) considered equal in importance, and are more important than criterion (6)
c. Criterion (6) is the least importance and shall be used as a tie-breaker among technically equal firms.
3. Specific selection criteria include:

Criterion 6. Volume of Work
Criterion 1- Specialized Experience (SF330, Part I, Section F):
Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in:
1. Fully designed plans and specifications (including cost estimates) construction contract packages;
2. Preparation of design-build Request for Proposal (RFP) packages (including cost estimates);
3. Field investigations, studies, evaluations, and recommendations for new or upgrades to existing facilities/systems (including cost estimates, if applicable);
4. Planning/Engineering/Environmental studies, Installation and Regional Development
Plans, Facility Requirements Plan (FRP), Project Planning Documentation for multiple programs (e.g. MILCON, Special
Projects, etc.)
Submission requirements:
Provide a maximum of eight (8) projects completed within the past seven (7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above.
Sufficient information to determine the completion of the project must be included in the project description or the project will not be considered. At least one design project must have a construction cost over $10M. If more than the maximum number of projects are submitted, the
Government will only evaluate projects up to the maximum number authorized in the order submitted.
Firms must submit project(s) that in aggregate demonstrate experience in all four (4) services as outlined above.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract.
Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE:
If the Offeror is a Joint Venture (JV), project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV member offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percentage of employees provided for the overall contract by the JV members as well as the overall percentage of work performed by the JV member. The Offeror shall also submit a SIGNED copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Offerors are still limited to a total of eight (8) projects combined. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion.
Projects shall be submitted on the SF-330 at Part I, Section F, and shall be completed projects.
Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F of the.
The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.
Experiences demonstrating the following specialized capabilities may be considered more favorably:
1. Preparation of Planning Documents, may include one of the following:
a. Site Approval Documents Non-Safety
b. Asset Evaluation of Facilities
c. Facility Planning Document (FPD) & Facility Requirements Plan
2. Design of Secure Space complying with ICD 705 requirements
3. Performance of Building Envelope Study for purpose of design and/or repair
4. Design for Third Party Certification - Experience applying sustainability concepts with Life Cycle Cost Analysis and design in accordance with recognized sustainability rating systems such as Green Globe, LEED, etc.
5. Design of Telecom/ AV/ Electronic Security Systems – that followed UFCs.
6. Design with consideration of Cybersecurity – that followed the Cybersecurity
UFC.
Firms may be considered more favorably when specialize capabilities listed above are performed by the prime firm or joint venture partners than that of subcontractors / subconsultants.
Criterion 2- Professional Qualifications (SF330, Part I, Sections E & G):
Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part 1, Section G.
Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are:
Professional architects, interior designers, mechanical engineers, electrical engineers, civil engineers, structural engineers, telecom, fire protection engineers, cost estimators and project managers. Additional personnel may include: planners, commissioning providers, controls engineers, plumbing engineers, or other subject matter experts deemed relevant to the work described in criteria 1.
Key personal with the following experience may be consider as strengthening the proposal:
Surveyors who perform Site, Utility, and Geotechnical Investigation
Performance as Quality Fire Protection Engineer during construction
Certified Cost Estimation with recent experience
Key personnel that have participated in a large percentage of projects submitted in SF 330, Section F (Criterion 1). High percentage is considered key personnel which are listed on three
(3) or more Criterion 1 projects meeting the project requirements outlined in Criterion 1.
Submission Requirements:
SF330, Part I, Section E. Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to 2 pages for each personnel and should indicate verifiable professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past seven (7) years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. Any pages over this limit will not be reviewed, evaluated, or considered. Indicate participation of key personnel in example projects in the
SF330, Part 1, Section G. Key personnel may represent more than one key position, provided that such person demonstrates required professional registrations, licenses, etc. for all positions.
Criterion 3- Past Performance (SF330, Part I, Section H):
Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in
Past Performance Questionnaires (PPQs) or CPARS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion 1 may be given greater weight.
SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER
CRITERION 1. IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past
Performance Questionnaire (PPQ) (Attachment (A)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS
AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (A)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the
Government's point of contact, Naval Facilities Engineering Command Washington, Code
CON30, Attn: Frank G. Decker via email at frank.g.decker.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total.
Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.
Criterion 4- Quality Control Program (SF330, Part I, Section H):
Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors.
Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:
1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously.
2. Provide a quality control process chart showing the inter-relationship of the management and team components.
3. Describe specific quality control processes and procedures proposed for this contract to include, technical accuracy of, and assurance of, overall coordination of plans and specifications (to include monitoring for crossover UFC criteria that must be applied to other disciplines), and engineering and design services.
4. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities.
5. Describe how the firm’s quality control program extends to management of subcontractors.
Criterion 5- Program Management and Capacity and Location (SF330, Part I, Section
H):
Firms will be evaluated on the firm’s ability to plan for and manage work under the contract, the capacity to accomplish the work in the required time, and on the locations of their office(s) that will be performing the work under this contract and demonstrated knowledge of the primary geographic areas in which projects could be located.
1. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.
2. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably.
3. Provide the location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members. Evaluation of firms will include consideration of their location within the primary geographic area of the anticipated projects, primarily NAVFAC Washington AOR. Provide a narrative describing the team’s knowledge of the primary geographic areas in which projects could be located.
4. Describe the proposed team’s ability to complete several large and small task orders concurrently without schedule delays. Describe the firm’s ability to perform and manage multiple complex projects in different locations and the ability to surge to meet unexpected demands for services.
Criterion 6—Volume of Work (SF330, Part 1, Section H)
Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement
(DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the
Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A&E firms including small, disadvantaged business firms, and firms that have not had prior DOD A&E contracts.
Firms do not submit data for this factor.
III.SF-330 SUBMISSION REQUIREMENTS:
1. Architect-Engineer firms desiring to be considered for this contract must submit a completed SF-330 package. The SF-330 shall be one sided, at least 11 point Times New Roman or larger. Part I shall not exceed 50 single-sided pages (the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan, as required by the Small Business
Subcontracting criterion, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm). Part I pages shall be numbered sequentially. The organizational chart may be one page single sided, 11 point font or larger
(font limitations do not apply to graphics, captions or tables). Please include your Unique
Entity Identifier and CAGE numbers in Block 30 of the SF-330.
2. **In accordance with the FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Firms must submit proof that they are permitted by law as required by FAR
36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction). Failure to submit the required proof could result in a firm’s elimination from consideration.
3. **Firms who are offering as a joint venture should include with their submission a copy of the joint venture agreement. Failure to include the joint venture agreement may result in the firm’s elimination from further evaluation.
4. Architect-engineer firms that meet the requirements described in this announcement are invited to submit the SF-330 (with all required supporting documentation), electronically through the Department of Defense (DoD) Solicitation Module in the Procurement Integrated
Enterprise Environment (PIEE) so that they are received by the date and time specified. Email or hard copy proposals will not be accepted. Firms responding to this announcement by Monday, 8 April 2024 at 2:00PM EST will be considered.

6. If an SF 254/SF 255 is submitted for this solicitation, it will not be reviewed or considered. As required above, provide verifiable evidence that your firm is permitted by law to practice the professions of architecture or engineering (e.g., state registration number).
7. Notice of National Institute of Standards and Technology (NIST) Special

The following provision and clause are applicable: DFARS 252.204-7019 (Notice of NIST
SP 800-171 DoD Assessment Requirements) and 252.204-7020 (NIST SP 800-171 DoD
Assessment Requirements).
As prescribed by DFARS provision 252.204-7019, if the offeror is required to implement
NIST SP 800-171, the offeror must have a current (not older than three years unless a lesser time is specified in the solicitation) NIST SP 800-171 DoD Assessment for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order, in order to be considered for award. It also requires the contractor to post summary level scores of their NIST SP 800-171 Assessments in the
Supplier Performance Risk System (SPRS) database.
A minimum Confidence Level assessment of “Basic” as identified in the NIST SP 800-
171 Assessment Report within the SPRS is required to be considered for award.
