SYNOPSIS: N40080-24-R-2184 Indefinite Delivery Indefinite Quantity (IDIQ) for General Administrative
Architect-Engineering (AE) Services for Small to Medium Projects at Various Washington AOR Locations, but may also include work worldwide
The purpose of this addendum is to:
1. Provide RFI #5 - #12 Responses as follows:

We would like to propose a Joint
Venture entity for this RFP; however, this new entity is pending SAM.gov registration, and thus will not have access to PIEE in order to upload and submit our response. Would it be acceptable to submit our response under the UEI/CAGE of one of the JV partner firm’s entities?
In accordance with the
Synopsis, “Failure to register in the SAM Database shall render your firm ineligible for award.” The UEI/CAGE code on SAM.gov shall be consistent (the same) as what is stated on the
Primary Offeror’s SF330.

Our team requests that NAVFAC
Washington consider expanding the 50-page limit to 65 pages for the SF 330 Part
1 Section. Based on the resume allowance of two pages each and the potential for Section F projects to be two pages to cover the solicitation requirements, there will be very few pages to cover the additional criteria in
Section H.
In accordance with the Synopsis, “Part I shall not exceed 50 single-sided pages (the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan, as required by the Small Business
Subcontracting criterion, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of
AE firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm)

Please clarify on page 9 the meaning of
“Surveyors who perform Site, Utility, and
Geotechnical Investigation”
Was the intention to request surveyors with underground survey or subsurface utility engineering (SUE) expertise?
Clarification - The intent is for preliminary survey services necessary for the support of design activities to include but not limited to civil structural and electrical engineering

Will NAVFAC allow Offerors to provide their Section D organizational chart on one 11-inch x 17-inch page?
Yes – one (1) 11 x 17 page for the organization chart is allowable.
In accordance with the Synopsis, “Part I pages shall be numbered sequentially. The organizational chart may be one page single sided, 11 point font or larger
(font limitations do not apply to graphics, captions or tables).

III. SF-330 SUBMISSION
REQUIREMENTS, 2. requires Offerors to submit proof they are permitted by law to practice the professions of architecture or engineering. Will NAVFAC allow
Offerors to provide their state registration number, or explanation for jurisdictions that don't require registrations, in Section
H, Block 30 to meet this submission requirement?
“Resumes are limited to 2 pages for each personnel and should indicate verifiable professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past seven (7) years) project- specific experience in work relevant to the services required under this contract;
and indicate proposed role in this contract.”

Will NAVFAC consider extending the due date to 15 APRIL to allow Offerors a full 30 days to prepare responses?

April 2024 at 2:00PM EST will be considered.
All other Synopsis instructions remain unchanged.
