The following have been added by full text:
AMENDMENT 0001
AMENDMENT 0001
The purpose for this Amendment (0001) is to provide Responses to Requests for Information received by 21 September 2020, to provide the Instructions to Offerors and to revise a requirement in the Performance Work Statement.
1. The following Requests for Information are answered as follows:
Question: The RFP includes an aggressive timeline, with 40 interviews occurring in just 11 days. The individuals who typically participate in these studies may not be available in the time allocated. Is there any flexibility in the timeline?
Response: Yes, it may take up to 30 days to complete the interviews. NHHC wants a Preliminary Interview Report and a solid project update prior to Christmas.
Question: Due to travel restrictions, we have been conducting all study interviews and presentations virtually. Is that acceptable? What, if any, estimates should we include for travel expenses?
Response: Yes, the pandemic warrants Virtual Interviews, Kick Off and a Final Brief. Interviews can be done via Web Ex or Zoom. They will occur with the NAVFAC and the NHHC project manager’s attendance. This will reduce or cancel any travel expenses.
Question: The RFP asks that a Project Manager be located within one hour of the project office. Does this requirement apply during COVID?
Response: Given COVID, NHHC is willing to waive the “within one hour” requirement.
Question: For the full proposal, we do not see a list of required information. Can you provide any guidance on the format and information that must be included in the full proposal, and the level of detail required for fees and expenses?
Response: Please see the Addendum to FAR Clause 52.212-1, Instruction to Offerors added in Amendment 0001. The Solicitation is hereby amended to show the Addendum to 52.212-1, Instructions to Offers.
2. The Addendum to FAR Clause 52.212-1, Instructions to Offers is hereby incorporated into the Solicitation as follows:
ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS
INSTRUCTIONS TO OFFERORS
Replace Paragraph 52.212-1(b) with the following:
INSTRUCTIONS FOR PREPARATION OF QUOTES:
Quoters shall submit signed and dated quotes electronically to the office indicated in Block 9 of the Standard Form (SF) 1449, Solicitation/Contract/Order for Commercial Items, to arrive no later than the date and time specified in Block 8 of the SF 1449. The Quoter shall have a title page identifying the Quoter, the full address, phone/fax number, contacts (POCs) with email addresses, the solicitation number and its contents.
Acceptable Quote Submission:
Quotes shall be submitted via E-mail only to the Contracting Officer at: tonja.jenkins@navy.mil
All submissions must clearly identify this notice and the name of the Contracting Officer on the first page or subject line. Submitters bear the burden of ensuring that the Quote reached the contracting office on time and should allow reasonable time for transmission to be completed. Large e-mail files may not transmit properly so it is advised to either send files in several emails, or request a link from the Contracting Officer to send large files via DOD file transfer. This request must be made no later than 8:00 am on 25 September 2020. All pages of the transmission and attachments must reach the office before the deadline specified. Any part of the quote that arrives after the specified deadline may not be considered. The submitter bears the risk of non-receipt of quotes and should confirm by telephone that the quote was received, if an email receipt is not received. The point of contact for this requirement is Tonja D. Jenkins, Contracting Officer at (202) 685-3222.
Quotes shall be prepared in separate Sections as follows:
VOLUME I – ADMINISTRATIVE
VOLUME II – TECHNICAL
VOLUME III – PRICE
The Quoter shall submit 1 copy of its entire quote electronically. The submission of an incomplete quote may render the Quote unacceptable and will not be considered. (NOTE: Quotes submitted through Beta.SAM are unacceptable). All Quotes shall be submitted in English. Pricing shall be submitted in U.S. Dollars.
WRITTEN DOCUMENTATION, shall include the following:
SECTION I – ADMINISTRATIVE
a. Request for Quotation. A copy of the Solicitation (SF 1449) with signatures of a corporate officer authorized to negotiate for the company. Include name of the company, phone, fax numbers, and email address(es).
b. Acknowledged and signed copies of amendment(s) if applicable. The number of copies required will be shown on the SF 30.
c. Completed copy of the Representations and Certifications at FAR 52.209-2, FAR 52.209-11 and FAR
52.212-3 (Alternate I). Quoters may also complete annual representations and certifications electronically at https://beta.sam.
d. The quoter shall provide points of contact for administration of the contract during the quoter’s normal business hours and after normal business hours. The POC for other than normal business hours will be contacted only in the event of emergencies. Accordingly, the named individual(s) should possess sufficient corporate authority to effectively deal with emergency situations and the telephone number provided should be functioning at all times other than normal business hours. If there are different POCs for different conditions, such as weekdays, weekends, holidays, etc., please furnish and explain:
(1) Quoter’s normal business hours/days:
(2) POC(s) during normal business hours:
(3) POC(s) for other than normal business hours:
SECTION II – TECHNICAL
This part of the quote shall be addressed in sufficient written detail for the Government to determine if Quoters understand this aspect of the Government’s requirement and have no adverse Past Performance ratings. Quoters shall provide sufficient narrative and supporting data.
FACTOR 1: Technical Acceptability – Provide sufficient narrative and supporting data to demonstrate the Quoter has the requisite capability to perform the services identified in the Performance Work Statement.
Sub-Factor 1a - Corporate Experience: Address in writing, your firm’s/Team’s technical experience in providing the same or similar services to other customers. Also include documentation to demonstrate that the company, and the assigned personnel are trained, certified, and have the minimum years of experience to perform the services as outlined in the Performance Work Statement. Recency is defined as projects completed within the past five (5) years of the date of issuance of this RFP. Relevancy is defined as projects that required services provided to clients that included performing studies and analysis of marketing and funding studies for museums and/or other non-profit agencies; and that required deliverables similar to those required in this RFP.
Projects shall be submitted with a Customer Point of Contract (POC), and contact information that includes an email and a phone number. This should be no more than 4 pages.
Sub-Factor 1b - Past Performance: Provide documentation that demonstrates successful performance on any prior project that is similar to the Performance Work Statement. This should include Customer or Prime contact information for each of the projects that you used to demonstrate Corporate Experience. This should include a name, address, email and telephone number of the person that can validate your performance. This factor also evaluates performance on any past Government projects, as documented in Government databases (CPARS, FAPIIS, etc.). The Government reserves the right to utilize any information in any Government database to evaluate this Sub-Factor.
SECTION III – PRICE
a. Schedule Pricing for Requirements. The Quoter shall submit proposed pricing for all Contract Line Item Numbers (CLINS) identified in the Request for Quote, unless otherwise noted. The Quoter shall submit pricing for the base period.
b. Price Breakdown. The Quoter shall provide in sufficient detail the elements that make up the total proposed
CLIN pricing. Examples of price breakdown may include Rates per hour, overhead costs, profit rates, deliverable costs, etc.
c. Given that FAR 52.217-8 provides that the Government may exercise the Option to Extend Services at the rates specified in the contract (i.e., the rates in effect when the Extension of Services option is exercised), for purposes of evaluating the Option to Extend Services; the Contracting Officer will consider the prices submitted for the base year, since those are the binding prices should the Option to Extend be exercised. The Option to Extend Services only provides for a time-only extension, should conditions not allow all tasks to be done within the scheduled timeframe.
Replace Paragraph 52.212-1(m) and (n) with the following:
(m) Protests received at a level higher than the contracting officer will be referred to the contracting officer.
Protestor may request a review by the contracting officer or an independent review at a level higher than the contracting officer. Requests for appeals or independent review will be addressed to the contracting officer for referral to the review authority. Questions on this process will be referred to the cognizant contracting officer identified in the solicitation.
(n) The non-FAR Part 12 discretionary FAR, DFARS and NAVFAC provisions included herein are incorporated into this solicitation either by reference or in full text. If incorporated by reference, see provision 52.252-1 for locations where full text can be obtained.
(End of Addendum to 52.212-1)
Performance Work Statement Revision
Please revise the Performance Work Statement (PWS) Section 2.1.6 to read as follows:
2.1.6 Project Manager (PM): The Contractor shall designate and provide a PM who has relevant experience at a comparable level of responsibility in projects of similar size, scope and complexity. The PM or alternate shall have full authority to act for the contractor on all contract matters relating to this contract. The PM or alternate shall be available within one hour, upon request both during and after the Government's regular working hours.
