RFIs Reponses for UEM Building 16- Replace Boiler Tubes in Boiler#1 through #5
Question No.
Q: At the site visit, it was said that 2 boilers can be worked at the same time. Please confirm if it is any 2 boilers or specific boilers.
A: During the winter heating season, the plant needs three boilers running, with an fourth as a backup, therefore during that time, only one boiler will be available to be worked. During the summer, plant requires one boiler operating with a second as a backup. During this time, two boilers may be worked simultaneously. The boilers available to be worked first are #2, #3, and #4.
Plant would prefer that #3 and #4 be worked first, but this is flexible.
Q: Please confirm no drawings or design submissions are required for this project.
A: None.
3 Q: Please confirm if boiler submittals that match SOW specs are the only construction submittals requirement apart from testing procedures documentation, maintenance manuals, and division 1 submittals.
A: Correct.
4 Q: Is third party testing and commissioning required?
A: Tubes will have to be hydro tested. Test must meet boiler codes. Licensed inspector is required to certify testing and repairs. Contractor must provide. If contractor has a licensed inspector in-house, then it doesn't have to be third party. If not, they will have to schedule one.
5 Q: Will there be onsite parking for the work crews throughout the duration of the project? If parking is not available at the plant, please indicate where parking is available on the campus.
A: There will not be space at the plant for work crew privately owned vehicles.
There will be a lay down area contractor equipment, work vehicles and dumpster, but there will not be sufficient space for any worker parking. Work crews are encouraged to utilize public transportation. The exact size and location of lay down area will be subject for outage process and is not specifically identified at this time.
6 Q: If a boom truck or forklift is needed for tube deliveries please indicate whether any coordination (i.e. crane plans/lift plans) will be required.
A: P.//P2 for any lifts above the materials. Contractor will have to submit a lift plan to
NAVFAC.
7 Q: Will space be made available directly adjacent to the plant for a metal dumpster to dispose of old boiler tubes throughout the project?
A: Yes, however, this will need to be coordinated through the outage process.
9. Q: Will superplastic be allowed for use in the reconstruction of the burner cone in lieu of burner tiles?
A: Yes.
10. Q: Based on the existing condition of the tubes and the hardness present inside them, does the government require any mechanical cleaning of the internal steam and mud drum surfaces as part of this project?
A: Yes, ADD TO SCOPE
11. Q: Can the government add “Boilermaker” to the wage scale determination sheet?
A: Trades listed on the General Decision are sufficient for the contractor to perform this requirement.
12 Q: Where is the lay down staging area for the tubes, especially given the fact the contract requires (2) boilers be completed at a time.
A: There will be a lay down area contractor equipment, work vehicles and dumpster. The exact size and location of lay down area will be subject for outage process and is not specifically identified at this time.
13 Q: Replace all refractory in boiler 1-5. (See spec item #2). Please provide in detail if the statement means all refractory, front wall, burner throat refractory and floor.
A: All refractory, front wall, burner throat refractory and floor shall be replace with new.
14 Q: How many boilers can be offline during heating season?

Q: After the boiler is retubed what is the procedure for the boil out of the tube oils?
After the boil out will the water be treated as hazardous material? Will this material need to be taken off base with a tanker truck or can a floor drain be used?
A: KTR should containerize all boil out from the tubes (suggest 55 gallon drum(s)). EV will dispose of the waste. Please notify EV when disposal is required. If further guidance is needed please let NAVFAC know.
Q: The work is expended to take 10-12 men to complete. Will there be onsite parking for the work crews?
A: There will be space for work vehicles, but not for private vehicles of work crews.

A: Yes, ADD TO SCOPE
18 Q: Please expand on R stamp requirement for all work performed.
A: R-stamp certification is required for companies performing any repair activity on an ASME-certified steam boiler, pressure vessel, and related piping.
19 Q: What requirements will be requested by the Environmental department?
A: Hydrostatic testing and R-1 reports shall be provided to EV. Welder Performance qualifications/certifications shall be provided to EV.
20 Q: Please confirm the RFP intends this project to be a complete retube of all (5) boilers, to include the D-style tubes.
A: Yes. All tubes on each boiler.
Q: The No 2.5 Replace all Heat Baffles and Refractory. Is the Front Wall and Burner Ring only what about the Rear Wall Included? Steam Drum Refractory is this going to be included?
A: All refractory that must be demolished to complete the airs needs to be replaced resulting in a fully-insulted/heat-shielded boiler upon completion.
22 Q: Is the CB Boiler new Front wall and new Burner Bull Ring replacements going to be matched with the exiting Burners?
A: Yes
23 Q: Is the Upper Steam Internals / all piping / brackets - supports being Included in the Proposal?
A: Yes. THIS ITEM IS ADDED TO THE SCOPE
Q: The Inner Casing on the CB Boiler Units has some excessive overheating and stress cracks in most of the Inner Casing that was exposed. Is Replacement of the Inner Casing on the CB Boilers to be Included in the Proposal?
A: Yes. THIS IEM IS ADDED TO THE SCOPE
Q: The Roof Inner Casing is replaced during the complete tube replacement to prevent the overheated areas and cracked Inner Casing from leaking CO In this to be Included in the Proposal ?
A: Yes. THIS IEM IS ADDED TO THE SCOPE
Q: Are the Firebox floor tiles that are broken or crack during tube replacement? Is this to be Included in the Proposal (tiles as required)?
A: Yes
Q: The Jobsite will require a Salvage Dumpster for the steel boiler tubes and related debris. Is there a designated area?
A: There will be a lay down area contractor equipment, work vehicles and dumpster. The exact size and location of lay down area will be subject for outage process and is not specifically identified at this time.
Q: Due the CoVid 19 Virus and the CB Boiler Materials Suppliers limited Staff and the delays in providing Pricing and Quotes for the CB Boiler 1 thru 5 Tube Replacements. It would help if the CB Boiler Project Proposal due date is extended to ensure a proper Cost Effective Proposal being provided for the Project?
A: The proposal due date is 04/06/2020.

A: Crane or lift plan will be needed.
Q: Will any coordination need to take place with NAVFAC in order to make these deliveries or is it at the discretion of the awarded contractor?
A: Contractor will need to coordinate with NAVFAC’s Construction Manager to make sure deliveries have access to base.
31 Q: Are any record drawings required as a part of this project?
A: None
32 Q: Are you requiring all refractory to be OEM parts?
A: Yes
