Scope of Work NAVFAC, PWD Bethesda, H-Line NSAB, Bethesda, MD
Work Order #: 1662686
Project Title: UEM 16, Replace Boiler Tubes in #1 through #5
1.0 Description: Contractor shall remove and replace all boiler tubes in boiler #1 through #5 in Building 16.
2.0 Scope of Work:
The Contractor (KTR) shall provide all labor, materials, equipment and supervision necessary to complete the following:
2.1 Contractor shall provide all submittals and outages to the Contracting Officer’s representative and receive approval prior to commencement of work. The KTR is not permitted to commence work until the outage(s), schedule, and material submittals are approved.
2.2 Contractor will not be provided a material laydown area.
2.3 KTR bid shall Include repairing 2 Boilers at a time.
2.4 KTR shall remove and replace with new, all interior boiler tubes (approx. 1000 per boiler) in boilers #1 through #5 (see spec item #1).
2.5 KTR shall remove and replace with new, all heat baffles and refractory in boilers #1 through #5 (see spec item #2).
2.6 KTR shall remove and replace all insulation in-between outer and inner skin of the boiler.
2.7 KTR shall repaint outer skin of the boiler.
2.8 KTR shall conduct all required testing to include Hydrostatic testing per boiler manual specifications as well as UFC 3-430-07 and ASME BPVC Codes. All testing documentation must be provided to the Contracting Officer’s Representative and EV.
2.9 KTR is required to provide log of maintenance performed on the boilers.
2.10 KTR must provide training certificates to the Contracting Officer’s Representative and EV prior to work commencing.
2.11 KTR is required to provide applicable R Stamp for all work performed.
2.12 KTR shall conduct an operational check with UEM and the Contracting Officer’s representative present.
2.13 KTR shall sign in and out on a daily basic at front desk.
2.14 Contractor shall maintain a clean work area at all times, on a daily basis.
2.15 Contractor shall verify measurements during the site walk.
2.16 Contractor shall submit an RFI(s) to the Contacting Officer’s representative for any questions or clarifications needed for this SOW prior to submitting the proposal.

4.0 Outages/Access Requests Required:
Access for work, Steam
5.0 Working Hours/Duration:
Working Hours: The work shall be completed during normal working hours, 0600 thru 1800 on weekdays and 0600 thru 1800 on weekends.
Duration: 435 days Liquidated damages will be enforced.
6.0 Supervision:
Provide supervision to ensure all work complies with industry standards. The Superintendent can serve as the Quality Control Officer. The Superintendent shall have a minimum of 3 years’ experience performing work of this type. The Superintendent shall be Construction Quality Management (CQM) certified. A copy of the current CQM certificate shall be submitted to the Contracting Officer’s representative. The Superintendent shall be fluent in the English language. The Superintendent is required to be present on the job site daily.
7.0 Pre-Construction Meeting:
The purpose of the on-site pre-construction meeting is for the Contractor and Government to discuss the scope of work, project-specific impacts, risk assessment and the level of effort required to develop the work plan before construction activities commence. The Contractor and Government shall discuss commencement, execution, and completion schedule of work. Contractor shall provide all submittals, to include an Activity Hazard Analysis (AHA) for each definable feature of work and a detailed schedule, to the Contracting Officer’s representative within 5 days of pre-construction meeting. All submittals shall be approved by the Contracting Officer’s representative prior to the commencement of work.
The contractor shall provide to the Contracting Officer a list of all personnel who will be working on site not later than 7 days prior to the starting date.
8.0 Progress meetings: The Contractor shall conduct a weekly progress meeting with the Contracting Officer’s representative. The Contractor shall provide meeting minutes to the Contracting Officer’s representative within 48 hours of each progress meeting. Progress meetings shall commence after the pre-construction meeting is completed.
The contractor shall provide a baseline schedule at the first progress meeting and an updated baseline schedule every month thereafter. The 2-week look-ahead shall be provided at each progress meeting.
The Contractor shall provide daily reports no later than 1000 on the following work day. The daily report shall have all items filled out, to include man-hours.
The Contractor shall provide a man-hours report to the Contracting Officer’s representative on the 1st and 15th of every month and at the completion of the project.
The Contractor shall provide an updated copy of the submittal log and RFI log at each progress meeting.
The Contractor shall provide all O&M documentation prior to final invoice. The final invoice will not be processed until all O&M documentation is received.
The Contractor shall submit an equipment list using the Government’s flat file format. The final invoice will not be processed until the flat file is received.
9.0 Coordination with Government POC:
Bidders are expected to understand the general and local conditions that may affect the cost of the performance of work. All work executed under this task order shall provide a complete and usable facility.
The Contractor will be working in and around an existing occupied Facility. The Contractor, sub-Contractor and their employees are required to present identification to gain access into the Facility in accordance with the current regulation, instructions and guidelines. The Contractor, sub-Contractors and their employees will not be allowed in the work area without prior approval of the Contracting Officer. Care shall be taken to prevent damage to the Facility features and equipment and to protect those features not involved in the contract. Damage to or disfigurement of any components as a result of the execution of this task order shall be rectified by the Contractor to the satisfaction of the Contracting Officer and at no additional cost to the Government.
10.0 Safety and Environmental Requirements:
The Contractor shall comply with all Federal, State and Local safety and environmental regulations which include, but not limited to, Occupational Safety and Health Administration standards, Environmental Protection Agency regulations and US Army Corps of Engineers EM 385-1-1 (USACE). The Government will accept no responsibility (neither legal nor financial) for any work or actions executed by the Contractor. The Contractor is responsible for coordinating this effort with the Contracting Officer.
The Contractor shall provide and Activity Hazard Analysis (AHA) for each definable feature of work. All AHA’s shall be turned in with the project schedule submittal. The contractor is not permitted to start work until the AHA’s are approved by the Contracting Officer’s representative.
11.0 Code Requirements:
The Contractor shall comply with all Federal, State and Local codes and regulations which include, but are not limited to, the latest National Fire Protection Association Codes, Environmental Protection Agency regulations Joint Commission on Accreditation of Healthcare Organizations, Infectious Disease Instruction and Guidelines, and the Unified Facilities Criteria. The Government will not accept responsibility, either legal or financial, for any work or actions performed by the Contractor.
12.0 Price Guarantee:
The Offeror agrees to perform the work required at the prices specified in strict accordance with the terms of this solicitation, if this offer is accepted by the Government in writing within 60 calendar days after the date offers are due.

#1- Boiler Tubes Provide 0.105 inch thick wall tubes either electric-resistance welded or seamless steel tubes of sufficient size to provide for free natural circulation in the proper direction for all loads. Tube bends shall be formed in a manner to permit cleaning of the internal surfaces of tubes with conventional tube cleaning tools. Unless otherwise specified, boiler and furnace tubes shall be not less than 2 inches in outside diameter. Membrane or fin tube or flat stud wall construction shall be limited to a minimum fin thickness of 0.25 inch thick and not more than 1 inch clearance between tubes (i.e., 2-inch tubes on 3-inch centers). Provide tangent tube construction except provide membrane wall construction between the furnace and the convection bank.
#2- Heat Baffles and Refractory Provide as required, arranged to diffuse the gas properly over heating surfaces in order to obtain maximum heat absorption. The baffles shall be held securely in place without being affected by or interfering with the free expansion or contraction of the boiler. The baffles shall be constructed of refractory not less than 2-inches thick or of steel not less than 0.25 inch thick, or of heat-resistant alloy not less than 0.125 inch thick. Tangent tube baffles may be used in lieu of refractory or metal plate baffles. Baffles shall withstand the temperature under maximum load conditions.
Refractories shall, in accordance with ASTM C 27, withstand the temperature existing under maximum load conditions. The refractories shall be formed in place or cast in sections of such size as to be easily replaceable through existing openings. The refractory sections shall be designed and secured in position in such a manner as to withstand the vibration and shocks occurring during shipment, and withstand the burner combustion pulsations. The front wall refractory shall include a bull-ring constructed of refractory tile with provisions for an expansion space between the bull ring and the burner throat tile. The burner throat tile shall be supported and anchored independently of the wall refractory.
Refractory shall permit differential thermal expansion of all parts of the boiler. Throat castable refractory shall be field installed in accordance with manufacturer’s instructions just prior to boiler firing so that the cure process begins before the castable refractory sags or deflects out of proper alignment.
