About this file
This document is a sources sought notice for the construction of a second taxiway (W-6) at Joint Base Andrews-Naval Air Facility in Washington, Maryland. The Naval Facilities Engineering Command intends to award a sole source contract to Clark Construction Group for the project due to Clark Construction Group's existing work on an adjacent hangar that provides one of the haul routes to the taxiway site. The notice describes the project scope as constructing an approximately 11,000 foot taxiway utilizing economical design and construction methods to service a hangar. Responses from interested contractors shall address company information, bonding capabilities, and at least three but no more than five relevant past projects demonstrating experience with similar size and scope concrete airfield pavements, airfield electrical work, and stormwater management. Submissions must also propose an alternative approach to accessing the site that would mitigate the risks associated with the haul routes identified in the notice. Responses are due by January 3, 2020 at 2:00 PM EST.

SOLICITATION N40080-20-R-4141
Construct 2nd Taxiway (W-6) Access Hangar 20
Joint Base Andrews-Naval Air Facility Washington, MD
NAICS code: 237990 – Heavy and Civil engineering Construction
This is a Sources Sought Notice and is for informational/market research purposes only. This is not a solicitation announcement for proposal and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up in formation request.
The Naval Facilities Engineering Command, Washington, DC requests capability statements from all qualified and interested parties for a potential single contract for construction of a 2nd Taxiway (W-6) Access to Hangar 20 at Joint Base Andrews-Naval Air Facility Washington, Maryland.
Project Description:
This project consists of constructing a taxiway (approximately 11,000LF) utilizing economical design and construction methods to accommodate the critical mission of the hangar serviced by this taxiway. Construction includes demolition of existing Compass Rose pavement, construction of storm water management facilities, taxiway lighting, site preparation, full depth concrete pavement with asphalt shoulders, and all other supports necessary to make a complete and usable taxiway. Project shall be constructed to meet DoD, Air Force, and base design standards. The performance is expected to occur between Fall 2020 through Fall 2021.
Under the authority of FAR Sub part 6.302-1, the Naval Facilities Engineering Command (NAVFAC) Washington intends to award, on a sole source basis, a contract to Clark Construction Group. Clark Construction Group is identified for the following reason:
Clark Construction Group was awarded construction contract N40080-19-C-0008, Hangar 21, on 17 December 2018. This secure site is adjacent to the future Taxiway W-6 at the south end of the airfield and contains one of the two haul routes available to the W-6 site. The second haul route enters the airfield starting on South Dakota Ave coming in between West Ramp rows 3 and
4. This proposed route is not viable for airfield ops for the following reasons provided by the base:
1. Each dump truck/vehicle would be required to remove FOD from the vehicle tires at the FOD check point and prior to leaving the construction area on to the active airfield. This takes roughly 30 minutes each time. Each construction vehicle would have to make this FOD check three times (each way) – once when crossing the West Ramp & Taxiway Whiskey, once when crossing TW Whiskey 4, and once when crossing back across Taxiway Whiskey to the construction site. Additionally, sweepers would be required to assist in FOD control – at both locations, adding more traffic to the airfield.
2. The entrance to the airfield is between West Ramp Rows 3 and 4, which is directly south of Air Force One & other (DV1/2) parking. DV1 aircraft includes the President (AF1) and foreign heads of state. DV2 includes the Secretary of State, Secretary of Defense, First Lady, Chairman of the Joint Chiefs of Staff, and the Air Force Chief of Staff. Every time a DV plane is preparing to depart there will be a delay of 2-3 hours and roughly 1-2 hours when coming back as the apron is closed to all other traffic.
Additionally, more vehicles on the taxiway increases the chances of mission delays for DV aircraft. This delay happens five to seven times during the work week.
3. During a ramp freeze, the TW Whiskey 6 construction contractor would be required to exit the airfield. This would require transit across TW Whiskey, TW Whiskey 4 and Taxiway Whiskey & the West Ramp. As noted above – this may happen at least once a day.
4. The route proposed would bring construction vehicles onto and across Taxiway
Whiskey which is the main TWY to the runway from the west side of the airfield.
Each vehicle would need to be escorted onto the airfield and get permission from the Air Traffic Control Tower (ATCT) before entering the airfield pavement. With the amount of vehicle traffic coming into the construction area this would over saturate the ATCT personnel and make it extremely difficult to run the ground control frequency and pose a safety hazard to the construction workers – and aircraft transiting the JB Andrews airfield. Each construction vehicle would have to make this call twice (each way) – once when crossing the West Ramp & Taxiway Whiskey
– once when crossing TW Whiskey 4, and once when crossing back across Taxiway Whiskey to the construction site.
5. Vehicles would be required to give way to aircraft who are taxing on Taxiway
Whiskey (twice) and Taxiway Whiskey 4, which can cause significant delays to delivery of material, much of which is time critical for placement, ie concrete (continuous slip-form paving) and asphalt (temperature dependent delivery & placement).
The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements. Responses shall address, as a minimum, the following:
1. Company name, address, phone number and point of contact. Company's System for Award Management (SAM) Cage Code and DUNS. Company must be registered in SAM. Please see www.sam.gov.
2. Statement regarding Bonding Capabilities. Provide single project and aggregate capabilities.
3. Relevant Experience of the Contractor, no less than three (3) projects and no more than five (5) projects, to include experience, within the last seven (7) years, in performing projects (either individually or all within 1 project) with similar size and scope stated in the project description.
The following elements of this project shall be included as relevant experience:
a. Concrete airfield pavements
b. Airfield electrical
c. Stormwater management meeting the Maryland Department of the Environment
(MDE) requirements
Submissions shall include the contract number, indication of whether respondent was the prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein.
4. Submit a plan identifying a reasonable alternative approach to accessing the site and accomplishing the taxiway construction that would mitigate the risks described in the sections above.
SUBMISSIONS ARE DUE BY 3 JANUARY 2020 AT 2:00 P.M. EST. LATE SUBMISSIONS
WILL NOT BE ACCEPTED. The package shall be sent electronically, either via email to Lindsay Brown at Lindsay.naill@navy.mil and Teshima Mason at Teshima.mason@navy.mil.
