Page 3 of 8 FAR (48 CFR) 53.243
MELVILLE TERRACE – RESPONSE TO RFI
12 AUG 2019
1. Specification 075200 calls for a 2 ply torch applied modified bitumen roofing system. Can’t use this in waterproofing application. Would require cants at all horiz. to vert. corners which isn’t shown and not acceptable in a waterproofing installation. Please clarify.
Answer: Include new cant strips in pricing at all horizontal and vertical corners.
2. Can the bid form be modified to include allowances in the event the following repair or replacement become necessary of existing items?
Answer: Include the following additional allowances –
Granite Pavers Answer: 300 sf granite treads, to accommodate breakage during removal
Concrete Pavers Answer: Per the legend on A-102, include allowances for replacement as identified
Handrails Answer: 20 lf of railing replacement where railings cannot be removed without damage. Preference should be given to salvage granite over railings.
Guardrails Answer: 20 lf of railing replacement where railings cannot be removed without damage. Preference should be given to salvage granite over railings.
Pole Mounted Lights Answer: Assume pole lighting can be removed and reinstalled
Pedestals Answer: Provide an allowance equal to 20% of pedestals (120 total) to accommodate for replacement and repair to pedestals.
Concrete Answer: Patch & repair concrete structure as necessary after removal of roofing board.
3. Have laydown and dumpster areas been identified?
Answer: Laydown areas are illustrated on A-100
4. What protection is required for the sidewalk and brick?
Answer: Provide plywood protection for entire laydown area
5. On drawing A-104 Note 2 calls to reseal all vertical and horizontal joints at the two 24'x2" stairways. The treads on these 2 stairwells are floating; can you provide as-builts for the contract area to determine the original design/drainage?
Answer: Provide sealant at risers only between flashing and tread. The intent is to minimize water intrusion at back of treads, existing waterproofing below treads will remain.
6. Does this project require a Superintendent, SSHO, and QC Manager to be on site at all times?
Page 4 of 8 FAR (48 CFR) 53.243
Answer: Yes
7 Can one individual perform two or more of these roles?
Answer: No
8. Can the Superintendent also act as the Environmental Manager?
9. Will there be any exceptions to using Primavera P6 for the project schedule?
10. Where is the designated laydown area for the project?
11. For the stair work (Drawing A‐104), does this work require replacement of water proofing?
Answer: Where treads that need to be reset, repair waterproofing damaged during removal, otherwise all waterproofing work is superficial, resealing & grouting all existing joints.
12. For the stair work (Drawing A‐104), does this require any removal, storing, cleaning, or reinstalling of the metal hand rails?
Answer: Yes, assume handrails will need to be removed.
13. For the stair work (Drawing A‐104), does this require grout or sealant at all joints?
Answer: Yes, replace all joints to match existing condition & color
14. Do you know the weight of a single concrete paver at Melville Terrace?
Answer: Assume 1200 lb ea.
15. What is the mix design of the existing pavers at Melville terrace?
Answer: Unknown
16. Are the existing pedestals fastened to the concrete deck at Melville Terrace?
Answer: Unknown, assume they are grouted in place
17. What weight will the existing plaza pavers be able to support to accommodate lifting machinery at Melville Terrace?

Answer: Determine existing plant species
21. For the replacement plantings ‐ Drawing A‐101 note 8, what are the existing plantings to be matched?
Answer: Coordinate with Contracting Officer at time of construction
22. For the replacement plantings ‐ Drawing A‐101 note 8, what caused the existing plantings to fail?
Answer: Based on the duration of the project, salvaging the existing planting is deemed more difficult than replacement.
23. Please refer to the “PRICE SCHEDULE”, page 7 and section 00 22 13.00 20, paragraph 1.1. Under both referenced sections of the RFP the description of each CLIN states, in part “complete to the 5 foot line outside of the building”. The scope of work abuts many exterior walls of various buildings and / or retaining walls that could be considered “building” or “building components”. The plans included in the RFP do not provide a graphic depiction of a “5 foot line” or any other sort of LOD line. It is not clear what is meant by “complete to the 5 foot line outside of the building”. Please clarify the intent of this wording or delete it in its entirety. If the work is to stop at “the 5 foot line outside of the building” please amend the drawings to graphically depict and show the extent of the “5 foot line”.
Answer: The area of work as depicted in the drawings is accurate. An additional 5’ outside this area is included not to suggest additional work, but to allow additional room for the work to be performed and fencing to be installed.
24. Please refer to section 02 41 00, page 6, paragraph 2.2.4 which provides permit waste disposal procedures for Miramar Landfill. Please confirm that this section is not applicable and is to be deleted from the specifications.
Answer: This section is not applicable to this project.
25. Please refer to sections 01 30 00, 01 35 26 and 01 45 00.00 20. These sections, combined, require three (3) separate individuals to perform roles of Superintendent, Quality Control Manager and Site Safety and Health Officer.
None of the referenced spec sections allow either role to be “Double” or “Triple Hat”. Please confirm that the Government requires three (3) full time individuals working solely in an administrative capacity on site full time.
Answer: Confirmed. The Government considers this work to be fairly complex and in a high visibility/high traffic area.
Adding to the public safety concern with the ACM work, the technical nature of the waterproofing work, and the safety risks involved with moving heavy masonry elements combine to warrant the use of proper project oversight.
26. Relative to question 3. above, given the limited scope of this project, somewhat confined work area and minimal number of trades executing work at one time, will the Government consider relaxing the specifications and allowing a single qualified individual to serve a dual hat role as Super / SSHO or QCM / SSHO?
Page 6 of 8 FAR (48 CFR) 53.243
Answer: No. Dual hatting Super and SSHO is not allowed on Navy projects. Dual hatting QCM and SSHO will not be allowed on this project.
27. The RFP includes section 02 85 13.00 10 covering Asbestos Abatement. The drawing details indicate that the existing protection board contains asbestos. We do not find a hazardous materials report or sample test results in the RFP document package that identify the type or category of the existing asbestos. Please provide.
Answer: For bidding purposes, assume the asbestos board is Category I. Testing shall be done to determine whether the asbestos has degraded to Category II.
28. The RFP includes section 02 85 13.00 10 covering Asbestos Abatement. The drawing details indicate that the existing protection board contains asbestos. The specifications do not identify the Class of the asbestos abatement operations required to abate the existing HAZMAT. Please advise.
Answer: For bidding purposes, assume the asbestos board is Category I. Testing shall be done to determine whether the asbestos has degraded to Category II.
29. Upon inspection of the roof drain openings at the main plaza deck area we noticed the current waterproofing membrane appears to be a single ply thermoplastic. Should we anticipate the presence of any other waterproofing beneath this such as a built up or hot fluid applied system?
Answer: As-built drawings suggest that this is the only membrane on the roof.
30. Please verify that the deck should be cleaned of existing membrane only so much as the new HRA manufacturer deems necessary in order to achieve the specified warranty and does not need to be 100% free of old membrane residue.
Answer: This is correct.
31. Given the heating and subsequent odor being generated please verify that application of new waterproofing material will be permitted during regular work hours.
Answer: Work will be allowed during regular work hours.
32. The drawings indicate that the protection course set in the existing hot rubberized asphalt is asbestos containing.
Please provide further detail on the composition of the existing waterproofing so that we may plan removal ad any special handling accordingly.
Answer: As-built drawings indicate “1/4” asbestos cement board with membrane waterproofing”.
33. Please provide load limits for the upper and intermediate levels of the Griffin Terrace.
Answer: Assume 75 psf
34. Please provide laydown area locations.
35. Per site visit – the existing treads at the Griffin terrace are visibly deteriorated (Efflorescence and cracked), However there is no indication that these have to be repaired. Please advise.
Answer: Provide allowance for treads in earlier response
Page 7 of 8 FAR (48 CFR) 53.243
36. Please provide quantities for the removal and resetting of treads and pavers at the Michelson – and Chauvenet Halls.
Answer: Provide unit cost, and assume 20% need to be reset.
37. Please confirm that the intermediate areas on the west side of the Griffin terrace does not need to be removed for waterproofing.
Answer: The area between the stairs to the plan west side (shown in crosshatch on A-102) should also be waterproofed, with the same process as the same upper portion.
38. Please indicate a laydown areas for the Michelson and Chauvenet Halls.
Answer: Assume limited, localized laydown for granite treads. Storage should occur in laydown areas adjacent to Melville Terrace. Laydown area(s) and smaller work areas must be approved by the CM/COR/CS prior to the Contractor erecting fence.
39. Reference: Utilities (Water and Electric) Question: Page 3 of the RFP states “Utilities: In accordance with NFAS 5252.236-9305 Availability of Utilities, when available, the Government will provide reasonable amounts of electric, water and compressed air for the work to be performed under this contract at no cost to the contractor.” Specification Section 015000 Paragraph
3.3.2 states that we will need to pay for the utilities used at prevailing rates. Which of these is correct?
Answer: The former, section 015000 has been amended to alleviate payment required for utilities.
40. Reference: Specification Section 015000 – Paragraph 3.5.2 Administrative Field Offices
Question: Will we be provided with an area close to the project site for the Field Office and for a staging area?
41. Reference: Drawing A-101 Location Plan
Question: Note 8 states “Replacement Plantings shall match existing. Prior to removal provide for approval, a survey and replacement planting plan prepared by a Registered Landscape Architect.” As the extent of this cannot be determined until after award could the government provide an allowance for all contractors to carry for the replacement plantings?
Answer: Assume 80 gal. of Green Sergeant Juniper.
42. Reference: Drawing A-101 Location Plan
Question: Notes 6 and 7 refer to Fluid Applied Waterproofing and Rubberized Asphalt Waterproofing. There are no specifications provided for either of these items. The only specification section provided is 075200 – Modified Bituminous Membrane Roofing. Please clarify what is to be used for the new waterproofing and provide specification if it is the waterproofing systems indicated in Notes 6 and 7?
Answer: Provide hot mopped waterproofing below stair treads, and modified bituminous roofing below pavers on pedestals.
43. Reference: Drawing G-001 – Project Summary
Question: The project summary that non-friable cementitious asbestos board is expected to be contained in the roofing system and that we are to perform lab tests on 4 samples. Should the removal of the existing roofing be assumed to be ACM and price as such or should an option be provided for the additional cost if is found to be
ACM?
Page 8 of 8 FAR (48 CFR) 53.243
Answer: For bidding purposes, assume the asbestos board is Category I. Testing shall be done to determine whether the asbestos has degraded to Category II. Please provide an additional option cost if the asbestos is friable.
44. Reference: Specification Section 034500 – Paragraph 1.12 Warranty
Question: This paragraph calls for a warranty on the pedestals and roof pavers for this project. As the pedestals and most of the concrete pavers are existing our subcontractors will not provide a warranty on the existing items.
Will it be acceptable to only warranty the new pavers for the 5-year period specified?
45. Reference: Specification Section 034500 – Paragraph 2.2.14 Sealant
Question: This paragraph states “Factory apply one coat of penetration sealer to all surfaces of pavers. Sealer shall discolor or stain, and be suitable for exterior use. Conform to sealer manufacturer’s recommendations for application of sealer.” Should this state that the sealer will not discolor or stain?
Answer: Correct, not discolor or stain
46. Reference: Drawing A-102
Question: There is an area of pavers that are marked to be removed and replaced with new pavers to match the existing light-colored pavers. Can we be provided with what type and color those existing pavers are?
Answer: The Contracting Officer shall select from Contractor provided samples
47. Reference: Damaged Stair Treads Question: At the site visit it was noticed that several the granite stair treads that are to be removed and reinstalled are either cracked or have damaged edges. Please advise if they are to be reset as is or should we price replacing some? If so, what quantity?
Answer: See allowance for granite tread replacement above
48. Reference: Storage Area for Removed/Salvaged Pavers
Question: Please advise which are the designated storage areas for pavers and steps being removed?
49. Reference: Specification Section 013329 – Sustainability Reporting
Question: Many of the specification sections refer to Section 013329 – Sustainability Reporting. This Specification Section is not included in the provided specifications. Are there any sustainability requirements for this project?
Answer: There are no sustainability requirements for this project
50. Please provide the source of procurement for the granite Steps and concrete Pavers. Is there a preferred vendor, Is there a name for the shade of the granite stone and the pavers, if so, please provide it.
Answer: Replacement stone shall be same type. Our first preference is to source our on base salvage yard, but we do not have information of the stone type.
