AMENDMENT 0001
1. May we request the reach-back for qualification be extended to 8 years?
GOVERNMENT RESPONSE: NO
2. We will serve as the Design-Build contractor and hire a design firm as a subcontractor to execute this Co-Generation project. We have executed two other projects in the past seven years with the same team and arrangement and will submitting these two projects as part of our response to Factor 2 – Experience for both Construction and Design. For these projects do we need to submit a separate PPQ for the design and construction or is one common project PPQ sufficient? We believe having the client fill out two PPQ’s for the same project may cause confusion given the design-build delivery method.
GOVERNMENT RESPONSE: NO, IN THIS PRIME-SUBCONTRACTOR
RELATIONSHIP, ONE COMMON PPQ IS SUFFICIENT.
3. Reference: RFP N4008018R9328, Factor 2 – Experience, p. 8 of 49
(1) Construction Experience: Size: Co-generation of 4,500 kW-hr per hour (minimum) of electricity and 13,000lbs. of steam per hour (minimum) AND greater than or equal to $10M in final project cost. Respectfully, would it possible to broaden the range of acceptable power generation projects to include gas turbine power plants with or without heat recovery?
GOVERNMENT RESPONSE: NO. EXPERIENCE WITH A COMBUSTION
TURBINE GENERATOR (CTG) COUPLED WITH A HEAT RECOVERY
STEAM GENERATOR (HRSG) IS REQUIRED.
4. Projects submitted for the Offeror shall be completed (contract completion date/CCD) within the past seven (7) years of the date of issuance of this RFP. NRL has listed experience in the last 7 years with a value of $10M. May this be broadened to include projects completed in the last 10 years and with values below and above $10M?
GOVERNMENT RESPONSE: NO.
5. Will international projects be considered?
GOVERNMENT RESPONSE: YES. INTERNATIONAL PROJECTS WILL
ALSO BE CONSIDERED AS LONG AS THEY MEET THE RELEVANCY
REQUIREMENTS OF THE SOLICITATION.
6. Reference: RFP N4008018R9328, 52.211-12 LIQUIDATED DAMAGES-- CONSTRUCTION (SEP 2000), p. 30. Liquidated damages of $7,950 per day appear to be excessive for a project of this size and scope. Please verify the liquidated damages value.

THE DESIGN BUDGET.
7. What above ground demolition is required? Structural concrete? Roads? Structural steel?
Exiting facilities/utilities?
GOVERNMENT RESPONSE: ABOVE GROUND DEMOLITION INCLUDES,
BUT IS NOT LIMITED TO: STEAM LINES, PAVEMENT, SIDEWALKS,
