LOCATIONS, NAVFAC WASHINGTON

RFI Response’s

1. Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering; i.e. State registration number.” In Maryland we can provide our license to do business (MSDAT number), but for engineering, you don’t have a state registration number, but numbers for the individuals with PE’s. Is it sufficient to provide our MSDAT number?

Answer: Yes

2. For Past Performance Questionnaires (PPQs), are we allowed to use recent PPQ forms completed for other NAVFAC solicitations that differ somewhat from the PPQ attachment for this solicitation?

3. Is the CCASS evaluation for the design portion of a Design-Build project acceptable in place of an ACASS (which is not provided for a design-build project)?

Answer: No, CCASS evaluations are for the Prime construction contractor.

4. Can we submit our org chart on an 11x17 sheet?

5. Does the org chart count against the total page count since it is an attachment?

Answer: The 60-page limit does not include past performance information, SF 330 Part 2, SF 295, covers and tabs, and organization chart

6. Can you please confirm the due date for responses to this solicitation? The recent change to the size standard also included a due date revision from “August 13, 2013” to “June 24, 2013”. Even July 24th would be a very tight due date.

Answer: The response date is August 13, 2013

7. As a self-certified small business, we would be the prime for the contract, however due to the potential size of this IDIQ, we will be teaming with a larger firm, that would not be a small business, as well as specialty consultants. We have assumed that we would have to perform 51% of the work, as the prime, however the solicitation does not specify that.

Could you also clarify this requirement for me?

Answer: Yes, the prime firm must be a small business and must perform 51% or more of the contracted labor under this contract.

8. Under Section II. Evaluation Criteria and Submittal Requirements: Factor 6. Volume of Work, the paragraph has conflicting statements. The second sentence states, "..not to exceed $30,000,000.00 for the entire contract term, with a $6,000,000 limit for the base period and each option period." The fifth sentence states, "There will be no dollar limit per task order and no dollar limit per year." Please clarify the intent.

Answer: The fifth sentence is revised to state, "There will be no dollar limit per task order".

9. Is there a cutoff date for submitting additional questions?

Answer: No further questions will be accepted.

10. Is a PPQ required for each of the 10 projects included?

Answer: Yes

11. If the Prime is submitting as a Joint Venture, can the JV agreement be included in an Appendix outside the 60 page limitation?
