About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a crane maintenance and certification contract.
The Department of the Navy, Naval Facilities Engineering Command (NAVFAC), is seeking authorization to solicit, negotiate, and award a one-year base contract with seven one-year option periods to CraneWorks, Inc. for crane maintenance, inspection, repair, alteration, demolition, load testing, certifications, and Government inspection assistance. Services will be performed at multiple Public Works Departments across the National Capital Region, including locations in Washington D.C., Maryland, and Virginia. The contract covers both recurring and non-recurring work, with a performance period spanning from July 2026 through July 2034. Contract funding will be provided annually using Navy Sustainment funds. The Independent Government Cost Estimate (IGCE) table reflects 16 CLINs organized by service type and contract period, though specific pricing details are redacted.
The Government justifies sole-source award to CraneWorks, Inc. under 10 U.S.C. Section 3204(a)(1) based on unique qualifications and specialized expertise. CraneWorks is certified through the Navy's P-307 program and accredited for maritime certifications and equipment testing. The contractor operates the Navy Crane Technical School and maintains comprehensive knowledge of Navy commercial and industrial crane maintenance requirements and procedures. Market research identified no other qualified sources capable of performing the specialized work in the Washington D.C. metropolitan area without substantial cost duplication. Failure to maintain proper equipment maintenance poses critical safety risks to operators, making these services mission-critical to NAVFAC and the U.S. Navy.
